Per radio dispatch a male caller stated he was at the bridge, about to jump and to “not try to stop me" (him). A ping of the callers phone number came back to the bridge. Officers responded initially with lights and siren but were cautious when close to the scene to mute the lights and siren in order to not further agitate the male, Upon arrival the officers found a male in his late 60's in distress. The male had climbed over the rail on the south side of the Broad Street bridge and was threatening to jump into the Scioto River. 1H] CONTINUED ON OTHER SIDE [D314 Columbus Division of Police —— First Aid - Lite Saving —— presented fo Officer Ricky Anderson On September 3, 2017, officers on Zone 5 were dispatched to the Broad Street Bridge on a report of a male preparing to attempt suicide by jumping. Per Radio, a male told the call taker that he was at the bridge ready to jump and not to try and stop him. K9 Officer Ricky ‘Anderson responded to assist. A ping of his cell phone came back to the bridge. Officers located the male and as they saw that he had climbed over the railing and was threatening to jump. The ited conversation with the male and found he was distressed at the loss of his mother and depressed due to being homeless. By offering suggestions to the male to help him, the officers gained the male's confidence and convinced him to climb back over the railing to safety. He was transported by EMS personnel to the hospital for mental health treatment. Officer Ricky Anderson is awarded a First AidILifesaving Award for taking action to save cor attempt to save the life of another. Lieutonant Paul Oh! located the Tactical Emergency Medics, Firefighters Phil Harrow and Josh Brehm, an¢ led them to where Officer Smith had been evacuated, crossing areas in the iine of fire in order to reach and render aid to the gravely wounded Officer Smith. Lieutenant ‘Ohi directed a transport medic to move as close as possible and Officer Smith was carried to the medic by Officers Carter, Thivener, and Jones and Firefighters Harrow and Brehm. " After placing Officer Smith in the medic, allof the officers returned to their posts, Oficer ‘Thivener positioned himself in the turret where Officer Smith had just been shot and exchanged additional gunfire wit the male. California Av. for Columbus Division of Fire Arson Squad Investigators who had a search warrant for his residence. Rutledge had seta fre earlar in the day at 836 Fairlawn St, the residence of his estranged wife Officers observed that someone was inside of 14 W. California Av. but no one would answer the door. Additionally officers observed what appeared to be an open flame in the room at the rear of 14 W. California Av, on muttiple ‘occasions, Fearing that Rutledge may be attempting to ignite the building, additional SWAT Officers responded and the Division of Fire deployed fire-fighting equipment, Gas to the building was shut off and the building was evacuated, Officers first made contact with Rutledge at 12:38 AM on April 10. A shot was heard from inside the residence and Lt. Paul Oh! #5064 ordored the front door broachad in order to deploy a robot to determine if Rutledge had shot himsel. Special Basins 7728/2016 Continued Narration: ‘At approximately 12:33 AM, Officers Dennis Prestel #478, Troy Palmer #1586 and David Thivener #1357 went into the basement and occupied it, as a common hallway led to the basement and Rutledge had access to the hallway. While in the basement, Officers Prestel and Palmer took fire from Rutledge while turning off power to Rutledge’s apartment. Officer Palmer was struck in the drag handle and gas mask pouch of is tactical body atmor. Despite taking fir, Officers Prestel and Palmer remained in the basement for the remainder of the incident and maintained their position to provide valuable intelligence regarding the suspect's position and actions, Officers Prestel and Palmer were forced to evacuate after the building caught fire and was eventually totally destroyed by flames. ‘At approximately 1:30 AM a single gunshot, was heard from within the residence and believed to have come from the room in which the suspect was located. At 1:33 AM chemical munitions were deployed and no movement or coughing was heard from within the structure. Chemical munitions were again deployed at 1:44 AM, 1:54 AM, 2:02 AM, and 2:22 ‘AM with no response from the suspect. At approximately 2:25 AM Lt. Ohi ordered an approach plan forthe rear window in order to utlize a pole camera to determine ifthe suspect had shot himself or was incapacitated as he had not