METHOD STATEMENT FOR SCAFFOLDING WORKS
1. PURPOSE
The purpose of this method statement is to define the requirements for supply and erecting
pipe scaffolding for Access, to perform maintenance activities in a safe manner at Aspire Logistics.
2. SCOPE
The scope of this Method Statement is applicable to perform the scaffolding activity including
supply, erection, Inspection and dismantling as per the applied codes and specification, to conduct
inspection and subsequent rectification of the removal of cladding and breaking the wall in Ladies
sports hall.

4. RESPONSIBILITIES
4.1. Site Manager shall be responsible for complete planning and overall implementation of
the work as per the approved method statement and HSE Procedure
4.2. Foreman executes all activities, deploying the workforce on the job as necessary, complying
with HSE standards, as well.
4.3. Safety Personnel Prior to commencement of any of the construction activities, the labor
force shall receive a toolbox talk on the Site Safety requirements. Any activity that is
conducted that may have a particular safety risk and shall be assessed as required.
4.4. QC Inspector is responsible for the necessary Quality control inspection and recording.
4.5. Scaffolding Inspector Shall record and maintain records of scaffolding and related
equipm ent in a site scaffolding/staging inspection log book. Inspectors shall either accept the
scaffold or reject it and detail deficiencies to be corrected in the log book

7. PROCEDURE
7.1. General
a. PTW System and separate Work Permit is required to erect/Dismantle of each Scaffolding
b. Scaffolding material shall be delivered as close to the erection site as possible to minimize
the need for manual handling and the com ponents are arranged in the order of erection.
c. Scaffolding materials shall be stored in a neat manner which does not present a tripping
hazard or block access routes.
d. All workers working at height shall wear safety harness inspected and certified by a third
party agency. Scaffolding shall be erected under the supervision of competent scaffolding
supervisor .The scaffolding supervisor m ust remain at the work site when erection or
dism antle of scaffolding is been undertaken
e. Scaffolding Supervisor shall have skill, experience and training to ensure safe installation
according to the manufacturer’s specifications and other requirem ents.
f. Prior to commence of work, a site meeting/toolbox talk shall be done with the working crew
to make them familiar with the job and their locations and a briefing is done on safety and health.

7.2. Erection of System (Modular) Scaffolding
This scaffolding shall be erected for a s a f e access to & egress from the rooftop area of Aspire
Dome, so as to allow the team to execute a safe method for the installation of waterproofing
membrane- cold applied.

The erection procedure is explained as follows:
a. CUPLOK system shall be used as system scaffolding
b. System scaffold shall be installed as per Manufacture’s Instruction
c. System s c a f f o l d m a i n l y consists of the following components:
Standards: They com e in a variety of lengths and have preformed connectors
welded at fixed distances along their length. A spigot arrangement or socket is
provided at one end of the standard for extension purposes.
Ledgers: They are in varying lengths with connectors welded to each end. The
connection is made when the wedge, cup or bolt is hammered or screwed tight.
Transoms: They are generally m ade to support scaffold boards or stagings. The
ends of the transoms are connected to the standards in the same way as the
ledgers. Som e system s might require intermediate transoms to support the boards or
stagings.
Bracings: Bracings in each direction are m ade to fit the different bay sizes. Standard
tubes and fittings shall be used for bracing
Scaffold boards: They are also called stagings and come in a variety of lengths,
thicknesses and widths. Decking is seldom interchangeable as each system is
designed to sit exactly on the narrow lip of the transom. Scaffold boards shall be
wooden battens
Adjustable base plates: They are essential and care should be taken to establish
their safe working loads and whether they are designed for heavy or light duty use.
All components shall be properly levelled and aligned at the base level as it will be a
difficult task to correct it as the work progress
The standards shall be installed on timber sole board which rested on the levelled
ground minimum dimension required is 203mm wide and 38mm thick

