Enclosed Space Rescue
Step by step Rescue
1. The problem is identified
When something goes wrong, such as the standby person not receiving
communication from the team inside at the due time, or a gas alarm being
activated, the standby person should notify the officer in charge immediately,
communicating all the necessary information about risks to personnel and/or the
ship.
2. The alarm is sounded
The officer in charge sounds the alarm, and stays on the bridge to coordinate the
rescue.
3. The rescue party muster
On hearing the alarm, the backup team and any other members of the rescue party
muster and are briefed about:
what has happened
who is inside
what equipment is in the space
what communication there is
atmosphere readings
4. The equipment is assembled
Rescue equipment such as SCBA, lifelines, hoist, stretcher and oxygen resuscitator
should already be on location. Now, any other necessary equipment is brought to
the entrance. Team members check and test all the rescue equipment.
5. The area is secured
The purpose of this is to prevent any unauthorised person entering the space.
6. An ‘on the spot’ risk assessment is carried out:
Has the space been ventilated?

Has the atmosphere been tested?
What was identified by the original risk assessment?
What control measures are in place?
Has the space been isolated from other systems?
Has electrical equipment been isolated?
What special tools, equipment or PPE will be needed?
After assessing the risk, if the rescue party do not believe that they can safely
reach and rescue the casualty, then they are duty-bound not to enter. Remember:
the most important people in a rescue are the rescuers themselves.
7. The team prepares for entry
Rescue team members put on their rescue harnesses and prepare their RPE
(Respiratory Protective Equipment) by checking and testing it.
8. The atmosphere is tested
Atmosphere readings are taken and recorded on the BA control board.
9. The team enters the space
The team may enter normally, or may be lowered in using a tripod. Once inside, the
team check each other. While they are inside the space, they constantly monitor
the environment to avoid injury.
10. The team find the casualty
The rescue team report the find to the standby person.
11. The casualty is attended to and taken out of the space
The rescue team provide immediate medical attention and the casualty is hoisted
out.
12. The officer in charge is kept up to date
At each stage in the rescue, the standby person keeps the officer in charge
informed as to progress.
