The following changes have been made to clarify the intent of
several sections that are a part of the qualification test program
included in REIC CS7-93. The sample length requirements for the
various test procedures of the qualification series (section K.3.6)
have been clarified. The intent of the bending procedure has been
clarified by stipulating that the portion of the ca that is
subjected to the bending during the test will be in the active
lengch of the cable samples used curing the remainder of the test
series. In addition, the impulse test program has been expanded to
more clearly describe the requirements for completing the tests.
Section X.3.8 is replaced with the following:
Section K.3.6: The cable samples for the Hot Impulse Test (K.7)
and the ac Voltage Withstand Test procedure (K.8) are to be a
minimum of 60 £t (18.3m) in length. The active length of the
samples shall be 30 ft. (9.2m). Samples for the Hot Impulse Test
(K.7) and the ac Voltage Withstand Test (K.8) may be preconditioned
as a single long length in the Cable Bending Procedure (K.5) and
the Thermal Cycling Test (K.6).
Ed. Note: The resistance stability test sample has been
emoved from this section. The length requirements are described in
the reference procedure for the test outlined in Section K.4.
Add a new paregraph to Section K.5:
K.5.4: The approximate center of the portion of the cable length
that was bent around the bending fixture shall be marked for
ference to allow positioning during tests that follow.
Section K.6 is replaced with the following:
Section K.6: After the Cable Bending Procedure (K.5), the samples
shall be installed in a pipe with a "U" bend (180° bend) sized so
that when the cable is lying on the bottom surface of the pi
there will be approximately 2 inches (Simm) of clearance bet
the top surface of the cable and the inner surface of the pipe.
"U" bend shall be located near the midpoint of the pipe.

Section K.7.1 is replaced with the following:
Section K.7.1: An impulse test shall be made in accordance with
TSEE Standard No. 82, "Test Procedure for Impulse Voltage Tests on
Insulated Conductors", on one of the preconditioned samples as
shown in the Flow Chart. The test shall be made with the sample
placed in a 15 foot (4.5m) long non-metallic pipe. The pipe
Giameter shall be such that when the cable is lying on the bottom
surface of the pipe, there will be a clearance of approximately 2
aches (Simm) between the top of the cable and the inner surface of
the pipe. The active length of cable for this test shall include
cable that was 1) subjected to bending around the bending fixture
in the Cable Bending Procedure (K.5) and 2) located within the "
bend in the Thermal Cycling Test (K.€).
Section K.7.5 is replaced with the following:
Section K.7.5: If the test has been discontinued without e cable
breakdown at the minimum withstand value listed in Table Ki, the
sample shell be subjected to an ac withstand test at 2.5Vg for a
Guration of 15 minutes. This test is conducted to verify that the
cable has not failed on the last impulse. If the test hes been
Giscontinued after completion of an impulse withstand level at
jeast one step above the minimum withstand listed in Table Ki, no
additional testing is required.
Section K.8.1 is replaced with the followin:
Section K.8.1: The second preconditioned cable sample will be
given an ac voltage test. The active length of cable for this test
Shall include cable that was 1) subjected to bending around the
bending fixture in the Cable Bending Procedure (K.5) and 2) located
within the "J" bend in the Thermal Cycling Test (KX.6). Tne sample
at room temperature, shall withstand an ac voltage of 2.5 Vg for 2

B. INSULATION
B.1 Cross-Linked Polyethylene Insulation.
The insulation material shall be inspected for contaminants using a
continuous sampling plan. The plan must sample a minimum of 2 percent of
the insulation material volume. Material that is not inspected by the
producer must be inspected at the 2 percent rate by the casle eupplicr.
The material analysis shall be reported for engineering information only
and at a minimum, lict the size and the number of contaminante found per
weight of insulation inspected.
‘The insulation of the completed cable shall be free from:
1. Any void larger than 2 mils (0-05am). The number of voids
larger than 1 mil (0.02Smm) shall not exceed 30 per cubic inch (16.4
cubic centimeters) of insulation for all voltages.
2. Any contaminant (opaque material or material that is not
homogeneous cross-linked polyethylene) larger than 5 mils (0. 125mm) in
ta greatest dimension. The number of contaminants of sizes betwaen 2
(0.05me) and 5 mils (0.125mm) shall not exceed 10 per cubic inch (16.4
cubic centimeters) of inaulation for all voltages.
3. Any transiucent material that is larger than 25 mils (0.625mn)
in ita greates: dimension.
The method of examination and frequency of sampling shall be in
accordance with Sections D and F. in-plant repairs of the insulation are
prohibited unless specifically agreed to by purchaser.
B.1.1 Limits for the sizes of voide, contaminants and protrueions in
this section are based on insulation thicknesses chown in Table Bl.
Because of the unavailability of data supporting limits for voids,
contaminants, and protrusions in higher stress cable designs, nore
stringent limitations may be required. Limits on the size of these
defects, beyond those in this specification shall be mutually agread
upon by’ both the manufacturer and purchaser.
B.2 Insulation Thickness
B.2.1 The insulation thicknesses for cables covered by thie
specification are based on the rated voltage and on the cable insulation
level.
3.2.2 The insulation thicknesses shall apply to single-conductor cables
and to the individual conductors of multiple-conductar cables.
5.2.3 Insulation thickness shall be in accordance with Table 81 or as
agreed to between the purchaser and the manufacturer.
2.2.3.1 Use of the mazimm stress design may result in an insulation
thidkness less than’ that listas in Table £1. Thinner insulation
thicknoseoe ave perniscible within this specification. For these cables,

(8kV/am) for 69KV rated cables and 200V/nil (@kV/am) ‘for cable reted at11s dc 13aKVE consideration should be given to the use of metallic
sheaths or other effective moisture barriers for all cable designs
covered by thia specification. An effective moisture barrier shall be
Ased if a cable is specified that utilizes an insulation thickness less
then that listed in Table Bl. The electrical characteristics of cable
accessories (splices, terminations, otc.) must be considered when
selecting a cable design.
B.2.4 The average thickness of insulation shall be determined by using
aA optical measuring device, taking four measurenents. The point of
maximum thickness, the point cf minimum thickness, and one point
equidistant between the maximum end minimum points on each side of the
fanple shall be measured. The average thickness shall be taken as one~
fourth of the sum of the measurements.

1. Either the 15 minute or the 30 minute ac test is required
(fable Bl). Ac teat levels for the appropriate rated voltage are to be