been heard from since the last gunshot at 1:30 AM. Officer Thivener and Sgt. Scott Bray #5237 would approach the window while Officer Steve Smith #1386 covered the window from the turet of the armored vehicle, At2:34 AM, while officers were attempting o probe the rear window with the pole camera, muitiple shots came from within the structure, through the rear window striking the armored vehic'e and Officer Smith, An Officer down call went out from multiple officers atthe rear of the residence. Lt. Ohl ordered that the armored vehicle with Offer Smith inside to be extracted, however the armored vehicle became stuck inthe soft earth in the backyard. Oficer Thivener removed Offcer Smith trom the rear ofthe armored vehicle end began to move him fo the alley to the west of the building, exposing himselt to the window from which the shots had been fired. Officer Brian Carter #1185, seeing that Officer Thivener needed assistance, exposed himself to the line offre and ran to assist O'ficer Thivener. Officer John D. The run stated that the female half was inside the trailer while her boyfriend was setting it on fire, Officers Mark McMillen #2510 13B18, and Rick Anderson #1144 K98, were in the immediate vicinity and were the first units to arrive on scene. Upon arrival the officers observed the trailer fully engulfed with the female passed out lying just inside the front door. Officers McMillen and Anderson knew they did not have adequate time to wait for fire personnel to arrive on scene so they subjected themselves to circumstances which placed them under substantial risk of personal harm. Officers McMillen and Anderson demonstrated extrodinary heroism by appcoaching the buming trailer and pulling the unconscious vietim out from inside the residence. Although the vietim (who was identified as Crystal Spence DOB 5/23/77) did suffer from smoke inhalation; she was transported to Grant Hospital in stable condition and is expected to make a full recovery. Ispoke with Batallion Chief Mike Ruddle at the scene who commended the actions of Officers McMillen and ‘Anderson stating had the officers not gotten to Ms. Spence when they did she would have no doubt sustained life threatening injuries ‘The boyfriend was apprehended at the scene by responding officers and was interviewed by Arson Investigators. ‘The boyftiend was not charged and the investigation is still on-going. He exited his vehicle and-p\ ued the suspect on foot. ‘The pursuit lasted up to five minutes anid asttie officer paused and looked before run- nisig around blind corner, he lost sight of the suspect. Knowing that the suspect hadn't been that far ahead of him, the officer observed an open door on a nearby apartment. He carefully approached the apartment, and, hia looking inside, observed a couple seem- ingly frozen with fear. The officer yelled “Where's he at?” and the male pointed off to his left. Include any injuries, suspecthicim information, court case numbers, and any fire or other reports associated with the incident. ‘Ma'am, due to the fact that this award recommendation stems from en Officer involved shooting I respectfully request that the 90 day nomination requirement be waived. 1 intentionally waited until Thad a chance to review the findings of the Firearms Review Boerd so that their assessment of Officer Sebastiano's actions would not conflict with my award recommendation, On June 14, 2012, | received the findings of the Firearms Review Board which indicated that Officer Sebastiano acted within policy as set forth in Division Directive 3.25, "Action Respose to Resistance/Aggression.” On Thursday, March 03, 2011, at approximately 10:25PM, Officer Anthony Sebastiano was dispatched to a gun run in the area of South High St. and Dering Ave. The run stated three suspects were approaching vehicles in the area of S High St. and Dering Rd. with a handgun demanding money. According to the remarks on the run one of the males had threatened the caller with a derringer. Radio provided the description of the suspects, and the chopper aired he had two individuals matching the description walking southbound on South Hight St. Officer Sebastiano stated as he approached the intersection of South High St. and Benfield Ave. he overheard the chopper provide additional information that two suspects had started running and were now hiding behind a van. Officer Sebastiano stated as he turned eastound onto Benfield Ave. he observed one of the suspects (who was later identified by his CPD mugshot as Dewayne Terrance Smith ) running eastbound through the houses, Officer