DESCRIPTION OF THE METHODOLOGY AND WORKPLAN FOR

PERFORMING THE ASSIGNMENT

Project Background
The proposal has been prepared in response to request for Proposals for
‘Consultancy Services for structural, architectural, mechanical and
electrical layout drawings, detailed drawings and pertinent Bills of
Quantities for livestock production and residential structures.

Project Objective
The objective of the project is to have a complex with interrelated functional
units to promote a conducive, productive , social, and economic environment.

Objectives of the Consultancy Services


The main conclusive objectives of the Consultancy Services are;
 To develop a scheme with all the desired functional units in one
complex
 To develop final engineering drawings.

The following are expected of the project:

 To obtain a unique design with all functional units well interrelated.


 To prepare relevant project documents for tendering and
supervision.
Methodology

STAGE 1: DESIGN STAGE

STEP 1: Visit the sitesto Appreciate the Location and Nature of the Site and its
Environs.
1. The consultant will visit the sites and consult with relevant stakeholders
like farm authorities and local govenments to identify current needs of
the clients.
2. Site visit to reconcile existing conditions; verify any obstruction at or
above ground (overhead cables); evaluate adequacy and reliability of
existing service facilities i.e. electricity, water, telephone, drainage,
refuse/waste disposal and flood history in relation to proposed facility.
Evaluate existing access routes for vehicles and pedestrians to provide
efficient circulation system which blends with a well defined landscaped
environment. This provides a smooth and quiet internal traffic system
which links the proposed facility to the rest of the university.

STEP 2: Carry out Detailed Site Investigation Including Geotechnical Studies at the
Site.

Topography and Site Boundary Survey


Topographic surveys shall be conducted on the selected project site with
sufficient detail to provide a sound basis for planning and engineering works.
This will include survey of the site boundaries and any structure on or above the
ground level (e.g overhead cables)

Environmental Conditions
Preliminary environmental surveys shall be conducted for socio-economic
conditions to identify elements that may affect the project. As much as possible
any tree that can be protected during site clearance shall be preserved.

Traffic Data
The consultant shall make an assessment of access and parking requirements
for users, guests and service delivery vehicles to the farms.

Hydrological (Drainage and Flood) Analysis


Data from the hydrological analysis will help the consultants to design an
optimum drainage system for the site structures and their levels.

Geotechnical Studies.
The Consultant shall carry out a comprehensive desk study of available
published geological and geotechnical information on the proposed project
environments. The studies shall address the issue of seismic risks, presence of
peculiar soils and rock characteristics such as expansive soils etc. This shall be
followed by a reconnaissance survey to study the general layout of the project
sites including the drainage characteristics, the vegetation, topography, basic
geology, details of access etc.

Further to these, the Consultant shall undertake detailed subsoil investigation


including cable percussion drilling and excavation of trial pits. In situ test such
as Standard Penetration Test (STP) shall be performed accompanied by
extracting U100 and disturbed samples and collection of water samples based
on BS 5930 specifications.
In addition the groundwater level shall be considered to enable the estimation of
the appropriate parameters for the design of the foundation.

Laboratory testing based on BS 1377specification shall be undertaken.


Particularly foundation indicator tests such as Atterberg Limit test, specific
gravity and grading test shall be performed in addition to shear strength and
compressibility tests shall be performed on some selected undisturbed samples.

Results from the field tests, soil logs and laboratory tests results will form a
comprehensive foundation design report. This report shall detail the basic soil
types, strength and composition.It shall also give the ultimate and allowable
bearing capacity using an appropriate factor of safety. The report shall also
make recommendation on soil improvement if need be and the foundation width
and depth of placement shall also be computed.

Step 3: Preparation of Relevant Architectural and Engineering Designs;


Project Documents for Tendering and Supervision.
STEP 1: Prepare and Agree with Client Preliminary Cost Plans and Estimates
Generally, the consultant would adopt the approach of designing to cost rather
than costing the design.

At the inception of the project, an idea of the client’s possible budget ceiling
would be sought and design parameters such as materials selection and
effectiveness of floor space usage among others would be seriously considered,
without compromising on the quality of works.

