NSTP (LTS) Activity 1

Ma. Nicole Pateño

1. Give your own perspective about the VMGO of BISU?

Two of the most crucial phases in developing a successful program are establishing the school's
VMGO. When done correctly, they provide a school with clarity and direction. A muddled vision or
mission can contribute to ongoing conflicts and a school that struggles to set priorities.

The VMGO statements serve as a focal point for bringing everyone on board with the school and
ensuring that everyone is working toward the same goal. This improves the organization's efficiency and
production.

Knowing about Bohol Island State University's VMGO let me understand how reliable and efficient
it is for students. The school demonstrates how much they value their learning system and want to
demonstrate to students that they provide a higher-quality education. They want to demonstrate that
they are one of the top universities in Bohol and the country.

2. What is Republic Act # 9163

Pursuant to Section 12 of Republic Act No.9163 otherwise known as the National Service
Training Program (NSTP) Act of 2001, the Commission on Higher Education ( CHED), Technical
Education and Skills Development Authority (TESDA), and Department of National Defense
( DND), in consultation with concerned government agencies, the Philippine Association of State
Universities and Colleges (PASUC), Coordinating Council of private Educational Associations of
the Philippines (COCOPEA), Non-Government Organizations ( NGOs) and recognized student
organizations hereby jointly issue, adopt, and promulgate the following implementing rules and
regulations to implement the provisions of the Act.

Rule 1 Guiding Principles

Section 1. Guiding Principle- While it is the prime duty of the government to serve and protect
its citizens, in turn it shall be the responsibility of all citizens to defend the security and promote
the general welfare of the state, and in fulfillment thereof, the government may require each
citizen to render personal military or civil case.

Section 2. Role of the Youth

a. In recognition of the vital role of the youth in nation-building, the State shall promote civic
consciousness among them and shall develop their physical, moral, spiritual, intellectual and
social well-being. It shall inculcate the ideals of patriotism, nationalism, and advance their
involement in public and civic affairs.

b. As the most valuable resource of the nation, they shall be motivated, trained, organized and
involved in military, literacy, civic welfare programs and other similar endeavors in the service of
the nation.

Section 3. As used in the implementing Rules and Regulations (IRR), the following terms shall
mean:

A. "National Service Training Program (NSTP)"- is a program aimed at enhancing civic

consciousness and defense preparedness in the youth by developing the ethics of service and
patriotism while undergoing training in any of its three (3) program components. Its various
components are specially designed to enhance the youth's active contribution to the general
welfare.

B. "Reserve Officers' Training Corps (ROTC)" -is a program institutionalized under Sections 38
and 39 of Republic Act No. 7077 designed to provide military training to tertiary level students in
order to motivate, train, organize and mobilize them for national defense preparedness.

C. "Literacy Training Service"- is a program designed to train students to become teachers of

literacy and numeracy skills to school children, out of school youth, and other segments of
society in need of their service.

D. "Civic Welfare Training Service"- refers to programs or activities contributory to the general
welfare and the betterment of life for the members of the community or the enhancement of its
facilities, especially those devoted to improving health, education, environment,
entrepreneurship, safety, recreation and morals of the citizenry.

E. "Program component"- refers to the service components of the NSTP as defined herein;

F. "Clustering"- refers to the grouping of students enrolled to different schools and taking up the
same NSTP component into one group under the management and supervision of a designated
school;

G. "Cross Enrollment"- refer to a system of enrollment where a student is officially enrolled in an

academic program of an origin school but is allowed to enroll in the NSTP component of another
accepting school;

H. "Non-Government Organization" (NGO) - refer to any private organization duly accredited by

CHED or recognized by TESDA; and

I. "Student Cadet" - refer to a student enrolled in the ROTC component.

3. Explain the different program components of NSTP related to its direction?

Male and female college students enrolled in any baccalaureate degree program or technical
vocational program at public or private educational institutions are required to complete one of three
program components over the course of two semesters under the NSTP Program. Students, on the other
hand, have the option of picking and choosing which curriculum components they choose to participate
in. The three components of the NSTP Program are:

 Civic Welfare Training Service (CWTS)

This program component is intended to give students with opportunities to participate in

activities that contribute to the general welfare and betterment of community members' lives,
particularly those that are meant to strengthen social welfare services.

 Literacy Training Service (LTS)

This program component teaches students how to teach literacy and numeracy to
schoolchildren and out-of-school youngsters. The goal is to keep learning through peer-to-peer
contact.

 Reserve Officers' Training Corps (ROTC)

This program component aims to provide students with military education and training in
order to prepare them for national defense. This is also a chance for young people to get a glimpse of
military life and be inspired to join.

Graduates of the ROTC program join the Citizen Armed Force, while graduates of the
LTS and CWTS programs join the National Service Reserve Corps (NSRC), which is overseen by the
Department of Defense, the Commission on Higher Education, and the Technical Education and Skills
Development Authority.
