II. HISTORY
Long Before its creation as an independent Barangay, Novaliches Proper was considered as the
center of commerce and industry and was part of the former town of “Bayan ng Novaliches”.
On what is known as Novaliches, historically known as Tala, was the sit of the first civil
government under the Spanish Colonizer and the first Gobernadorcillo was then MANUEL PAVIA LA
MARQUEZ DE NOVALIHCES. He administered the town for a long time starting from the year 1750.
Novaliches was so popular and influential that the town eventually become known as “Bayan ng
Novaliches”, later-on the words “Bayan ng” were dropped leaving only Novaliches.
The old Novaliches town originally had twelve (12) barrios and was increased to fifteen (15)
including their sitios, as follows: Sta Monica, San Bartolome, Bagumbong, Gulod, Kaybiga, Llano, San
Agustin, Bagbag, Soledad, Kay Kristina, Kaligayahan, Poblacion, Pasong Putik, Binugsok, and Mataas
na Lupa or Hacienda Jacinto.
Philippine-Spanish War – Little is known of the fact that Novaliches, a former town previously
divided between Quezon City and Caloocan City, also played an important role in the campaign for
Philippine Independence from Spain, America and Japan, On November 1986, a fierce battle took place
between groups of Katipuneros and Spanish soldiers. In that battle, the Novaliches Headquarters of the
Spanish troops was seized, burned down and destroyed by raiding katipuneros.In this battle, GENERAL
LUIS MALINISwas killed and the General Luis St. was named after him.
During the attack, women, children, and the elders fled to the mountains. The Spanish officials
who survived the attack, ordered their men to go to the different barrios and mountains and shot all the
people they found, young, and old, men and women, those found in the streets were ordered to stay at
home while those still in the evacuation places were ordered to go back to the town.
For almost a year peace reigned in the town, In the year 1898, however, when then Spaniards left
Novaliches, burning the church, the convent, and all the houses in the town before they departed.
ANDRES BONIFACIO, the founder of the Katipunan had organized the Revolutionary
movement. In fact, he made the Tulyahan River, traversing Quirino Highway between the boundaries of
Barangay Gulod and Barangay Novaliches Proper as his sanctuary.
During this time, the highest Filipino official was BALBINO DELA CRUZ, during the
conflagration, all the people left the town, including KAPITAN BALBINO, and returned four months
later when the Spaniards had finally surrendered and peace was restored.
The short-live Philippine Republic was proclaimed and the people of Novaliches organized a
government electing the President, TOMAS SUSANO, the most learned man of that time.
The Katipuneros of Novaliches were in the frontlines, while in town there was peace under the
administration of TOMAS SUSANO.
Philippines-American War – On February 4, 1899, was the start of the Philippine American
War. GENERAL EMILIO AGUINALDO ordered GENERAL ANTONIO LUNA to establish defensive

