SAUDI ARAMCO WORK PERMIT SYSTEM
INTRODUCTION
Saudi Aramco’s Work Permit System helps prevent
incidents and accidents. it requires a thorough review
of work tasks and job site conditions before hazardous
work tasks can begin.
The work permit is an essential tool of the Work
Permit System that identifies and documents the
hazards and precautions of a specific work activity

hazardous work activities or processes in Restricted

RESTRICTED AREAS AND ACTIVITIES
The work permit system authorizes specific construction,
maintenance, inspection, or repair work to be
conducted in the company's Restricted Areas or to
Restricted Activities anywhere within SA facilities

a critical safety activity because it identifies hazards
and the appropriate control measures for these work

Common restricted activities include the following:
Marine vessels.
Gasoline service stations.

Low Risk Ac! ies
Low tisk activities which the organization manager
has determined can be conducted safely in restricted
areas without a permit may be exempt from the work
permit system. In such cases the work shall follow all
SA standards and must be conducted safely.
Permit Issuers
These are SA employees who are certified by their
division or department to issue work permits for
restricted areas or restricted activities under their
supervision. They may choose not to issue permits
for designated low risk activities.
Designated Representatives
Sometimes issuers depend on Designated
Representatives to perform the duties associated with
issuing work permits. These are individuals designated
by Division/Department heads and are experienced,
competent and familiar with the requirements of G.I
2.100 but cannot issue work permits.
Permit Receivers
Permit receivers are SA employees or contractor
employees who have been certified and authorized
to receive work permits and must comply with all
permit requirements.
Receivers may be individual craftsmen or supervisors
of a work crew. The work crew members may be of
different crafts but they must all report to a single
supervisor working under a permit. They must have
a complete understanding of the work permit issued
to them.

LEGAL DOCUMENTS
When issued, permits serve as official records of
conditions and requirements agreed upon by the issuer
and receiver. They list minimum safety precautions
to be taken to control the hazards. They are legal
documents that must be applied correctly every time
to avoid accidents. Failure to comply with the Work
Permit System has the potential for property damage,
serious injury, and even loss of life.
You must follow all the steps of the work permit
System and work safely to protect yourself, your
coworkers, contractors, and community and company
assets.
SUMMARY
The work permit system, then is an important part of
the process used to prevent incidents and accidents
in Saudi Aramco.
The purpose of the system is to identify hazards and
implement precautions in the work area before any
work begins. Once signed, the work permit form
becomes an official record of agreed conditions and
minimum precautions on the job.

ISSUING WORK PERMITS
Procedure for All Permits
Before work starts, the receiver must ask for a work
permit. He identifies the specific work to be done and
the specific location where this work will take place.
The issuer, then, determines if a permit is needed and,
if so, the correct permit or combination of permits for
the job. He also checks that the receiver's certificate is
valid for the permit requested and begins the issuing
process for the specific work and the specific location.
NOTE: More than one permit may be required for some jobs,
e.g. a confined space entry permit combined with a hot work
permit to weld in a confined space.
Work Permit Sections to be Completed
Section 1 - Work Description. The issuer or the
receiver will complete the Section 1 Work Description”
of the permit.
Section 2 - Hazard Identification and Control.
The issuer will complete Section 2 of the permit(s)
and, if needed, will assign a standby man and/or a
fire watch and list each individual on the permit.
The issuer will ensure that all sources of energy have
been identified and isolated and that all protective
measures have been clearly identified in “Section 2
- Hazard Identification and Control”

complete “Section 2”.

Gas Testing/Monitoring
Section 3 - Gas Testing/Monitoring. If needed, the
issuer will make sure that a certified Saudi Aramco
gas tester conducts gas testing and enters the results
in "Section 3 ~ Gas Testing/Monitoring” of the permit.
Gas Test Information Table. The issuer must check
the Gas Test Information Table on the permit to verify
the acceptable atmospheric work conditions and any
personal protective equipment or approvals needed
based on the gas test results for that job.