e. Standards shall be erected in plumb and with welded node connectors (welded at intervals along
in the length of the standard), ledgers and transom s shall be fixed with a proprietary wedging
arrangem ent & tightened by hammer blow (to the wedge or cup) to provide high degree
of rigidity.
f. Standard shall be connected by bolted spigots and shall be secured into place using two
spigot pins for situations where uplift may occur.
g. Scaffold shall be erected, altered or dismantled by operatives who have been trained and
are under the direct supervision of competent supervisor
h. Scaffolding Components shall be free from any weld defects, bends, distortion or corrosion
that m ay affect the safe functioning of the items
i. Free standing independent scaffolding shall be erected for safe access onto the rooftop of
Aspire Dome- Cone Area for the waterproofing works; scaffold access onto the rooftop shall
either be levelled or higher than the landing point
j. Platform shall be erected (for tower scaffolding and Free standing independent scaffolding )
with either of the following material or as per the shop drawings:
Conventional scaffold boards (225 mm x 38 mm x 3.9 m) (plus steel and aluminium
versions of similar dim ensions)
Tim ber battens (typically 225 mm x 60 mm x 2.5 m)
k. All scaffold boards or decking platforms shall be secured against the possibility of wind
uplift with proper of fitting and straps

l . A width of 750 mm o f decking platform shall be kept, suitable to do blockworks, painting
,cladding etc., even though 600mm is kept as Standard minimum in BS EN 12811-1
m. Ladder shall be installed to access the working platform and it shall be good condition.
At least 1m or five rungs shall be kept above the working platform for safe access and
ladder access must be protected
n. The positioning of standards shall be ensured so that joints are staggered & there are no
more than three joints in any one bay.
o. L e d g e r s shall be laid horizontal (which connect standards longitudinally and may support
putlogs and transoms) with right-angled, load-bearing couplers
p. Brace Tubes shall fixed diagonally across the face and width and through a scaffold to
give stability
7.2.1 Scaffold Components
A. Couplers
The various couplers/fittings used for the scaffolding and their usage is enum erated as
below:
Right-angle coupler (90° coupler): For joining scaffold tube at right angles – used
for fixing ledgers, transom s, or putlogs to standards, and for securing ties and
braces, etc.
Swivel coupler Used for joining scaffold tubes at any angle where a right-angle
coupler cannot be used.
Joint pin Used for joining scaffold tube end-to-end – it fits internally, expanding to
grip the tube. Joint pins may only be used for standards although a sleeve coupler is
preferred.

Sleeve coupler Joins scaffold tubes end-to-end, externally. Used to join ledgers,
braces, all tower-scaffold m embers, and recommended for standards.
Reveal pin An adjustable screw fitting used for tightening a tube serving as part
of a reveal tie.
B. Working platforms and decking
a. A stable working platform shall be designed for the work so that it is stable
and sufficient size for the proposed work
b. W orking platforms and decking shall be closely boarded to their full width and free from
tripping hazards.
c. All scaffold boards shall be free from splits, shakes, excessive knots, paint, oil
or concrete
d. It shall be usually 225 mm wide and not less than 220 mm and it will be banded or nail-
plated at ends
e. It shall be supported by putlogs or transoms at the appropriate spacings and
an overhang at least 50 mm shall be kept (but not more than four times the thickness of the
board ) unless secured from tipping
C. Guard Rails
a. A guard-rail m ust be 950 mm above the edge (or above a working platform) from which
any person is liable to fall.
b. Second guard-rail (or mid guard-rail) shall be placed approximately halfway between the

Top edge of the toe-board and the top guard-rail, so that there is no gap larger than 470
mm between the guard-rails or between the mid guard-rail and the toe-board.

c. All guard-rails shall be fixed inside the standards with right-angle couplers to each
standard
d. Toe-boards shall be fitted in conjunction with all guard-rails at a minimum height of 150
mm in accordance with TG20 fixed inside the standard, at a minimum of two positions
D. Access to scaffolds
a. Ladders have been the comm only used means of access to scaffolds, the use of other,
safer means of access, such as stair towers/stairways shall also be used as per
requirem ent
b. Ladder shall be positioned approximately at an angle of 75°, that is: 1 measure
horizontal to 4 measures vertical and will be secured at the top using square lashings or
a proprietary ladder clamp. For longer ladders, additional ladder supports (stays) shall
be used to prevent the ladder deflecting when used.