positions at Caloocan, along tulyahan river at Novaliches and Hacienda Malinta. This was done in
defense to attacking American Forces under General Otis and Arthur McArthur, with the mission of
annihilating Filipino forces at nearby Malolos, Bulacan, the sit of GENERAL E.
AGUINALDO’SRevolutionary Government. The Filipino Forces was led by LUCIANO DELA CRUZ
or GENERAL SUNIO, both were under the command of ANDRES BONIFACIO. On April 22, 1899,
Gen. Lawton with 4,000 men successfully defeated Filipino forces at Novaliches, San Jose Del Monte
and Angat. Novaliches economic development before the war has slowed-down, because this place
become the battle field for this war. Though Novaliches was Destroyed, Its has contributed much to the
attainment of Philippine Independence, freedom from Spain and America. It is also in this era when the
Quirino Highway was constructed in 1922. The stones and gravel used came from the Tulyahan River
and the daily wage of workers then was Php. 0.50 centavos per day.
During the American Occupation therefore Novaliches become a part of Caloocan, Rizal, until it
was incorporated with Quezon City in 1949, Hence, the history of Novaliches cannot be disassociated
from that of Quezon City of which it is now a part.
Philippine-Japanese War – During the Japanese War in 1942, advancing Japanese Forces
coming from san Jose Del Monte, passing through Tala and along Quirino Highway, met no resistance
because almost all male residents left their houses, to hide in the mountain, evading the brutality of the
Imperial Army. The Headquarters of the Japanese Imperial Army was then located at Barrio Gulod, just
after the Tulyahan Bridge, while their advance post was located at Quirino Highway near the corner of
Gen. Luis St. and Susano Road, where nowerected is the Novaliches SB PLAZA. The Japanese Forces
organized residents of the Poblacion into brotherhood associations to serve as link between the Japanese
forces and the residents and to make coordination and control much easier, this place was branded as the
“Little Tokyo”.
Quezon City was born as a result of the social amelioration program of the late President
MANUEL L. QUEZON, who dreamed of providing decent homes on inexpensive lots for the landless
and the working classes of Manila. A city for both rich and poor, was then conceived, a city which
politically shall be the show-place of the nation, a place that thousands of people will come to visit as an
epitome of culture and the spirit of the country, socially a dignified concentration of human life,
aspirations, endeavors and achievements, and economically as a productive and self – contained
community.
Commonwealth President MANUEL L. QUEZON created Quezon City on October of 1939. Part
of the infant city was carved out of Caloocan. In 1949 Congress amended the Quezon City Charter and
the city boundary was moved further to the east and north chopping of the former Novaliches town
almost right through the middle, giving the barrios back to Caloocan which formerly belongs to them. As
decreed under Republic Act. 333, approved by then President ELPIDIO QUIRINO, the barrio of
Novaliches become part of Quezon City, the Capital City and seat of the National Government for 27
years until later-on, on June 24 1976, then Former President FERDINAND E. MARCOS, issued
Presidential Decree 940 conferring back the role as nation’s capital to the City of Manila.
As part of history, is the claim for a separate city though the movement called the Novaliches
Cityhood Movement, but failed though a referendum conducted on February 23, 1998, wherein Quezon
City residents voted NO.
III. CREATION
Barangay Novaliches Proper – On July 25, 1975, Barangay Novaliches Proper, was created
through Presidential Decree 86 and 210, implemented pursuant to Executive Order No. 26 by then
Quezon City Mayor NORBERTO S. AMORANTO.

VIII. PHYSICAL DEVELOPMENT
Novaliches Proper has shifted from purely agricultural area to a commercial and semi-
industrialized one. From a typical rural to an urban area. What were once vast agricultural land, orchards
or pasture lands have been converted into commercial or industrial sites, land development or
subdivisions.
The shift from agricultural to commercial and manufacturing production has led to the
identification of development with industrialization. The shift from agricultural employment to
manufacturing, has led to the urbanization and has benefited more and more families from the fruit of this
changes thus giving more jobs or employment to residents in the area. The Strategic location of the
former Barrio Poblacion, now Barangay Novaliches Proper in relation to commercial or business
oppurtunities has given advantage not only to residents but also to residents of neighboring Barangay that
sell their wares or do commerce in this Barangay.
IX. SOCIAL ECONOMIC PROFILE
Novaliches under its social-economic structure, in the pattern of commercial and industrial out-
put, from products of the light industries to the yield of heavy industries and infrastructures which was
more economically needed that puts capital outlays for project. Mainly includes public works, road
bridges, highways, hospital, that adds-up to the development of an urbanized Novaliches. Public utilities
such as electricity, water works and telephone services which were also considered investment
expenditures, bringing about the total transformation of the former Barrio Poblacion now Barangay
Novaliches Proper.
The conversions of an urbanized Novaliches on source are non-agriculture. The level of family
income is still important determined by the working labor force, in order to achieve this goal of “Bayan

