EMERGENCY RESPONSE PLAN

In the event of an emergency, communications shall be via the use Mega Phone and list of
emergency contact numbers posted on site notice boards. The HSE Officer shall be notified
immediately in the event of an emergency. The HSE Manager shall assess and inform to senior
management.

MUSTER /ASSEMBLY POINTS


The Site Construction Managers, or site Supervisor, will ensure that adequate emergency access
and egress is available to all personnel whilst any work is conducted on the Work Place. The
primary assembly point for the Work Place shall be to the Visible Location this will be signposted
with the green Assembly Point sign. In the event that this assembly point is not appropriate then
the HSE Manger or HSE Officer shall nominate a second assembly point. The location of these
assembly points shall be communicated to all workers and visitors during the site induction.

First Aid Points

First aid facilities shall be located in every work place or near the site office(s). First aid kits shall
be easily accessible, First aid kit locations and trained first aiders and contact numbers shall be
displayed on site notice boards. First aid kits shall be kept clean and checked and restocked as
necessary on a Weekly basis.

Fire Equipment
Firefighting equipment shall be located in every hot work activity, residence area and in the site
office(s). Firefighting equipment shall be easily accessible at all times. Firefighting equipment
locations and trained fire personnel and contact numbers shall be displayed on site noticeboards.
Firefighting equipment shall be tested and tagged by a competent person every month. Used fire
extinguishers shall be promptly removed from service and replaced immediately with a full
replacement.
Fire & Evacuation Procedures
Laydown Area / Temporary site facilities
IN CASE OF EMERGENCY
Leave the area and close doors
Activate wall mounted fire alarm
Fire watcher will extinguish fire and emergency response
Report any information about fire to Shell
IF YOU ARE ON FIR

STOP where you are, DROP to floor or ground


And ROLL your body to smother the fire.
Fire watcher will contain the fire on spot by using fire extinguisher.

1. Calmly evacuate the building / container and Proceed to Assembly Point


3. Use an alternate route, if you encounter smoke or fire.
4. Follow instruction of emergency response services and fire wardens.
5. Report anyone suspected remaining in the facility.
6. Reach to the assembly point leaving clear access for emergency services
7. Do not re-enter until authorized by fire / HSSE Department

Type of Emergency
 Medical

A medical emergency can arise because of a number of factors. They include:


 A persons suffering a medical condition
 Group of personnel receiving injuries due to a natural event

Initial actions upon becoming aware of a medical emergency :


 Notify HSE Officer call on emergency contact number posted on site notice board
 If safe to do so, remain at the scene until assistance arrives
 Do not move the injured person unless there is a life threatening situation
 Keep the injured person warm
 Give first aid to the extent of your level of knowledge and/or training

DRSABCD to save a non-breathing causality


 DANGER – Check for any danger to self and others before doing anything
 RESPONSE – Check for response from casualty
 SEND – Send for Help – call on emergency number
 AIRWAY – Check, clear and open airway
 BREATHING – look, listen and feel for normal breathing
 CPR – commence compressions, 30 compressions to two breaths, 100 compressions/min
 DEFIBRILLATE – apply automatic external defibrillator if available

Continue CPR until qualified personnel arrive or signs of life return or ambulance arrived

 Fire

HSE Personnel should:

 Alert all persons nearby and request assistance


 Assist any person in immediate danger (only if safe to do so)
 Notify the Project Manager with the following information:

-location & size of fire


-known hazards / or causes
-any injuries
-alternative means of entry or approach

 Keep calm.
 Never enter a “fire zone” alone if you are not trained to do so. Always have ‘back-up” and
ensure persons in authority are aware of your location
 extinguish the fire (only if safe & trained to do so)
 if threats to life exist, evacuate immediately
 check that all areas have been cleared & inform the HSE Manager
 maintain control of persons at the evacuation assembly area

RESCUE PLAN EXCAVATION (Confined Space)


Rescue Equipment’s: Safety Harness, Ladder.

1. At least 4 workers will be available for rescue during the activity.


2. One worker will perform the excavation job at a time.
3. Safety harness must be worn by the labor while excavating, for ease in lifting in case of
emergency.
4. Ladder will be used for entry and exit on the pit, when reaches more than waist height.
5. If any emergency occurs the work will be stopped immediately.
6. Two persons will be available for rescue inside excavation, in case required to rescue the
excavation worker from the pit.
7. Two persons will push the victim from excavation upwards and two persons will lift the worker
from the above by grabbing the harness belt.
8. After getting the victim out of excavation, necessary first aid will be given.
9. After giving first aid he will be mobilized to the nearest hospital if required.

Fall from Height

 In the event of a fall from height:

 Supervisor Should Contact HSE Personnel at Site

 In the absence of the HSE Personnel at Site Contact HSE Manager or contact Emergency
number posted on Sign Board

EMERGENCY RESPONSE PLAN

 Rescue Kit – includes:

Safety Harness, Safety Life Line, Soft Rope, Pressure Bandage for Blood Loss, Pocket Knife
with Lanyard, Stretcher

Rescue from height rescue procedure:

Procedure for rescuing a suspended worker:

 All work is immediately stopped


 Make verbal contact with the employee to help him stay calm
 The rescuers will start the rescue operation while the on-duty supervisor
will inform the Emergency Response Coordinators and the First
Aid Team
 2 rescuers wearing safety harness will climb up to the platform with
stretcher
 They will attach the stretcher with one end of the lifeline and with the fall
arrestor cable
 The rescuers will ease the victim into the stretcher
 The 2 on-ground rescuers will confirm that they have full control of the
lifeline and that the lifeline is successfully supporting the victim
 The rescuers on the scaffold will then release the D-ring of victim’s
harness to free him from the lanyard
 The on-ground rescuers will gradually lower the victim to the ground level
 The victim will be sat on the ground for 15 minutes with his legs
stretched in W shape to avoid any impacts from fall trauma
 The first aid team will provide first aid to the victim and if needed, the victim
may be transported to a nearby hospital

 Ensure gas test and PTW before resuming activity.

 The supervisor will consult the ERP before resuming any activity