7.4. Removal and Re-fixing of Aluminum Cladding
a. Coordinate with client representative (MFMS Engineer) regarding the proper & exact
location of the source of the water leak problem.
b. Ascertain the measurement of the aluminum cladding which will be removed
c. The removed material shall be placed on ground level; to safely transport the cladding
sheets, a good-conditioned rope will be used
d. Use the appropriate & approved tools for the removal of cladding sheets
e. After thorough inspection of the area, all removed cladding sheets shall be reinstated once
again
f. Proper cleaning and good housekeeping shall be maintained accordingly
7.4.1. Wall breaking and Restoration:
Demolition works shall be categorized into minor to major but not limited to the following
Hollow Block works
Plain concrete
Reinforced concrete including foundations, columns, beams and slab etc
Wall and Floor Finishes like plastering, tiles, marbles etc.
Interlock & external landscaping
7.5. Safety Aspects for Mobile/System and Tubes & Fittings scaffolding
7.5.1. Site Induction Training
Site Induction training shall be given for all persons who are likely to use the scaffold,
either for access or as a working platform to ensure the following:
a. Able to recognize when a scaffold is complete, e.g. full boarding, guard- rails and
toe-boards present
b. To know the meaning of warning signs or scaffold tagging system s in use
c. Do not interfere or m ake modifications to scaffolding. Modifications m ay only be
made by a competent person
d. To know the maxim um loading capacity of the scaffold working platforms and
loading towers
e. To use the designated access points and do not climb the scaffold.

7.5.2. Scaffolding Inspection
a. Scaffolding Inspector inspection shall be done for the working platform to suffice the
following conditions:

Have safe access to it and egress from it
Be of suitable and sufficient strength and rigidity for the purpose for which it is
to be used
Be so erected and used so that none of the components can com e loose or be
displaced and endanger anyone
Be of sufficient dimensions to permit safe passage of persons and materials,
and provide a safe working area for the work that is to be done there
Have a suitable (non-slip) surface so as to prevent slipping or tripping

b. Scaffolds shall be inspected before use and again at least every 7 days and after
any circum stance that might affect the stability or safety of the scaffold such as any
modification, period without use, exposure to bad weather or heavy wind and
damage like im pact of traffic or site equipment with the scaffold.
c. The scaffold Register shall be maintained showing date of inspection carried out
signed by the scaffolding Inspector and due date of Inspection
7.5.3. SCAF-TAG system
After Inspection, SCAF-TAG shall be placed at each access point and at the boundary of
each scaffold section to clearly indicate if the scaffold is “ready for use” or “not to be used”.
The Scaff Tag shall be fitted by the scaffolder as early as possible during Erection
a. The label shall state the following:
Date erected, with nam e and initials of Scaffolder
Date inspected, with name and initials of Scaffold Inspector
Date modified, with name and initials of Scaffolder
Date re-inspected, with nam e and initials of Scaffold Inspector (maxim um 7 day
intervals)
Expiry date of label
Dismantling date
b. In case of partially erected or dismantled scaffolds still capable of being used,
access thereto shall be effectively blocked and prominent warning notices in
English/Arabic languages shall be posted and the “SCAF-TAG’’ shall be removed
7.5.4. Incomplete scaffolds
a. W here the erection of a scaffold has not been completed, physical m easures shall be
taken to restrict access to the scaffold, e.g. remove or board over the access ladder(s)
and warn people of the fact that the scaffold is not safe to use. The m ethod of warning
will usually be 'scaffold incomplete' signs at each point of access.

b. On larger scaffolds that are substantially complete, with the following precautions the
access to the part of the scaffold shall be allowed:
The part of the scaffold that is complete is safe to occupy
All access points from the completed part of the scaffold, beyond which the scaffold
is incomplete
Are clearly defined by warning signs and access to the incomplete part of the
scaffold is effectively prevented with guard-rails or other barriers.
