1. BASIC FUNCTION:
Performs maintenance programmes and periodic surveys of buildings, roads and all civil structure,
foundations and installations. Carries out engineering design and specifications of civil structure and
installations for the existing plants as well as the small to medium size projects. Troubleshoots chronic
problems, assists in failure analysis and raises recommendations to prolong life and enhance
reliability of civil structures and installations. Performs field supervision of the projects handled by the
department to ensure compliance with engineering standards and resolve discrepancies. Develops
tender technical documents and evaluates bids for award. Assists in preparation of refinery capital
budget and department five years plan, including making cost estimates, justifications, execution
schedule. Reviews, approves and follows up the excavation permits in all RRD areas.
2. WORK PERFORMED:
2.1 Performs the maintenance programme upkeep of the civil structure and installations, such as
equipment foundations, tank bases, buildings, roads, fence, steel structure, sewage/drainage
system etc.
2.2 Performs troubleshooting of chronic problems related to civil structure/installations, including
concrete rehabilitation and protective painting. Assists in the root cause analysis of
major/critical civil structure failures such as concrete foundations, tank settlement, Jetty slab
etc., or the repetitive failures of minor structure/installations.
2.3 Conducts periodic surveys of critical structures and installations to identify abnormal conditions,
settlement, material deterioration etc. and recommends remedial actions.
2.4 Performs periodic reviews of the preventive maintenance programme and recommends
enhancements where indicated.
2.5 Assists in material upgrade reviews for existing plants as well as the new projects in collaboration
with other disciplines within the plants.
2.6 Performs or assists, when directed, in the performance of periodic inspection audits of civil
structure and installations for plant reliability, economy and safety. Makes specific
recommendations to prolong life and enhance reliability.
2.7 Conducts periodic surveys for refinery concrete assets and buildings for the collection and input of
technical data to update the Concrete Assets Management System (CAMS) and Building
Assets Management System (BAMS), and develops relevant scope of work, technical
specifications and bills of quantities for future repair contracts as required.
2.8 Prepares detail engineering design, technical specifications, drawings, detailed scope of work, bill
of quantities, draws up tender documents, and floats the same of civil structure/installation for
plant modifications and capital/operating projects.

2.9 Prepares and conducts site visits for contractors of the new projects to be carried out by the
department including clarifying bidders enquiries, issues technical clarifications and relevant
tender bulletins in order to carry out bid technical evaluations and recommendation for award.
2.10 Participates in the preparation of department 5 years plan and refinery capital budget including
preparation of projects justifications, cost estimates, execution strategy and schedules for the
proposed Civil projects.
2.11 Reviews and approves excavation (Mechanical / Manual) works permit for contractors and
refinery departments, this includes site inspection, checking existing under ground drawings,
determines the required precautions to be implemented at site to ensure compliance with
company requirements and to avoid damages to existing facilities.
2.12 Reviews and Checks civil and architectural design, drawings and specifications prepared by
external consultants for capital projects handled by the department. Provides technical
instructions and guidance.
2.13 Assists in the preparation of the SOR (Statement of Requirements) and the definition of design
criteria, scope and relevant technical details and update drawings of capital projects to be
handled by the Engineering & Projects Division.
2.14 Participates with plants in the development of appropriate procedures for the commissioning
and subsequent operation of major projects.
2.15 Prepares civil structure/installation and minor architectural standards as part of Engineering &
Projects Division Engineering Standards in coordination with other Civil Engineers. Updates
these documents periodically as necessary.
2.16 Maintains contact with consultants and equipment vendors as well as reviews technical
magazines for new technologies that can be adapted within Engineering & Projects Division for
enhanced reliability, economy or safety.
2.17 Reviews, comments and approval of contractors’ submittals and project close out documents
(close out report, QA/QC documents, etc).
2.18 Supervises and manages civil projects carried out by outside contractors to ensure that works
are executed in accordance with company’s standards, specifications and safety requirements
2.19 Reviews and verifies contractors invoices for progress payments and other dues and ensures
compliance with work executed and terms of contract, makes necessary corrections and
submits to supervisor for endorsement and payment processing. Prepares “exception to
completion” list and verifies with concerned Departments. Initiates preliminary and final
acceptance certificates.
2.20 Assists in preparing training programmes for national employees undergoing on-the-job training
by identifying specific training needs. Provides training, guidance and counselling to trainees,
developees and other subordinates with a clear objective of career development.
2.21 Carries out other similar or related duties, as assigned. Includes participation in negotiation of
contractors’ proposals, variation orders and claims, preparing all relevant documents and forms
and submitting to supervisor for endorsement and further processing, participating in Refinery’s
task forces formed to coordinate activities of major grass roots projects executed through
Engineering & Projects Division, assisting in the preparation of the capital budget for the plant,
etc.

3. WORK CONTACTS
Frequent contacts with various personnel up to Department Manager within the Ruwais
Refinery Division and up to Section Head level in Engineering & Projects Division,
Procurement and Contract Division, Budget & cost Control Departments and with consultants,
contractors and vendors to discuss and coordinate work requirements.
4. INDEPENDENCE OF OPERATION:
Reports to Engineering Development Section Head. Works according to established policies,
procedures and professional standards. Work accomplishments are subject to review and
direction.
5. SUPERVISORY RESPONSIBILITY:
Provides technical information, instruction and guidance to external consultants, vendors and
contractors. Provides functional supervision to Design Draughtsman and Records Clerk.

8. MINIMUM REQUIREMENTS:
8.1 Bachelor Degree in Civil Engineering.
5 years’ experience in plant Civil Engineering and Maintenance, preferably in an
