1 SCOPE

This method statement is made to enumerate the procedure in the erection / relocation of
isolation fence as per the project specifications and also to ensure safety procedures
involved in the execution of the activity, according to the requirements of Project name,
Location.

2 REFERENCES

The latest project specification and the site safety procedures shall be used as references
and is part of this method statement in the execution of the work.

PIP CVS02100 - Site Preparation, Excavation and Backfill Specification.

SAES-M-006 - Saudi Aramco Security and General Purpose Fencing
SAES-O-100 - General Requirements Safety and Security
SAES-O-105 - Gates in Perimeter fencing

3 GENERAL

3.1 No work is to start prior to a complete safety clearance and work permits to
proceed being issued by Client / Owner safety. Prior to relocation work, all
related safety requirements in excavations shall be secured by the
supervisor responsible for the section of works and inspected by Client
Safety Manager / Supervisor

3.2 All excavation will be done manually using hand tools. Power tools shall be
used only if a hard stratum is encountered and conventional tools are
ineffective. Only the necessary holes for fence posts and brace posts shall
be excavated.

3.3 The fence posts shall be in accordance to Standard Owner drawing AC-
036680.

3.4 All utilities and lines shall be properly identified and appropriate parties
shall be notified before beginning any digging or cleanup work.

3.5 If unsuitable or unstable ground is encountered, work shall stop until the
KCC / client Site Manager has inspected the excavation and reported to
Owner.

3.6 Wire fabric shall be attached to posts as per Standard Drawing AA-036678.
Entry Gates, Barbed wire and concrete barriers shall be installed as per
IFC Drawings.

5 DUTIES AND RESPONSIBILITIES

5.1 Site Manager

Site Manager shall be responsible to provide his site teams with appropriate
resources to ensure that works are done in accordance with the project safety and
quality standards.

5.2 Construction Manager

He is the responsible for the multitude of tasks. He shall review the project activities
in depth and to manage the construction schedule in an effective and efficient
manner. He is the responsible person to lead the construction crew as per project
requirements.

5.3 Civil / Building Superintendent

Civil / Building Superintendent shall be responsible for the over-all direction,

monitoring coordination and control of all the activities related to the Fencing works.
He shall be responsible to encourage the workforce for safe and productive working
culture. He shall be dealing with site supervisor teams for implementing work in
correct procedure at site.

5.4 Surveyor

He is the trained professional in understanding and interpreting drawings, data and

survey measurements. He is authorized to assess drawing plans with a view to
ensure that they are compliant with site regulations. He is also responsible to
prepare survey reports.

5.5 Civil Supervisor

The Civil Supervisor shall be directly involved in the supervision, planning and
execution of all activities. He shall be responsible for the preparation of work plan
prior to commencement of work. .

5.7 QA/QC Manager

The QA/QC Manager shall be responsible to ensure that all works are in accordance
with the approved drawings and specification requirements and as well as
implementation of quality control procedure. He is responsible to review / prepare
ITP and Method Statements.

5.8 QA/QC Supervisor / Inspector

The QA/QC Supervisor / Inspector shall be responsible for the necessary inspections
and testing to be carried during the activities.

5.9 Work Permit Coordinator

Work Permit Coordinator shall be the authorized person for all the work permit
related activities and he shall be the responsible channel for Client. He shall be the
responsible person for guiding and granting work permit for all site activities. He
should ensure that all safety precautions are followed and maintain at work. Any
deviation will mean temporary stoppage of work until all safety requirements are met.

5.10 Foreman

The Foreman shall be responsible in his own discipline for the direct execution of the
fence erection/relocation activities according to the plan. He shall directly control and
give instruction to the working personnel. He shall also ensure that works are
performed with proper tools/equipment, PPE’s and good housekeeping around the
working area.

5.11 HSE Manager / Supervisor

HSE Manager / Supervisor shall review each activity based on JHA for the activity,
submitted along with work permit for approval prior to the work. He shall ensure that
safe working plan and work permits submitted to Client safety department must be
implemented and observed during the concerned activity.

