Sub: Addendum-I to DGS Order No. L7 of 2O2L dated
O1.O5.2O21 - Submission of Batch Details for STCUI Courses
mentioned in Annexure-I to DGS Order No. 17 of 2O2L.
1. Whereas the second COVID-l9 wave in India has resulted in local
lockdown at various places across India and subsequent closure of some
MTIs.
2. Whereas to facilitate seafarers who are required to complete certain
mandatory training prior joining ship or appear for their CoC examination,
the Directorate has facilitated conduct of certain STCW Courses requiring
practical and detailed in Annexure-I to DGS Order No. 17 of 2O2t.
3. Whereas each of the STCW Courses detailed in Annexure-I to DGS
Order No. 17 of 2021 is divided into Part A'comprising of theoretical training
to be conducted via on-line classes/Live Video Sessions by all MTIs, whether
situated in a place with local restriction or not and Part B' comprising of
practical to be completed by those MTIs located in a place where there is no
local restriction, or when such restriction ceases to be in force.
3.1 Part A' of the Certificate, valid for l8-months, can be generated by all
MTIs after completing the required number of days for completion of on-line
classes/Live Video Sessions required for the said course and for which batch
ails are to be filled up accordingly.
3.2 Part 'B' of the Certificate with full validity period, can be generated by rlo

MTI only after completing the practical training days'and provided that the o-

seafarer has already acquired Part 'A' of the Certificate. Batch details are to
be filled up accordingly for Part 'B'of the course by the MTI.
4. Whereas all STCW Courses require completion of certain hours/days of
theoretical training and certain hours/days of practical training to ensure
that entire course is completed in entirety.
5. However, it is noted that few MTIs are not filling up batch details
(number of days from start to completion excluding holidays). Batch details
for both Part A' and Part 'B' of the said courses are to be filled up and
uploaded taking into consideration permitted 6 hrs. lday of on-line lLive
Video Sessions and 6 hrs/day of practical training.
6. Whereas non-completion of mandatory training hours may result in
issues related to seafarer certification later-on, the Directorate has decided
that all MTI shall ensure total duration in days for Part 'A' and Part B'of the
Course should be in accordance with the table in the Annernrre attached to
this Order. Batch details i.e. batch start date and batch end date are to be
filled up for duration of courses accordingly.
7. This issues with the approval of Director General of Shipping and
Additional Secretary to Govt. of India.