Sebastiano stated as he exited his eruiser he immediately drew his service weapon and began chasing fter Mr. Smith on foot. Officer Sebastiano stated he pursued the suspect on foot for approximately 3 to 5 minutes between several houses and dark alleys. Officer Sebastiano stated the foot chase ended at the two story apartment building located at 53 Dering Ave. Officer Sebastiano stated when he first arrived at the apartments the suspect was approximately 20- 30 feet ahead of him. Officer Sebastiano stated as he reached the southeast comer of the building he paused for a second and peeked around the building to make sure Mr. Smith was not waiting to ambush him. [Bl_NARRATION CONTINUED ON OTHER SIDE. Continued Narration: ‘Officer Sebastiano stated as he looked around te comer of the building he could no longer see Mr. Smith running on foot. Officer Sebastiano stated he momentarily lost visual sight of Mr. Smith while he was tactically clearing the corner of the building, but he knew Mr. Smith had not run that far ahead of him. Officer Sebastiano stated he observed light coming from inside the open doorway to Apartment D; which ‘was about 10 feet from where he was standing. Officer Sebastiano stated as he approached the doorway he kept his body close to the east wall of the apartment for cover. Officer Sevastiano stated as he arrived at the front of the doorway he did a quick peek inside the residence and observed a mals waite and a female white standing inside the apartment. Officer Sebastiano stated the couple upou seeing him did not rove and appeared to be frozen with fear; so he yelled out to them "Where's he at!!" Officer Sebastiano siated neither one of them said a word: however, the male raised his arm and pointed to his lett. Cfficer Sebestiano stated as he entered the doorway lie observed Mr, Smith standing less than 5-8 fect eway from him hoiding a semi automatic pistol down by bis side, Officer Sebastiano stated as soon as ke tamed and pointed his firearm at Mr. Smith the shooting occurred, Officer Sebastiano stated he did not even have erough time to order Mr. Smith to drop his gun before Mr. Smith instinctively raised his gun and fired dixectiy at him. Officer Sebastiano stated as soon as Mr. Saith fired his weapon he felt an intense pressure on the left side of his, utility belt. Officer Sebastiane states although he believed he had been shot he returned fire (which struck Mr. Smith one time in his left side} and took un 2 position of cover at the northeast comer of the building. Officer Sebastiano stated he did not want to jv«' up his position of containment so he held his position until additional responding units were able to aris ¢ vn scene and take Mr. Smtih into custody. Upon further inspection of Officer Sebastiano's utility belt equipment it was discovered that the suspect's bullet had penetrated through the holster and had lodged into his Taser. ‘When the residents of the apartment were interviewed by detectives they stated Mr. Smith had attempted to rob them. The residents stated as soon as Mr. Smith entered the gpartment he pointed his gua at them and demanded their money. Mr. Dewayne Smith was subsequently charged with Aggravated Attempted Murder, Felonious Assault, RSP, and Ageravated Robbery (Case #2011-04). Mr. Smith was convicted of the charges and is now serving a 1S year sentence. Ibelieve the actions of Officer Sebastiano speak for themselves. Officer Sebastiano was engaged in a lethal ‘encounter with an armed suspect who was not only attempting to rob innocent civilians, but he was also willing to take the life of a Police Officer. Oficer Sebastiano’s extrodinary heroic actions and decision making during this incident reflects highly upon the Division of Police. When faced with a potential hostage and life or death situation, Officer Sebastiano rose to the occasion; and although we can contribute a portion of his success to the training he has received, the courage he demonstrated and the exemplary manner in ‘which he performed his duties before and after being shot is a direct reflection of Officer Sebastiano's personal commitment and bravery. It is for the reasons listed above that I nominate Officer Sebastiano to receive The Medal of Valor and Ribbon in accordance with Directive 3.16, 1,4, which states, "The commendation awarded to any active police officer or reserve officer for an act of personal bravery performed above and beyond the call of duty, which involved an incontestable risk of life, and which failure to perform the act would not reflect negatively on the officer.