7 WORK PROCEDURE

7.1 Survey

7.1.1 Verify the detail of the area to be isolated according to the latest
construction drawing before the start of the work. Conduct a survey
and mark the location and the limits of the area to be covered.

7.1.2 The perimeter of the area will be properly marked with visible survey
markers to define limits.

7.2 Fence Installation Procedure

7.2.1 Set up barricade and signboards around the area to prevent

unwanted personnel from the work area.

7.2.2 When heavy equipment such as loaders and trucks are in use, a
trained flagman wearing reflectorized vest shall be assigned to direct
the traffic at the place of work and closely monitor the status of work.

7.2.3 Fence posts will be pre-cast as per Owner Standard Drawing

AC-036680.

7.2.4 Excavations for fence post shall be spaced not more than 3m with
brace posts on all corners and 90m O.C. of linear fence conforming
to Owner Drawing AB-036677 type V fence.

7.2.5 All pre-cast fence posts and brace posts shall be backfilled and
compacted to meet or exceed existing soil density.

7.2.6 Wire fabric shall be tied to posts with bar bands for gate openings
and tie wire on post @ 350 mm centres.

7.2.7 Entry/Exit gates shall be provided as per Issued for Construction

Drawings or giving nearest access to roadways and emergency
services.

7.2.8 There shall always be a safe access way for entry and exit of
manpower and materials and assign trained flagmen to look out,
direct traffic, and give signal to operators and drivers.

7.2.9 QA/QC Inspectors shall conduct inspections for each stage of the
process to confirm that the proper standards are being kept and that
work conforms to Owner Standards.

7.3 Relocation of Fence

.
7.3.1 Clear the area along the fence line for safe working operations.

7.3.2 Shift the existing concrete barriers / barricades by crane to the new
fence location as per the attached drawing.

7.3.3 Excavate the soil stratum for fence posts and bracing posts in the
given new location.

7.3.4 Dismantle the existing fence and components carefully.

7.3.5 Use necessary lifting equipment for removal of existing fence posts
and place it in the new location. After removal of the existing posts
backfill the pits.

7.3.6 Check for Survey and alignment in the new fence location.

7.3.7 Backfill the fence posts and make necessary compaction.

Excavation and Backfilling shall be according to Saudi Aramco
Engineering Standards, SAES–A-114

7.3.8 There shall always be a safe access way for entry and exit of manpower
and trained flagmen shall be assigned to look out, direct traffic and give
signal to operators and drivers.

8 INSPECTION

The QC Inspectors of Subcontractor, Client and the OWNER representatives shall carry out
the necessary tests of fencing work and generate the RFI maintain the record as per the
approved Inspection and Test Plan, Latest Drawings, International Standards, Project
Specification and this Method statement.

9 SAFETY ACTION PLAN

9.1 Subcontractor safety supervisor shall carry out the safety site inspections to ensure
that safety requirements laid out in the safe work plan are followed during and after
the Fencing works. Safety Manager / Supervisor shall review the Safety Action Plan
and secure Work Permit if necessary prior to start of any activities.

9.2 Equipment, tools and materials inspection.

9.3 All equipment for fencing works shall have to be inspected by Subcontractor Safety
Manager / Supervisor prior to forwarding to Client safety department inspection prior
to use at site to ensure their safe worthiness at work.

9.4 Permit to work (PTW) document is properly mentioned with enough description and
shall be submitted to Client for approval before executing.

9.5 According to the nature of the work Job Hazard Analysis (JHA) shall be used and
filled everyday together with tool box meeting and shall be attached to the PTW and
be available in PTW Box.

9.6 Enough working spaces will be provided and the enter/exit access. Proper
barricading and safety signboards, emergency equipment introduced. Designated
safety person shall monitor and act throughout the whole work activity.

9.7 During fence erection and relocation procedure, first the area shall be under safety
work area for the whole duration of the activity. All the precautionary measures shall
be taken considering the probability of emergency. In hospitalization cases,
ambulance will be provided.

9.8 Emergency exit point, assembly area, emergency evacuation plan and emergency
numbers shall be posted on the boards at site.
