ASSESSMENT
(CY 2021)

• Peace and Order Indicator (POI) decreased by 2,232 or 28.98% while Public Safety Indicator (PSI) increased
by 149 or 6.46%. This significant drop of data on Peace and Order Indicator (POI) is the result of intensified
anti-criminality campaign and effective police intervention imposed in this PRO. While the increase in Public
Safety Indicator (PSI) particularly traffic accidents can be attributed to the lifting of COVID-19 border
restrictions that prompted the increase of vehicles traveling within the AOR; and
• 8 Focus Crimes decreased by 150 incidents or 11.62%, however, Theft in particular has a slight increase with
18 incidents or 7.25%. These are isolated cases that transpired mostly in cities particularly in Cabadbaran
City, Bayugan City, Butuan City and in Surigao City which recorded the highest number of incidents. Most
prevalent modus identified are Salisi, Akyat Bahay and incidents perpetrated by victim’s employee and/or
trusted personalities. These cases commonly transpired in commercial establishments and residential areas.
Considering the lifting of COVID-19 restrictions and allowing the populace to move freely within the AOR, it is
expected that crime against property will increase especially in urban areas. The identified perpetrators of this
cases are not members of criminal groups and there is no trend or pattern identified as to the modality of
crimes.
