EXECUTIVE ORDER NO. 03 S. 2020
ORGANIZATION OF THE BARANGAY
COMMITTEE FOR THE PROTECTION OF CHILDREN (BCPC)
WHEREAS, the Civil Code of the Philippines, Articles 359 and 360
provides that the government shall establish Councils for the Protection of
Children:
WHEREAS, Presidential Decree 603, Article 205 created the Council for
the Welfare of Children (CWC) to act as the lead agency in coordinating the
formulation, implementation, and enforcement of all policies, programs, and
projects for the survival, development, protection, and participation of children.
WHEREAS, Article 87 of the same Presidential Decree states that “every
barangay council shall encourage the organization of a Local Council for the
Protection of Children (LCPC) and shall coordinate with the CWC in drawing
and implementing plans for the promotion of child and youth welfare.”
WHEREAS, The Department of the Interior and Local Government
(DILG) is mandated to oversee the organization and functionality of the LCPC
and issued memorandum circulars (MCs) that enjoin all “local government chief
executives (LCEs) to organize/reorganize provincial, city, municipal, and
barangay Council for the Protection of Children (CPC) and take the lead in the
implementation of all children’s programs in their respective localities.”
NOW, THEREFORE, I, JOHNNY J. SUMILANG, Punong Barangay of
Barangay Mate, City of Tayabas, Province of Quezon, by virtue of the powers
vested in me by law, do hereby order the organization of the Barangay
Committee for the Protection of Children.
SECTION 1. Organization of the Barangay Committee for the Protection
of Children (BCPC).
The BCPC is hereby organized to be constituted as follows:

SECTION 2. Functions of the BCPC.
The BCPC shall have the following functions and responsibilities:
1. Foster education of every child
2. Take steps to prevent juvenile delinquency and assist parents of
children with behavioural problems
3. Adopt measures for the health of children
4. Conduct capability-building projects to increase knowledge and skills
in handling children’s programs
5. Encourage the proper performance of the duties and responsibilities
of parents, and provide learning opportunities on the adequate rearing
of children and positive parent-child relationship
6. Promote wholesome entertainment in the community, especially in
movie houses,
7. Prepare Annual Work and Financial Plan (AWFP) for children and
recommend appropriations to the sanggunian
8. Provide coordinative linkages with other agencies and institutions in
the planning, monitoring and evaluation of plans for children
9. Establish and maintain a database on children in the barangay
10. Advocate for the establishment and maintenance of playgrounds,
day care centers, and other facilities for child and youth development
11. Advocate for the passage of barangay resolutions/ordinances
responsive to child-related issues and and concerns and ensure the
inclusion of children’s program in the executive agenda
12. Protect and assist children in need of special protection, and refer
cases filed against child abusers to proper agencies
13. Monitor situational reports on children, prepare quarterly updates,
and
14. Perform such other functions as may be provided by law or
competent authority.
SECTION 3. Meetings of the Barangay Development Committee.
The Committee shall conduct regular quarterly meetings and special
meetings as the need arises, on a day, time and venue that may be agreed
upon during the initial meeting.
SECTION 4. Accomplishments.
The BCPC shall submit an annual accomplishment report, which shall be
reflected in the Barangay Annual Report and also included in the State of
Barangay Address (SOBA).
SECTION 5. Funding.
Funds for the activities of the BCPC will be taken from any fund of the
Barangay specifically allocated for such purpose.
SECTION 6. Effectivity.
This Executive Order shall take effect immediately.
