focuses on the said novels; as RA 1425 is a revision of Senate Bill 438 to compromise to
the counter-arguments of the said bill. The Senate Bill 438 gained controversy and debate

3. Why Claro M. Recto and Jose P/ Laurel insisted on the reading of Jose Rizal’s
novels and why some member of the Senate and the Church hierarchy opposed
it?
Both senators insisted on the reading of Jose Rizal’s novels because they want us,
the Filipinos, to be influenced by the ideas and ideals of our National Hero and to promote
patriotism. Now some senators opposed this as they deemed it unnecessary. Sen.
Rosales, one of the senators who opposed the bill, argued that the Filipinos who fought
against the Japanese did not read the novels and it did not stop them from fighting against
the Japanese. Jose Rizal’s novels were also heretic as deemed by the Church, which
they say is against religious belief and gave a bad image of the Church.
