operations as described in Section 31 03 33 - Removal of Water from
Excavation.
d. Provide specific information on how the plan is to be implemented.

1.04 OPERATIONS

A. General:
1. Reservoir release rates vary throughout the year. Release rates are dependent on
irrigation flow requirements, salmon flow augmentation, and power production
requirements are based on normal inflows and flood runoff from the upstream
upper Snake River Basin, initial water levels of upstream reservoirs, and flood
control requirements of the upstream reservoirs. The historic recorded reservoir
release rates have ranged from 500 cubic feet per second (cfs) to 43,000 cfs.
However, larger flows are possible during a flood.
2. A flood frequency analysis is contained in the “Minidoka Dam Raise Feasibility
Study - Updated Flood Frequency Analysis,” Minidoka Dam, Idaho, Flood
Hydrology and Emergency Management Group (86-68250), Technical Service
Center, U.S. Bureau of Reclamation, Denver, Colorado, May 2009; see
Appendix B - Flood Frequency Analysis.
3. The Government assumes no responsibility for deductions, interpretations, or
conclusions made by the Contractor based on information made available by the
Government, in accordance with the clause at FAR 52.236-3 “Site Investigations
and Conditions Affecting the Work.”
4. Typical operations:
a. From October to March, normal operations are to pass inflows into the
reservoir though the powerplant, up to powerplant’s capacities, any
additional flows are passed through the overflow spillways. Total flows
generally vary from 500 to 11,000 cfs depending upon the normal and
flood runoff from the upstream upper Snake Basin, initial water levels of
upstream reservoirs, and flood control requirements of the upstream
reservoirs. The reservoir water surface is lowered to elevation 4240 feet
in late October, and is maintained at or below this level until mid March
or early April.

1.04 SUBMITTALS

A. Submit the following in accordance with Section 01 33 00 - Submittals:


1. RSN 01 74 10-1, Hazardous Waste Management Plan; if it is anticipated that
hazardous wastes may be generated or temporarily stored on site. Plan shall
identify the procedures employed to comply with 40 CFR 262 Standards
Applicable to Generators of Hazardous Waste including procedures for the
treatment, temporary storage, and disposal of hazardous wastes.
2. RSN 01 74 10-2, Test Results on Unknown Wastes.
3. RSN 01 74 10-3, Selected Treatment Storage and Disposal Facility for
Hazardous Waste.
4. RSN 01 74 10-4, Hazardous Waste Manifest; for approval and signature.
5. RSN 01 74 10-5, Signed Returned Hazardous Waste Manifest.

1.05 QUALIFICATIONS

1.06 REGULATORY REQUIREMENTS

A. Comply with Federal, State, and local laws and regulations and guidelines of 40 CFR
243.

B. Comply with RSHS.

C. Conform to most stringent requirement in cases of conflict between specifications,


regulatory requirements, and RSHS.

1.07 PROJECT CONDITIONS

A. Report waste materials discovered at jobsite to COR.


1. Cease work in areas where waste may be hazardous until waste materials are
investigated by the Government.
2. If waste is hazardous, the COR may order delays in time of performance or
changes in work, or both.
3. If such delays or changes are ordered, an equitable adjustment will be made in the
contract in accordance with applicable clauses of the contract.

PART 2 PRODUCTS

PART 3 EXECUTION

3.01 PROGRESS CLEANING

A. Keep work and storage areas free from accumulations of waste materials and rubbish.

3.02 FINAL CLEANUP

A. Remove temporary plant facilities, buildings, concrete footings and slabs, rubbish,
unused materials, concrete forms, and other similar materials which are not part of
permanent work.

B. Remove materials resulting from the demolition of existing facilities which are not part
of permanent work except as noted herein,

C. In accordance with Section 02 40 00 - Salvage, the referenced materials will not have to
be removed.

D. The concrete piers between existing overflow spillway stations 0+00 to 13+68 may be
disposed of in the reservoir area between the existing and new overflow spillway crests

3.03 SOLID WASTE DISPOSAL

A. Combustible, solid, construction or demolition waste materials: Dispose by removal


from jobsite except as provided in Section 31 11 00 - Clearing and Grubbing.

B. Dispose of solid waste materials that are not recycled at appropriately permitted disposal
facilities.

C. Recycle waste materials whenever possible.

D. Noncombustible, solid, construction or demolition waste: Dispose by removal from


jobsite.

E. Disposal by removal:
1. Dispose of waste materials at a permitted landfill. Make arrangements with
owner for use of landfill and pay required fees.

F. Do not burn or bury waste materials.

3.04 HAZARDOUS WASTE DISPOSAL

A. Dispose by removal from jobsite.

B. Recycle hazardous waste whenever possible.

C. Provide a hazardous waste manifest for approval and signature.

D. Transport hazardous waste in accordance with 40 CFR 263.

E. Dispose of waste materials known or found to be hazardous at a treatment or


disposal facility approved by the Reclamation Hazardous Materials Coordinator or
designee.

F. Ensure land disposal of hazardous waste is in accordance with 40 CFR 268.

G. Provide a returned signed original hazardous waste manifest following acceptance


of waste at the designated facility.

1.06 REGULATORY REQUIREMENTS

A. Should the Contractor elect not to recycle the equipment with coatings containing heavy
metals as scrap metal, a hazardous waste determination would need to be made to
determine proper solid waste disposal. Solid waste debris is subject to Federal, State,
local, requirements. The most stringent regulation shall apply. Interpretations of
regulations contained in this section do not relieve the Contractor from compliance with
the regulations.

1.07 SAFETY AND HEALTH REGULATIONS

A. Comply with USBR RSHS.

B. Comply with 29 CFR 1926.

C. Limit employee exposure to lead and other airborne contaminants in accordance with 29
CFR 1926.55 and 29 CFR 1926.62.

A. Existing equipment has coatings which contain lead and possibly other heavy metals.

B. Perform localized coatings removal using methods approved by a certified


industrial hygienist if cutting, grinding, or torching is required for the dismantling
and removal of equipment.

C. Recycle equipment with coatings containing heavy metals through an authorized scrap
metal recycler for metal content recovery. If Contractor chooses not to recycle this
waste, then the Contractor shall conduct a hazardous waste determination by collecting a
representative sample of the equipment with coatings containing heavy metals to be
disposed. Once the hazardous waste determination is complete, dispose of the waste
(equipment with coatings containing heavy metals) in accordance with applicable
Federal, State and local regulations and the requirements of Section 01 74 10 -
Cleaning.
