On the face of the said show cause notice, I would like to strongly regist2r my protest which compelled me to reply to the said show cause notice within a shortest timeframe of 3 days instead of regular 14 days’ period by law. Additionally, under the prevailing circumstances my reply to the said show cause notice is bound to be affected by the said shortest timeframe. The said show cause notice dated Wednesday, 03 August 2022 issued to me is delivered 1. As per result analysis of MSBTE examination summer 2022, my subject result is less than 60%. J. Management has asked to take strict action against me. 1 would like to state that my laboratory related with my subjects is an integral part & parcel of the “Institute”. The said “Institute” is bound to provide to me on the same day inter-alia alleging charges namely, | appropriate attentions to the recommendations, suggestions & complaiits of ( (\ in reference number 9. ) my department for the betterment purposes however, the same is not well FAG “maintained at the Institute’s end. I have included requirements of subject labs3. I say that that you have recently taken the additional charge as I/¢ Principal and hence likely that the past is not well versed by you 4, As mentioned in the reference 3, | have attached my subject result analysis for the last three years. It can be concluded that it is in in the line with previous years result without any abrupt change. The result is almost consistent 5. The academic session started on 15" February 2022 but college management have not started its bus service for students and staff. The reasons for sudden Withdrawal of bus facility is unknown to me. This has adversely affected the attendance of students in . Even I have faced lot of problems due to unavailability of bus facility and my regularity in college was hampered to some extent. The strike of MSRTC was another contributor to the low attendance of students which was ultimately reflected in their result. 6. |, state that, hostel facility was withdrawn by college management for the reasons unknown to me. This is another factor contributing to the low attendance of the students which ultimately translated in low result percentage. 1, state that previous MSBTE Exam i.e. Summer-2020, Winter 2020, Summer- 2021, Winter 2021 were conducted in online mode due to COVID situation whereas Summer 2022 Examination was conducted in offline mode after a long time. Students have lost writing practice over this period as well as this examination was of descriptive nature as compared to MCQ. The students have lost practice of writing and same was published in various media reports. Students need time to adopt sudden change of online to offline mode. This factor must be taken into account. The difficulty level of descriptive and MCQ is altogether different. The result analysis sheet of 90% teaching staff shows that their subject result is below 60% mark set by you. This clearly indicates that this a state-wide phenomenon and not limited to me, I would like to attract your attention to recent article published in Newspaper attached with this reply. 8. |, state that non availability of Xerox facility and restriction put on use of paper stationery by you has put limitations for circulations of study material. 9. I want to draw your attention to the fact that the library facility shifted to 4" floor of KGIET library has put restrictions on the usage, Due to. non-availability of electric lift and sufficient library staff the library facility is hardly availed by staff as well as students. I haven't visited library since long due to my heart condition, 10.1 further state that, MSBTE syllabus is revised after regular interval. When. | Joined Vikramshila Polytechnic, Darapur, E scheme of syllabus was in place. Later on the syllabus was restructured according G-scheme. At present, I- scheme is implemented. I would like to make suitable changes in the laboratory which were pending due to non-release of funds since long to make laboratory most relevant with the present scheme. Further, the lab attendant and lab assistant needs to recruited in sufficient numbers. 11.1 state that I am the only earing member of family. Due to non-receipt of salary as per scale, salary decrement, pending EPF dues, I have registered my protest through three GRC letters and legal notice served to you from time to time. I am demoralised as I haven't received any reply from you up till now on the serious issue directly affecting the quality of education. The result cannot be isolated form it which just an outcome. 12.1 state that the criteria adopted for issuing show cause notice for low result percentage is itself questionable. Let me explain this with an example, suppose in department ‘A’ only two students are appearing for examination which is possible due to low enrolment in polytechnic in the recent years. If, one gets pass and other gets failed, then result percentage will be 50%. There will not be any 60% criteria applicable in this case. The another lacuna of this criteria is that students are paying more attention to backlog subjects to meet ATKT criteria as compared to regular subjects due to fear of losing academic year. Whereas, result analysis is carried out only for regular subjects without taking into account backlog subjects for which student is appearing fet the examination, 13. Our institute is situated in Rural Area and therefore students admitted to our polytechnic are mostly form rural area with weak economic and financial background.
