DIRECTORATE: Works & Assets

SECTION: Parks

POLICY: Street Tree Policy

RESPONSIBLE OFFICER: Manager, Parks & Recreation

DATE ADOPTED BY COUNCIL: 16 March 2010

POLICY OBJECTIVE

Trees in parks are valued by our community for the provision of shade, their impact on
landscape character, and for the ‘greening’ of the municipality. An appropriate and
transparent policy process will assist in retaining community support for street tree
management procedures and practice.

BACKGROUND

The Street Tree Policy was approved by Council for public exhibition in August 2009.

POLICY AND PRINCIPLES

Selection and Planting:

• Selection of species for street tree planting will be based upon consideration of functional
criteria, existing adjacent plantings, precinct or special tree population plan(s) and the
Street Tree Asset Management Plan requirements.

• Street tree supply, planting and establishment maintenance will be carried out in
accordance with the Street Tree Supply, Planting and Establishment Maintenance
Specification.

• An annual street tree planting program will be undertaken in accordance with the Street
Tree Asset Management Plan to achieve planting in 90% of available planting locations
and an equitable distribution across the city.

Removal

• Street trees will only be removed in accordance with the Street Tree Asset Management
Plan, if the tree is dead or dying or hazardous, or if the tree is likely to be seriously
damaged or likely to become hazardous as a result of other approved infrastructure
works.

Maintenance

• All street trees will be inspected and maintenance requirements determined on a

maximum of a two year cycle. Additional monitoring and maintenance cycles dependent
upon tree condition data will be carried out.

• Street tree data will be stored and managed in the Council’s Asset Management System.

1
• Street tree maintenance will be carried out in accordance with the requirements of the
Street Tree Maintenance Specification and AS 4373 and successor documents.

Protection

• A street tree protection plan is required for all works requiring a planning or building
permit and all demolition works. A bond of $2000 will be required for each street tree
potentially affected by the works.