X. STRUCTURES AND COMMUNITY FAMILIES
The realization and development of an urbanized Novaliches through the help of early settlers and
migrants plays a vital role toward an emerging productive, industrious and self-reliant “Bayan ng
Novaliches”.
The early settlers through their vision under their knowledge and skills created “Bayan ng
Novaliches” as the center of trade and commerce. With the strategic location in the guise of social and
economic fundamentals of entrepreneurship as prominently known since time immemorial took part in
building a strong and stabilized “Bayan ng Novaliches”,
These Families that dedicated their lives, skills knowledge and capital thus contributed to what is
now Barangay Novaliches Proper, The Susano’s as they own vast lands, used their capital and resources
in making possible the structural changes through the creation of markets, movie houses, food chains.
The other families were the Ramirez, Francisco, De Jesus, Daez, Roque, Buenaventura, Maximo,
Mendoza, Cruz, Medalla, Garcia, Domingo, Ramos, Serrano, Sianghio, Bonifacio, Vizaya, Mayuyu,
Samonte, Miranda, Tan, Drueco, Reyes, Roxas, Angeles, Tanqueco, Maniquis, among others has likewise
contributed to the structural and economic changes of this Barangay;

F. HISTORICAL HAZARD EVENTS - FLOOD
Barangay Novaliches Proper, being the center of commerce and businesses in the area and also the center
of transportation in the northern part of Metro Manila, due to the tremendous influx of passengers coming from the
nearby Cities of Caloocan, Valenzuela and other northern cities of Metro Manila and the nearby province of
Bulacan.
This situation has given the Barangay an added strength as to the collection of revenues and taxes, brought
about by the establishments of more business opportunities.
Our Barangay, a very crowded area aggravated by the presence of depressed residential areas in the
Barangay, has made most part of our Barangay, a fire Prone area.
For 2014 alone, we experienced three (3) fire incidents that gutted 36 houses involving 47 families
homeless at a depressed area at Ramirez Subd., on Feb. 26, 2014. On Sept. 8, 2014 at a commercial area at Susano
Rd. and on Oct. 5, at a depressed area at Austria St., leaving 16 families homeless.
The Fire Problem has a tremendous impact in the lives of residents and even to businesses in the area. This
problem must be addressed by government with the help of other stakeholders, business sector and volunteers.
There is a need of a comprehensive plan to be prepared and implemented to address the fire problem. Through the
support of the National government, the City government, the Private sector and the resources of the Barangay plus
the proper motivation of residents to get involved, we shall be able to attain our objective of being prepared in a
case of calamaity or disaster.
The only obstacle that will prevent us for the effective implementation of the plan is the limitation of
budget, for our Barangay is known to be one among the smallest Barangay in District V, of Quezon City. However,
We shall try our very best to be more prepared because we believe in the saying “that prevention is better than
cure. “

A. Concept of Operation: There are four (4) Phases to be followed namely: Phase I – Preparation Phase or
the Pre-disaster Phase; Phase II – Implementing Phase or the Disaster Phase; Phase III – Recovery Phase
and Phase IV – Assessment and Evaluation Phase.
PHASE I – Preparation Phase (Pre-disaster)
In this phase, it is designed to develop a strong emergency response capability and to organize all levels of
administration to assure full utilization of all resources by completing the following:
A. Conducting training and education programs, including fire drills to assure a continuing capability to
accomplish the fire disaster response objectives;
B. Preparing and conducting public information programs on fire situation to educate the residents on Fire
prevention and protection measures to be taken during a fire situation;
C. Developing a procedure for alerting, notifying, and mobilizing key officials and emergency response
personnel in the event of a fire disaster.
D. Establishing mutual support agreements, as necessary with other local adjacent LGUs and other agencies
of government;
E. Establishing the necessary emergency powers, to include a line of succession, in order to maintain a
continuity of administration during and after the time of the fire incident.
Phase II – Implementing Phase (Disaster Phase):
During this phase, the operational activities of Barangay Novaliches Proper will be accelerated to increase
the state of preparedness of residents to meet and cope with the fire incident.
Immediately the sounding of the fire alarm automatically triggers the implementation of this Fire Disaster
Action Plan;
The necessary emergency operations will be initiated and conducted, such as:
1. Fast and Immediate response of all available Fire Trucks in the area.
2. Opening of all nearby fire hydrants.
3. All BPSOs with the support of the Police to cordon and secure the area., immediately act as crowd
control
4. Evacuation of affected residents to pre-determined evacuation centers.
5. Provide food and other basic necessities to evacuees.
6. Conduct Search and rescue operation if necessary
7. Conduct Retrieval operation when necessary
PHASE III -Recovery Phase:
During this phase, the Barangay Fire Brigade shall coordinate with the Fire and Police Departments, the
SSDD and other agencies of government as needed and will undertake operations necessary to administer
to the sick and injured, restore law and order, stop on-going loss, and provide evacuees with food and
other basic needs.
PHASE IV -Assessment and Evaluation Phase:
The Barangay Fire Brigade shall designate among its members a committee to conduct assessment
and evaluation, submit report with the necessary recommendations.
B. TASKING:
1. Barangay Radio control to immediately sound the alarm and to contact thru radio all operating units.
2. All operating units, the Novaliches Fire Dept., Barangay Fire Brigade and other adjacent operating units
to immediately respond to the fire incident area.