Step 2: Prepare and Agree with Client Detailed Designs and Documentations such as Detailed
Cost Plan, Estimates and Project Plans
The approval of the preliminary design would lead to the detailed designs and
documentation of the project. Attention to detail of this stage would be the
guiding principle so that, any hidden considerations with their cost implications
can be analysed and accommodated within the proposed project budget.
Method of construction would also be agreed upon to ascertain that, the project
is likely to be constructed within the stipulated time and budget. Thus, a
method statement would form a basis for extracting a Master Programme for
the projects

Step 3: Prepare Tender Documents based on the Public Procurement Act


Tender documents shall be prepared in accordance with Public Procurement and
Disposal Act (PPDA) using the accompanying standard tender document for
presentation and possible approval by the client.

The consultant shall engage in tendering process in line with the fair,
transparency and competitive spirit of the PPDA.

Depending on the Projects Scale in terms of cost threshold, a corresponding


method of procurement and periods for launching tenders shall be adhered to.

Step 4: Evaluation of Tenders and Contract Award (If Invited)


 Requirements of the tender from prospective tenderers would be agreed
upon with the client and shall be designed to suit the scope of works in
terms of technical and managerial capacities.
 Due to the importance and strictness the client attaches to timely delivery
of the project, tender securities shall as much as possible be guarantees
instead of bonds to ensure a lesser likelihood of default and uninterrupted
implementation.
 Electronic tendering would be done to make pricing of tenders and
evaluation less tedious and time-saving.
 If invited to participate in evaluation of tenders, a fast-track evaluation
procedure, the experience the consultant has acquired, would be brought
to the advantage of the client.

STAGE 2: POST-CONTRACT
Professionally Manage the Post-Contract Processes of the Proposed Project

Construction Supervision, General


The consultant shall do the following:

1. Station on site, a site/resident engineer who shall inspect, monitor and


supervise the works; test and examine any materials to be
used;workmanship employed in connection with the works to ensure that
construction is carried out in accordance with the plans and specification.

2. Timely inspection and timely correction thereafter of all defects is the key
to successful quality control system. Frequency of field and laboratory
tests would be programmed for the site engineer. Quality control checks
in the form of tables would also be provided for roof structures, slabs,
structural frames, joinery, doors and windows; plaster and painting.

Regular Supervision of the Construction Works


Step 1:Site introduction and organisation; orientation, setting out; day to
day supervision, contract administration, review of contractorsprogramme of
works, commissioning and testing of materials and equipment, preparation of
As-Built drawings among the following:

 Check excavations, footings, reinforcement as being placed at site and


issuing certificates for the proceeding/rectification of the work.

 Review of structural design resulting from variations orders.

 Periodic checks on concrete quality.

 Inspection of expansion joints and the treatment thereof to prevent


mortar/concrete filling them.

 In setting out the structure, the building line would be agreed upon by the
client, consultant and the contractor in relation to a known point (bench
mark).

 Adequate compaction of fill material in layers would be enforced to


prevent the oversite concrete slab from cracking due to settlement; where
necessary and considered in the design a reinforcement mesh would be
introduced.

 The consultants represented on site by the site engineer would keep


accurate records of construction activities for future reference.
 Prompt monthly site meetings;

 Samples of materials shall be inspected and approved before bulk delivery
are accepted on site;
 Specialised works like mechanical installation and electrical installations
shall be carried out by nominated sub-contractors and procuring of such
sub-contractors shall be done in a way that does not disrupt the activities
of the main contractor;
 Monthly valuations shall be done to ensure that cash flow of the
contractor is constant. Also provisions of the contract conditions shall be
administered to the letter, constantly reminding each party to the contract
of his obligations;
 Design changes and variations, shall be promptly done and records kept
to facilitate the compilation of ‘As Built’ drawings after project completion.
 All project data collected and reviewed; variations orders effected and all
other relevant information will be collated and electronically stored for
improvements in subsequent project designs.

