Bukal Elementary School realized the difficulty in embracing this new normal
system of education and commit not to give up to this situation. Different
avenue must be tried, alternative learning strategies must be adopted, and
enriched available resources to augment learning in this pandemic situation must be

Bukal Elementary School is located in mountainous area of Brgy. Bukal,
Tagkawayan Quezon. It is located 10 Kilometers away from the town proper. One of
the small schools in Tagkawayan District II with 7 classrooms, 1 of them is makeshift
and 1 Non-Instructional Room with a total population of 121 pupils, with 70 males
and 51 female learners. It has a total of 8 teaching personnel, 3 male teaching
personnel and 5 female teaching personnel spearheaded by Edgardo C. Serrano,
Head Teacher III.
Realizing and giving importance to each pupils worth, the school guarantees our
learners that no one will be left behind especially in their studies. This push Bukal
elementary school to plan efficient and effective strategies and projects to ensure
that students learning progresses amidst the challenges. The school never stops

Bukal Elementary School has been doing the PHIL-IRI to uphold the goal of the
Department of Education. Teachers have been utilizing teaching strategies to
improve reading comprehension skills and academic performance in general.
In connection to this, based on the results of PHIL-IRI for three consecutive school
years, the number or percentage of pupils who are non-readers has increased from
25% to 28.7%. This situation will later lead to a problem which will affect the reading
comprehension of the pupils, numeracy and achievement rate of the school. Thus,
the CI team come up in launching project REAL which stands for Reading
Engagement Among Learners that focuses on the 28.7 % or 25 non-readers out of
87 pupils with the aims to to increase the literacy level and eliminate non-readers in
all grade level
Armored with the CI Plan, the team begun it’s journey in accomplishing the mission
by listening to the voices of the customer (the teachers, parents, pupils and other
stakeholders)
The question asks : Paano mo gustong makatulong ang paaralan para
mapaunlad ang iyong kakayahan sa pagbabasa? … Bukod sa mga kagamitan
sa pagbasa, ano pa ang gusto ninyong hilingin para mapaunlad ang iyong
kakayahan sa pagbabasa? … Bukod sa mga paraan ng pagtuturo na ginagamit
o ginagawa ng mga guro, ano pa ang pwede mong imungkahi para mapaunlad
pa ng mga guro ang kakayahan nila sa pagtuturo?
From the responses gathered to identified respondents, we have identified top
common answers and all connected with the pupils’ concern regarding reading
ability.
And from this, we were able to identify the real problem that non-readers and low
comprehension can be rooted with three different factors. That a comfortable reading
corner at their home with different reading materials and a knowledgeable teacher
equipped with innovative and effective reading strategies in the new normal are the
highest needs of the respondents to resolved their reading abilities.
From our OLD SIPOC, we came up with our IMPROVED SIPOC. Based on the
improved flow chart we made, we encountered several issues and found out the root
causes of this problems.
From that, we created our Improvement Plan :
1. Provide a Conducive Reading corner at home with instructional learning
materials and reading materials.
2. Conduct home visitation and utilize the reading corner at home for remedial
reading session to pupils that has difficulty in reading.
3. Conduct SLAC Session and attend online webinars/trainings that will focus on
Reading Instructions.
4. Conduct a symposium with selected number of participants following health
protocols on responsible parenthood focusing on parental support and
guidance.
5. Provide incentive for pupils for their special achievement in remedial class
And Based on the comparative result of the project presented, among the 25
students who are non-readers, 20 or 80% of them showed improvement on their
reading ability. The project achieved its zero number of non-readers, However, 5 or
20% of them still remained under frustration level. This means that the
implementation of Project REAL is a great help among pupils who has difficulty in
reading ability. The solutions made greatly affects the result of the program.

The success of the project highly depends on the willingness of the CI Team,
students and parents involved to achieve the desired objectives.
Students learning do not always depend on the face-to-face interaction. Teachers
just need to innovate and go extra mile to achieve the learning goals we have set for
the students. Learning delivery may not as efficient as the traditional face to face but
still we can deliver quality education to learners through continuous improvement.