3. Contact MAYNILAD for immediate clearance to open all available fire hydrants in the area.
4. BPSOs and Police to cordon and secure the area.
5. Barangay Disaster Risk Reduction Management Council (BDRRMC) to conduct evacuation if necessary
6. BDRRMC to provide the needs of the evacuees.
C. COORDINATING INSTRUCTIONS:
1. Overall emergency operations will be directed From the (BDRRMC). The emergency field operations
will be directed from an established command post.

2. The (BDRRMC) has the overall responsibility for the policy decisions affecting the pre-disaster
activities, disaster operations, and recovery operations., as well as the coordination of emergency support
provided by other agencies of government and NGO’s and Pos.
3. The (BDRRMC) shall provide information concerning the impact or assessment of the fire incident,
including assessing detailed reports from other groups responding to the disaster operations.
4. The (BDRRMC) shall receive requests for emergency services, including the dispatching of emergency
services, as requested and as available;
5. The (BDRRMC) shall establish and maintain radio communications with the fire, police, SSDD and
other agencies of government.
6. The (BDRRMC) is the coordinating agency between emergency services and other expert services that
may be necessary during the pre-disaster, disaster, and post-disaster phase.
7. The (BDRRMC) is responsible for the maintenance of law and order, maintaining traffic control on
evacuation routes, coordinating all law enforcement resources made available.
8. The (BDRRMC) is responsible in establishing a system for issuing security passes to authorized
personnel in the disaster affected areas.
9. The (BDRRMC) shall be responsible in ordering evacuations, as needed, including the coordination for
search and rescue missions;
10.The (BDRRMC) in coordination with the Health Department and the Philippine Red Cross and hospitals
and other agencies of government, shall provide for treatment of minor injuries including the emergency
treatment of the sick and injured; and the care of mass causality victims.
11.The (BDRRMC) shall coordinate for the removal of debris and obstructions from transportation routes;
12.The (BDRRMC) shall coordinate for the repair and restoring of utilities -- including electrical and
potable water.
13.The (BDRRMC) shall provide a qualified staff to conduct damage assessments and reporting.
14.Telecommunications such radios, telephones cell phones are needed to maintain contacts.
15.Coordination with the Principal of the two (2) high rise school Buildings of the Dona Rosario Elementary
School and the Dona Rosario High school shall be immediately conducted.
16.In coordination with the SSDD, and other agencies of government, the (BDRRMC) will provide food
and other basic necessities for the evacuees.
17.In coordination with other agencies before, during , and after an emergency or disaster to assure the most
efficient operation of personnel and material resources;
18.Reporting are required periodically when a disaster has occurred to provide the (BDRRMC) with
information to use in determining the appropriate response to the disaster. Initial reports will be submitted
as quickly as possible to the (BDRRMC). Reports will include the following:
19.After Action Report will be submitted to the (BDRRMC) as soon as possible after the termination of the
Disaster Phase. The report will be a narrative summary summarizing:

b)Deficiencies observed; and
c) Recommended actions that should be taken to improve effectiveness.
LOGISTICS:
a. Provide operating units with requested resources for sustained operations;

f. In coordination with the SSDD, the Barangay will provide food and other basic necessities for the
evacuees.
COMMAND AND CONTROL:
All operations shall be under the direct control of the (BDRRMC) and all personnel are enjoined to
follow strictly the chain of command.