Joint Site Inspection
The issuer must always conduct a Joint Site Inspection
with the receiver using the Hazard Analysis Checklist
and must sign the checklist with the receiver. (Refer
to figure 1.)
The issuer will make sure he reviews all hazards and
precautions with the receiver and lists them on the
permit.
In addition, he makes sure any checklists/forms that
apply to the permit (for example excavation checklist,
confined space entry log, gas test form, etc.) are
attached to the permit.
Opening the Permit
Finally, the issuer will obtain any signatures from any
organizations affected by the work (countersignatures)
and then make sure he and the receiver sign "Section
4 - Permit Authorization and Closure” to open
and issue the permit (normally for a single operating
shift).

Signing the work permit means complete agreement
with the conditions stated on the form. Work must
not begin until the permit is signed, issued and
communicated to the work crew. Once the permit
is issued, both the issuer and receiver are jointly
responsible to maintain safety on the job site
‘Once the work begins, the receiver shall remain at
the job site at all times holding the copy of the
permit or placing it in view at the job site for the
duration of the job.
TRANSFERRING WORK PERMITS
Receiver Responsibi S
If the receiver must leave the immediate work area,
he shall transfer the permit to another certified permit
receiver. The issuer and the receiver must agree to
this alternate receiver in advance (a planned event)
and his name, certificate number and badge number
must be recorded on the work permit.
Issuer Responsibilities
The issuer must periodically check the work site to
make sure the receiver is complying with the permit
and that conditions have not changed.
If the issuer has to leave work, he must transfer the
permit to an alternate issuer. This transfer of custody
of the work permit will count as a renewal and
follow the same process as a renewed work permit.
There is no need; however, to notify countersigning
organizations.

RENEWING WORK PERMITS
Renewing the work permit is allowed for one
consecutive operating shift regardless of the length
of the shift but the total time allowed for the permit
(duration) is 24 hours.
In this case both the issuer and the receiver coming
‘on shift must sign the renewal to ensure that they
understand and agree to the conditions.
The new issuer must make sure he notifies all
countersigning organizations. If the permit needs to
be changed in any way, then a new permit must be
issued.
PROCEDURE FOR ISSUING EXTENDED
PERMITS
Sometimes a work activity will take longer than two
consecutive operating shifts to complete. In this case,
the issuer may issue an extended permit.
This permit will apply for long-term construction or
maintenance work where conditions will remain the
same and it is highly unlikely that unsafe conditions
will occur. The issuer and-receiver’s division-heads
must agree to the job conditions and precautions and
shall sign the work permit, Extended duration work
permits may be issued for periods over two shifts but
not for more than 30 days (maximum).

STOPPING WORK PERMITS
If anyone stops the work for any event that does not
meet the work permit conditions, the issuer or the
receiver will correct the deficiency before work can
resume. (Example - An employee is not using his face
shield when grinding. You stop him and remind him to
lower the face shield. He does so and resumes work).
CANCELLING WORK PERMITS
The issuer and receiver must immediately stop all
work activities if there is a change that could cause an
unsafe condition at the work site. (Example ~ a leak
nearby causes an increase in the H2S concentration
in the area.)
In this case the issuer must cancel all affected work
permits and write on the permit(s) the reason for the
cancellation, the time and all appropriate information.
Once the issuer and receiver have verified that the
worksite condition is safe to continue work, the issuer
will issue a new permit to allow work to restart.
DECLARED EMERGENCIES
The Incident Commander (person in charge of an
emergency situation) may allow work activities to
be performed without a permit to resolve a declared
emergency. In this case, the work still has to be done
safely as per SA standards. Once the emergency is
over, follow-up work activities (for example, clean-up
work) will require appropriate work permits,

CLOSING WORK PERMITS
The issuer and receiver must close the permit together
_after the job is complete, the work crew has left for
the day, or the permit duration has expired.
The issuer and receiver must conduct a joint site
inspection to make sure the work area is safe and
both must sign the work permit to close it. The
issuer keeps the original work permit for at least
three months.
When distance and remoteness make signing
impractical, the issuer determines an alternative
closing method and states it on the work permit
when it is issued.
SUMMARY

renewing, transferring, stopping, cancelling and
closing a permit. It is now up to you to manage this
process correctly to complete the job safely.
