Foreword
This document (EN 19480-2:2012) has been prepared by Technical Committee CEN/TC 267 “industal piping
‘and pipelines’, the secretariat of which Is held by AFNOR.
‘This European Standard shall be given the stalus of a national standard, either by publication of an identical
text or by endorsement, atthe lates! by December 2012, and conflicting national slandards shall be withdrawn
at the latest by December 2012,
‘Attention is drawn to the possiblity that some of the elements of this document may be the subject of patent
tights. CEN [and/or CENELEC] shall not be held responsible for Kientilying any otal such patent rights.
‘This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requiremonts of EU Directive(s)
For relationship with EU Directive(s), see informative Annex ZA, which Is an Integrel part ofthis document.
This European Standard EN 13480 for metalic industial piping consists of eight interdependent and not
dissociable Parts which are:
— Pait 1: General;
— Pat 2: Materials;
— Part 3: Design and caleutation;
— Part 4: Fabrication and installation;
— Patt 8: Inspection and testing;
— Part 6: Additional requirements for buried piping:
—_ CEN/TR 13480-7: Guidance on the use of conformity assessment procedures;
— Part 8: Additional requirements for aluminium and aluminium alloy piptng.
Although these Parts may be obtained separately, it should be recognised that the Parts are interdependent.
‘As such the manufacture of metalic industrial piping requices the application of all the relevant Parts in order
for the requirements of the Standard to be ealisfactolly fulfil.
This European Standard will be maintained by a Maintenance MHD working group whose scope of working is
limited to corrections and interpretations related to EN 13480,
The contact submit queries be found

‘questions can be downloaded from the link to the MHD website. Affer subject experts have agreed an answer,
the answer will bo communicated to the questioner. Corrected pages will bo given specific issue number and
issued by CEN according to CEN Rules. Interpretation sheets will be posted on the website of the MHD.

piping
4.4 General
4.1.4 Materials to be used for pressure containing parts in Industrial piping shall meet the general
requirements of 4.1 and the special provisions of 4.2 If applicable. Materials for pressure containing parts shall
bo ordored complying withthe technical delivery conitione in 4.3.
Marking of materials for pressure containing parts shel be performed In accordance with 4.4
Materials shall be solected in accordance with Annex A.
Materials shall be selecied to bo compalibe with anticipated fabrication steps and tobe sulable fr the internal
{uid and extemal environment. Both normal operating condifons and tansient condifons occuring ding
fabrication, transport, testing, commissioning and decommissioning shall be taken into account when specifying
the materials.
NOTE 1 The requirements of 4:1 and 4.2 should aso bo fullted whon tochnical datwery conditions are developed for
European Standards for matera’s, European Approval of Materials or Particular Material Appraisals
NOTE 2 _Whon technical dolivary conditions for pressure-containing parte are developed, the structure and
requlrements of EN 764-4:2002 should be mel, Exceptions should be technically justTed,
The materiais shall be grouped in accordance with CEN ISO/TR 16608:2000 te relate manufacturing and
inspection requirements to generic material types.
NOTE 3. Matorials have beon aiccated Into these groups in accordance with ther chemical composton and properties
in elation to manufacture and heat treatment after welding
4.4.2 Materials for pressure containing parts compliant wilh the requirements of this European Standard
shall be certified on the basis of EN 10204:2004,
NOTE The carieaen should bein sccordance wih EN 764 6:2002,
4.41.3. The products shall be free from surface and internal defects which might impair thei usabily.
4.14 The opecitiod minimum elongation of th steel ater fracture shall be:
— 214% forthe transverse direction; and
— 216% forthe longitudinal direction, or where this isthe less critical direction, the transverse direction;

However, lower ofongation values than specified in 4.1 (e. g. for fasteners or castings) may also be applied,
provided that appropriate measures shall be taken by the parties concemed to compensate for these lower
Values and that compliance with the specific requirements is verifiable,
NOTE Examples of appropriate measures:
— application of higher safety factors in design;
— performance of appropriate burst tests to demonstrate ductile material behaviour,
44.6 When measured on a gauge lenath other than that stated In 4.1.4, the minimum efongatlon after fracture
‘shall bo doterminad by converting the elongation given in 4.1.4 In aceordance with:
EN ISO 2566-1:1990 for carbon and low alloy steels;

44.6 Stools shall have a specified minimum impact energy measured on a Charpy V-notch impact test
specimen (EN ISO 148-1:2010) as follows:
— 227-J for fertic and 1,5 % to 5 % Ni alloyed steels;
— 240J for steels of material groups 8, 9:3 and 10,
at a test temperature In accordance with Annex B, but not higher than 20 °C, The other requirements of Annex B.
shall also apply.

424.4 General
‘Where the behaviour of a material can be affected by manufacturing processes or operating conditions, to an
extent that would adversely affect the safely or service life of the piping system, this shal be taken into|
‘consideration when specifying the material.
Adverse effects can arise from:
— manufacturing processes: e.g. degree of cold forming, heal treatment;
— operating conditions: e.g. hydrogen embrittlement, corrosion, scaling, agelng behaviour afler cold
forming,
424.2 Lamellar tearing
Where lamellar tearing due to the joint design and toading needs to be addressed (see EN 13480-3:2012,

— the manufacturer's name or mark;
— the stamp of the inspection representative, if applicable.
For material supplied with specific inspection the marking shall include an Identification which permits the
Correlation between the product or delivery unit and the relevant inspection document.

(normative)
Requirements for prevention of brittle fracture at low temperatures
B.1 Genoral
This annex distinguishes between pressure equipment that has design temperature for normal operation
higher or lower than 50 °C,
For pressure equipment with normal operation temperatures higher than 80°C 8.6 applies. If B.6 Is not
‘applicable, the following rules for ower normal operation temperatures shall be used.
For pressure equipment with design temperature equal to or less than 60°C this annex specifies three
alternative methods for establishing criteria for the prevention of low temperature brite fracture") of steels in
the form of plat, strip, tubes, fitings, forgings, castings, flanges, fasteners and weldments used in pressure
parts. In this case, the temperature for the design Ta shall be determined. The criteria are based on impact,
‘energy requirements at specifiad temperatures for the base material, heat affected zone (including the fusion
line) and weld metals,
‘The three methods are:
Melod 1 Code of Practice:
Technica requirements
4) Technical requirements based on the cholce of Tk = Tat as specifed in harmonised
European Matosal Standards and on the assumption that itis possible lo achieve these
minimum properties after fabrication. Calculated from tho principles of fracture mechanics
Used for method 2 for C and CMn steels with yield strength < 460 MPa and
'b) based on operating experience for Ni-alloyad steals with Ni z 8 % up to 9 %, for austenitic
stools and for bolts and nuts.
