A RESOLUTION CHANGING THE BANK SIGNATORIES OF BARANGAY KOLAMBOG
ISULAN SK WITH AN ACCOUNT NO. 2452- 1075-81 AT LANDBANK OF THE
PHILIPPINES, ISULAN BRANCH AND DESIGNATING SK CHAIRPERSON J J.
LAMITA AND SK TREASURER JHONRIE C. ABAYON AS THE OFFICIAL
SIGNATORIES ON THE TRANSACTION THEY MAY ENTER AT THE BANK.

WHEREAS, the Republic Act No. 10742 also known as the Sangguniang Kabataan
Reform Act of 2015 provides in Chapter 2 Section 13 paragraph (f) states that the Sangguniang
Kabataan Chairperson, with the concurrence of the Sangguniang Kabataan, has the power to
appoint among the members of the Katipunan ng Kabataan a secretary and treasurer;
WHEREAS, Republic Act 10742 stated that the financial independence among Sangguniang
Kabataan.
WHEREAS, there is an existing account for Sangguniang Kabataan of Kolambog which were
signed by J J. Lamita, SK Chairperson and Emmarie S. Guarino, SK Treasurer.
WHEREAS, SK Treasurer, EMMARIE S. GUARINO resigned for the reason that double
compensation is not allowed under Republic Act 7160 Section 95.
WHEREAS, the Sangguniang Kabataan of Barangay Kolambog conducted a special session on
July 08, 2021 and discussed several matters including the change of one of the signatories of the
Barangay Kolambog Isulan SK at Landbank of the Philippines, Isulan Branch.
WHEREAS, the SK funds shall be deposited by the barangay in the current account of the SK
not later than five (5) working days after the crediting of the monthly internal revenue allotment
(IRA) share of the barangay consistent with the rules and regulations issued by the Commission
on Audit (COA).
WHEREAS, the council appointed the new SK Treasurer, Mr. Jhonrie C. Abayon to take place
the role as the disbursing officer of Sangguniang Kabataan Kolambog.
WHEREAS, the disbursement of the account shall be drawn against the fund of the SK
deposited at the designated bank nearest to their area of jurisdiction.
WHEREAS, provided under the bank laws, rules and regulations, there should be two
signatories in any current account.
WHEREAS, there is need to authorize the SK Chairperson, Hon. J J. Lamita and the SK
Treasurer, Jhonrie C. Abayon, for whatever legal transactions they may enter at Land Bank of
the Philippines, Isulan Branch, wherein this Bank is the depository Bank of this Sangguniang
Kabataan and taht there is a need to present their signatories for acknowledgement.
NOW THEREFORE, after due deliberation on the subject matter, it was moved by HON.
PRINCESS JOY V. FORRO and seconded by HON. BABY LYKA A. LADRILLO, be it;
RESOLVED AS IT IS HEREBY RESOLVED, to approve the change of bank account
signatories of Barangay Kolambog Isulan SK at Landbank of the Philippines, Isulan Branch.
