“AN EXCUTIVE ORDER IMPLEMENTING THE EVACUATION CENTER PREENTIVE
AND FORCE EVACUATION GUIDE AND SYSTEM EVALUATION OF THE
BARANGAY NOVALICHES PROPER, DISTRICT V, QUEZON CITY METRO MANILA”
WHEREAS, Section 5 of Article II of the 1987 Constitution that: “The maintenance of peace and
order, the protection of life, liberty and property, and the promotion of general welfare are
essentials for the enjoyment by the people the blessings of democracy”;
WHEREAS, Section 16 of RA No. 7160 otherwise known as the Local Government Code of 1991
provides for the General Welfare clause, to wit:” … Within their respective jurisdiction, local
government unit shall… promote health and safety,… maintain peace and order, and preserve the
comfort and convenience of the inhabitants”;
WHEREAS, Republic Act. No. 10121, otherwise known as the “Philippine Disaster Risk
Reduction and management Act of 2010” provide for the organization of Local Disaster Risk
Reduction and Management Councils, thereby replacing the existing Barangay Coordinating
Councils;
WHEREAS, the Dona Rosario Elementary School and Dona Rosario High School located on this
Barangay will provide School Coordinator to coordinate with the member of the BDRRRMC in
case a need of Evacuation Center in their area of responsibility;
WHEREAS, the Designated Evacuation Center of this Barangay are, Dona Rosario Elementary
and High School, Dona Rosario Covered Court, Dona Isaura Covered Court, Alfred Vargas Hall
and 3rd Floor , Barangay hall;
WHEREAS, the Barangay Hall with all the basic necessities needed by the evacuees will serve as
Evacuation Center as the need arises;
WHEREAS, the Evacuation Guide be posted in all the Public School in the form of a tarpaulin or
other printed ,materials that could withstand the calamities cited that the Barangay are vulnerable;
WHEREAS, Barangay Resolution No. 157 series of 2019, titled “COUNCIL RESOLUTION
REORGANIZING THE BARANGAY DISASTER RISK REDUCTION MANAGEMENT
COUNCIL (BDRRMC) OF BARANGAY NOVALICHES PROPER DISTRICT V,QUEZON
CITY THAT WILL RESPOND TO ANY KIND OF DISASTER EITHER MANMADE OR
NATURAL DISASTER AND TO FACILITATE THE IMPLEMENTATION OF THE
BARANGAY DISASTER RISK REDUCTION MANAGEMENT PLAN” cited the teams for the
Prevention and Mitigation Committee, Disaster Preparedness Committee and Emergency Response
Committee and cited herof;

SECTION 1. FUNCTIONS
The sectoral team should have a close coordination in time of calamities, disaster and need arise.
SECTION 2. RECONSTITUTION / REORGANIZATION
Evacuation center, Evacuation Guide System of barangay Novaliches Proper is hereby reconstituted /
reorganized and shall be known as the ‘ EVACUATION CENTER, EVACUATION GUIDE AND
SYSTEM EVALUATION.”
SECTION 3. EFFECTIVELY
This Executive Order shall take effect upon date of issue.

District V, Quezon City by virtue vested in me by law, do hereby order.

COUNCIL RESOLUTION ADOPTING AND RECOMMENDING THE ADOPTATION OF THE
STANDARD OPERATING PROCEDURE (SOPs) INPLACE FOR SPECIFIC HAZARD IN THE
AREA
WHEREAS, Section 2 (1) of Republic Act (RA) No. 10121, otherwise known as the “Philippine Disaster
Risk Reduction and management Act of 2010”, provides that it shall be the policy of the State to recognize
and strengthen the capacities of local government units (LGUs) and communities in mitigating and preparing
for, responding to, and recovering from the impact of disaster;
WHEREAS, Section 9. (h) of RA No. 10121 Establish standard operating procedures on the communication
system among provincial, city, municipal, and barangay disaster risk reduction and management councils,
for purposes of warning and alerting them and for gathering information on disaster areas before, during and
after disasters, Section 12. Local Disaster Risk Reduction and Management Office (LDRRMO). – (a) There

shall be established an LDRRMO in every province, city and municipality, and a Barangay Disaster Risk
Reduction and Management Committee (BDRRMC) in every barangay which shall be responsible for
setting the direction, development, implementation and coordination of disaster risk management programs
within their territorial jurisdiction and (b) The LDRRMO shall be under the office of the governor, city or
municipal mayor, and the punong barangay in case of the BDRRMC. The LDRRMOs shall be initially
organized and composed of a DRRMO to be assisted by three (3) staff responsible for: (1) administration
and training; (2) research and planning; and (3) operations and warning. The LDRRMOs and the BDRRMCs
shall organize, train and directly supervise the local emergency response teams and the ACDVs;
WHEREAS, in order to systemize the process, the formalization of a Standard Operating Procedure (SOP)
is essential in determining the functions of key government agencies and offices involved in proper approach
in every hazard, this SOP will be useful in having uniformity or common drive towards success and
outstanding performance that will assists the BDRRMC in maintaining quality control and quality assurance
processes.
WHEREAS, the Standard Operation Procedure puts forward the following objective;
a. Develop a set of standards and processes that promote efficacies in handling disaster in preparation
for, in the event of, and after the effects of a disaster;
b. Provide clear guidelines on the management, deployment, and operationalization of hazard respond
at the strategic and operational level;
c. Serve as basis for joints disaster operation, making full use of established coordination mechanism
and applying theories and concepts developed by the BDRRMC relative to disaster management;
and
d. Harmonize the efforts of the BDRRMC member agencies when it comes to disaster response, taking
on a whole-of-nation approach towards emergency logistics and strengthening partnership between
the government, private sector, and International humanitarian organization;
NOW, THEREFORE, the Council RESOLVED, as it hereby RESOLVED, to:
1. Adopt the Standard Operation Procedure (SOPs) inplace for specific hazard; and
2. Adopt a disaster risk reduction and management approach that is holistic, comprehensive, integrated,
and proactive in listening the socioeconomic and environmental impacts of disaster including
climate change, and promote the involvement and participation of all sectors and all stakeholders
concerned, at all levels, especially the local community.
