MEMORANDUM

FOR : Chief of Police

FROM : PDEA

SUBJECT : Ensuing Investigation (Dared)

DATE : N/A

In the ensuing investigation, immigration officials at the Ninoy Aquino International
Airport and the agents of the Philippine Drug Enforcement Agency extracted a
confession from the Brazilian Yasmin Fernandez Silva, through an interpreter from the
Brazilian embassy, that she was dared by her boyfriend Augusto Nieto Azul to bring a
package for his friend in the Philippines.

She was allegedly promised by Azul that she would be escorted by a person named
Oscar Devera when she arrives at the NAIA and that she would be whisked off to an
unnamed hotel in Makati for a three-day rest and recreation. After her hotel stint she
would return to Sao Paulo, Brazil via Dubai again and receive $US 1,000.

When asked whether she knew Oscar Devera, Silva stated that all she knew was that
she would be met at the airport. That was the reason why she voluntarily went with the
immigration officials and the PDEA agents voluntarily for customs check. She thought
all along that Devera would be there to meet and escort her out of the airport.

Silva broke down and cried saying she wants to go home to her mother. She is currently
detained at the Pasay City Police Station lock up jail without bail. She will be tried after
inquest procedures by the City Prosecutor’s Office. The Brazilian embassy promised to
provide her with a lawyer.
Silva said she needed the money for her sailing mother stricken with cancer. She was
emboldened by her boyfriend’s assurance that nothing untoward would happen to her,
as the earlier has trusted connections in Manila.
