Introduction to
OBE Learning
T he shift from Content-based Education to
Outcome-based Education (OBE) has been done by
most educational institutions in the country as
mandated by CHED.

J ose Rizal University is one of the educational

institutions that adopts OBE in all of its program
offerings. It aims at equipping you with the
knowledge, competencies, and orientations needed for
success after you have left school.

There is a need for you to understand this approach to

education so that your success at school level will be
guaranteed and you will acquire the capability to transcend
academic success  to your life after school.

Outcome-Based Education
• is a model of education that focuses on the students
ability to demonstrate what they “know and are able to
do” whatever the required outcomes are.
• “Outcome-based education means starting with a
clear picture of what is important for students to be able
to do, then organizing the curriculum, instruction, and
assessment to make sure that this learning ultimately
happens.” (Spady, 1994)

• Outcomes are usually

defined in terms of a mixture of knowledge, skills,
attitudes, and values that an individual will attain as a
result of his or her successful engagement in a particular
set of higher education experiences.
• OBE is the demand of 21st century learning system, which
not only gives better technical knowledge but also gives
emphasis on development of affective domain attributes
(soft skills) needed in the workplace.

What are the Benefits of OBE to you?

OBE attempts to embrace learning outcomes with the

knowledge, skills, attitudes, and values that match the
immediate social, economic, and cultural environment of
society.

Benefits of OBE:

•More directed and coherent curriculum

•Graduates will be more “relevant” to industry and other
stakeholders (more well grounded graduates).
•Continuous quality improvement.
What is an OBE Framework?

The   OBE Framework  is a   paradigm shift from

traditional education system into OBE system where there
is greater focus on program and course outcomes; student-
centered teaching and learning activities; regular
assessment and evaluation and continuous improvement of
the program. 

WHAT IS THE OBE FRAMEWORK OF JRU?

• In an OBE set-up, the first thing that should be identified
and explicitly stated is the culminating or exit outcomes,
what we want our students to be able to do successfully at
the end of their learning journey in school.
• One of the operating principles of OBE in Spady‟s (1991;
1994) framework is the Design Down principle, which
should be simultaneously applied together with the other
operating principles (i. e., clarity of focus, high expectation,
and expanded opportunity).
• The culminating outcomes should be stated first, followed
by some enabling outcomes (program level), then by some
discrete outcomes that are measured in terms of specific
learning tasks (course level).
 JRU MISSION & VISION

The University aims to develop its students to

become useful and responsible citizens through
the effective transfer of relevant knowledge and
desirable values.

JRU will be a market leader in the use of

technology for innovation in teaching and
learning to produce graduates of social
importance.

INSTITUTIONAL OUTCOME 

A JRU graduate has the competencies and values in the

disciplinal area completed such that he/she is a useful and
responsible c itizen of the country

Program Educational Objectives (PEO)

(are the knowledge, skills, attitudes, and values that we expect graduates of
a program to show three to five years after completing the program)

■Three to five years after completing the Bachelor of Elementary

Education Program, the graduates will:
1. excel in their profession utilizing the knowledge acquired in the
Elementary Education Program;
2. become effective collaborators and innovators in elementary
education, applying professional/technical skills and
competencies to make a positive impact on society; and
3. be engaged in life-long learning and professional development
through self-study, continuing education, or graduate and

Student Outcomes (SO)

(are the knowledge, skills, attitudes, and values that the
graduates of a program show upon graduation from a specific
program)

After the completion of the program, the graduates of the BEED

program shall be able to:
a. apply knowledge related to natural sciences, mathematics, languages
and social sciences appropriate to the discipline and the program
educational objectives;
b identify and analyze a problem and issues that affects the teaching
profession;
c. improve, and evaluate the different competencies necessary in the
growth and use techniques, methods, strategies approaches,
skills, and materials necessary to the execution of the lesson
development of the teaching profession;
Here are the Course Learning Outcomes (CLO’s) of
FOS C101
At the end of the course, the student should be able to:
CLO1 – show knowledge, reflect, and analyze on some
applications of information gained in different areas
of learning in FOS;
CLO2 – exhibit competencies in performing designated
tasks in different areas of learning in FOS; and
CLO3 – manifest writing and thinking skills on accomplishing
written outputs from designated tasks in different
areas of learning in FOS.

How are these outcomes being measured?

Assessment is the process of measuring what you know

and have learned.
In FOS and your other courses, the course assessment
will involve the following:
Written Works (WW) (e.g. reaction paper, quiz, seatwork,
assignment, essay and others)
Performance Tasks (PT) (e.g. oral reporting, debate, role
playing, presentation of a work, performance of an
experiment, presentation of a case study and others)
Product (P) (e.g. thesis paper, completed computer program,
case study paper, experiment paper sheet, poster,
script of a play and others)
Term exams (e.g. prelim exam, midterm exam, and final
exam)
The written works, performance tasks, and products will be
measured using tests and rubrics. A sample rubric is
shown in the next slide
 GRADING SYSTEM FOR FOS C101

What will you do in these situations concerning

grades in your different courses currently enrolled
or has been taken?
• If a grade is not reported in the Student Access Module 
in the AIMS, report at once to your current or past
instructor or seek the advise of the department chair
of the instructor and ask for an advise regarding your
concern.
• If you get a failing grade and you feel that you should
pass, see your course instructor for clarifications. It is
best that you bring along with you all pertinent
documents showing that you have passing grades in the
course.
• If ever there is a need for corrections of grades, it must
be done within 1 year.

!As a policy of the school,

correction of final grades
in any subject is allowed
only within a period of one
year