Step 2: Monitor, Analyse and Give Necessary Advice for Project Costs Control during the
Construction and Maintenance Period
 In monthly financial reporting, status of project in terms of variations shall
be highlighted to inform all stakeholders.
 Also, items of works outside the contract shall be paid only upon the
provision of a signed variation order by the consultant. Meanwhile
variations shall be approved by the client before instructions issued.
 Materials samples of major items shall be approved by the consultant
before bulk supplies are delivered to site.
 In the event of delays, the cost implications shall be communicated to
both the client and contractor to advise them on measures to take to
prevent such delays.
 Maintain representatives at the site in such a manner that adequate
supervision of construction works is maintained at all times and to ensure
that all works are executed in accordance with the drawings and
specifications.
 In the maintenance period, the project shall be closely monitored and the
contractor informed early enough to make necessary remedies before
defects deteriorate.

Step 3: Perform Other Duties RelatedTo The Assignment That Will Ensure Smooth
Implementation, Completion Within Reasonable Time of High a QualityProduct And Achievement
Of Overall Project Objectives.

 Review and recommend for the approval the Contractor’s works schedule
or revisions thereto and any such plans of programmes which the
Contractor is obliged to furnish for the engineer’s approval.

 Assess the adequacy of all inputs, such as materials and labour provided
by the contractor and his methods of work in relation to the required rate
of progress and, when required, take appropriate action in order to
expedite progress. Keep and regularly update a list of the Contractor’s
equipment (and its condition) to ensure compliance with the Contractor’s
commitments in his bid.
 Examine and make recommendations to the client on all claims from the
Contractor for extension of time, extra compensations, work or expenses
or other similar matters.
 Compute quantities of approved and accepted work and materials and
check, certify and make recommendations to the client on the
Contractor’s monthly and final payment certificate.
 Prepare and maintain inspection of engineering reports and records to
adequately document the progress and performance of works.
 Review and approve all of the Contractor’s working drawings and drawings
for temporary works.
 Arrange and preside at periodic coordination and progress meetings at
site.
 Perform all measurements of completed or partial works where required
for the determination of quantities.
 Inspect the security and safety aspects of construction and temporary
works to ensure that every reasonable measure has been taken to protect
life and property.
 Carry out all the necessary inspection with the client project team and
only issue certificates of Substantial completion and final completion after
both parties have been satisfied with the works.

Complex, Staff Flats / Bungalows, New Hall of Residence and Extension to
Opoku- Ware II Hall, and a Multi storey classroom block all for the University of
Education, Winneba, Kumasi Campus.

Besides, he was also been involved in the design competition for construction of
multi-storey academic block and 4-storey classroom block all for Kumasi
Polytechnic.

In addition to the above, Mr. Owusu- Antwi has also undertaken a lot of school

Mr.Eshun has 10 years post qualification experience as an architect and is


also an Associate Member of the Ghana Institute of Architects. He has

blocks and libraries.

Specifically, MrEshun was involved in the design and supervision of the GUSS

Professor I.K. Djokoto obtained first class honours B.Sc. Mechanical
Engineering degree in 1967 at the Kwame Nkrumah University of Science
and Technology, Kumasi. At the University of Saskatchewam in Canada he
graduated with M.Sc and PhD in power and Machinery in 1969 and 1972
respectively.

From 1972 at the Kwame Nkrumah University of Science and Technology


Prof. Djokoto designed and introduced many agricultural machines to many
farming communities in Ghana.

From 1987 to 1989 Prof. Djokoto took up a position of a Senior Scientist at


the International Rice Research Institute, a premier international research
institute in the Philippines, South East Asia. There he was responsible for
designs and popularization of various machines for rice producing industries
at international level. His duties tours took him to many countries in South
East Asia, Japan, Europe and Latin America.

Professor Djokoto has designed and fabricated an automatic palm fruit fibre
feed hopper system to a Vinke boiler (2 Tons/Hour – made in Belgium) now
operating at Juaben Oil Mills Limited. In another Oil Mills at Mpohor in the
Western Region he has upgraded the steam supply and distribution system.

For over two decades Prof. Djokoto has been engaged in the design of
mechanical and electrical installations to many prestigious buildings in
Ghana. This covers electrical supply and distribution, water supply
and distribution, water and sewerage disposal system, air-condition
systems etc.
