Findings:
These (5) sub owners have failed to comply on the municipal health protocols
requirements as follows.
No wearing of facemask and face shield.
No hand washing station / alcohol station at the entrance.
No sanitizing or disinfecting of gears, tables, and other equipments.
Over maximum capacity per table occupied.
Lack of relevant on-site signage bearing about covid 19 precautionary
measure / reminder.
No strict compliance of physical distancing measures.

No work arrangement developed that will reduce the number of people
inside the premises.
No implemented infection prevention and control measures, hygiene
promotion, environmental cleaning, disinfection, and other public health
safety measure.
Observed the presence of vendors within beach premises and people had
brought their own food and drinks as well.
Conclusion:
The DILG team A contact tracers together with the Minglanilla MITCOM personnel in
Coordination with barangay officials headed by the Barangay Captain had observed that
the Sherlock Beach has neglected to comply the municipal health protocols as mandated
in the Executive Order No. 31. In this connection, we recommend a spot-check visit by
the next team contact tracers for further observation and monitoring.

Implemented ticketing upon entry to maintain the 50% capacity requirement
however it wasn’t followed strictly
Staffs are wearing face shield and face masks were observed (Some)

There are signage bearing Covid-19 precautionary measures reminders
Brgy. Officials were visible during the visit
Conclusion:
The DILG team D, contact tracers, together with the Minglanilla Tourism Officers in
coordination with barangay officials headed by the Barangay Captain had observed that
the Sherlock Beach has neglected to comply the municipal health protocols as mandated
in the Executive Order No. 31. In this connection, we recommend a spot-check visit
during weekdays by the next team for further observation and monitoring.

Some visitors were drinking alcoholic beverages
The beach was overcrowded
No social distancing
Some did not wear face masks and face shields
There are multiple entrances thus, unable to monitor people entering the
premises

No ticketing upon entry thus, unable to control beach-goers entering the
premises (Implemented based on the meeting we had with the Brgy. Officials,
Tourism Officers, and cottages owners)
Conclusion:
The DILG team B, contact tracers, together with the Minglanilla Tourism Officers in
coordination with barangay officials headed by the Barangay Captain had observed that
the Sherlock Beach has neglected to comply the municipal health protocols as mandated
in the Executive Order No. 31. There were two barangay volunteers and tanods, but still
the people/ visitors were uncontrollable and difficult to deal with. In this connection, we
recommend sending a warning letter to the owners.
