INTERNSHIP REPORT

Pakistan Civil Aviation Authority

Respected Sir,

I am very grateful to Civil Aviation Authority for providing me the opportunity to gain
valuable experience by working with great aviation professionals and service providers. My
joining date was 07-09-2020. On 16-10-2020, I completed my six weeks internship as per
summer internship program.

The overall experience was very good after completing my internship I gain valuable
knowledge about Civil Aviation and about the Aviation Industry as well.

CAA

Pakistan Civil Aviation Authority is a regulatory authority, which oversees and


all activities of civil aviation in Pakistan.

There are three columns of CAA which are as follows:

 Regulatory Body:
It includes all the Legal aspects of aviation and also policy making. In Pakistan Civil Aviation
Authority is responsible for all the activities that take place. Pakistan Civil Aviation oversees all
the Airports of Pakistan. CAA regulates all the aviation and commercial activities on airport and
earn revenue from airports.

 Airport Services:

Airport Services are provided by Pakistan Civil Aviation Authority. Landside areas include
parking lots, public transportation, Commercial shops, Airside areas include all areas accessible
to aircraft, including runways, taxiways and aprons.

 Air Navigation:

Depending on the specific mandate an Air Navigation Service Provider (ANSP) provides one or
more of the services to airspace users; Air Traffic Management (ATM) Communications,
navigation and surveillance systems

There are 42 total airports in Pakistan in which 4 airports are major; Lahore Airport (AIIAP),
Karachi Airport (JIAP), Islamabad Airport (BBAIP) Peshawar Airport

Internship at CAA:

There were six weeks internship approval from HQCAA at Lahore airport. I was assigned to six
different departments of CAA per week. The Departments are as follows:

 Commercial
 Human Resource Management
 ATC/ATS
 SQMS (Safety and Quality Management System)
 Commercial and Cargo
Report on Commercial Department Working

It was a quite interesting and exciting experience for me in the first week of internship in
commercial department.

Knowledge I gain in Commercial Department?

Commercial Department in Civil Aviation is basically working to generate business, regulate


policies and procedures of working for commercial projects, mega commercial projects and semi
commercial projects on airports

Types of Concessions

Commercial Projects includes restaurants, shops, medical pharmacies, banks etc,

Semi Commercial Projects includes airlines offices, Flying Clubs/Schools, Hangars, Aircraft
Manufacturing Industry, Repair and Maintenance etc

Mega Commercial Projects includes Shopping Centers, Greater Malls, and Theme Parks etc

Basically, there are two types of grants to those who willing to run their business on airports

 License (short term 5 years)


 Lease (30 years or more)

License

Commercial Projects License

License is for a short period of time such as 5 years. Monthly License Fee is charged from
licensee. There is a 10 % increase in rent fee after every year. Grant through auctions/tenders.
Mobilization Period is allowed

In Case of Semi Commercial Projects Allotment is done. Rate is charged on per foot square
basis and monthly license rent fee is charged

Lease

Lease is usually for longer period of time such as 30 years or more for commercial mega
commercial and aviation projects
Projects should be completed within the given period of time given by Civil Aviation

There is a 100 % increase in rent fee after every 2nd period of 10th year

In case if any licensee or lease fails to Follow implements policies procedures regulate by Civil
Aviation.

Civil Aviation has the right to dismiss that company that business running on airport and
immediately take over the property

Matters of Airlines

Matters of Airlines are also under observation of Civil Aviation commercial department.
Regulation of policies and procedure for them to run on airports is also imposed By Civil
Aviation. Their outstanding dues how to operate are also under observation.

In the end It was quite interesting experience for me. I gain professional knowledge also from
deputy director of Commercial Department Sir Waqar.

Human Resource Management:

The activities that Human Resource Department carries out are Selection of Employees Training
& Development of Employees. Career & Performance Management, Rewards & Recognition,
Medical Treatment and Compensation & Benefits of employees.

The organization can only run effectively and efficiently if there is a right person for right job.
The human resource department is interlinked with departments of Civil Aviation.

HR Department Working

Basically, HR department is working on three different sections of employee’s management


Employees are the assets of any organization. In this prospect Civil Aviation Authority is
providing great facilities to their employees including their salary packages, their medical
treatment facilities medical Allowances in salary packages, leaves allowed for the year, Pensions
after retirement, Extension of Education Plan etc.

The three different sections of HR department of Civil Aviation Authority consist of


 HR Department Personal
 HR Department Medical Section
 HR General Section

HR Department Personal

HR department Personal working focuses on personal matters of employees working in


different departments of Civil Aviation Authority such as grant of leave, extension in education
plan, Retirement plan, Their pensions after retirement. Every type of personal matters of
employees in Civil Aviation Authority is deal under HR department personal working.

 Compensation & Benefits:

It is further divide in to sub branches as follow: -

i. Compensation
It deals with all types of allowances which are being given to CAA employees.

ii. Benefits
It deals with the different types of benefits which are extended to employees on joining
the organization as well as on their promotion.

iii. Welfare
It deals with the welfare of employees with the aim to provide maximum facilities to the
employees in order to improve their working condition, provide social security and raise
their standards of living.

iv. Pension
It deals with all type of pension cases of all employees of CAA.

HR Department Medical Section

HR department medical section deals with all the medical matters of employees of Civil Aviation
Authority. As Civil Authority is providing great medical facilities to its employees. Medical
Section deals with all the medical approved record of the employees.

Civil Aviation Authority provides medical allowances to its employees in monthly salary
packages. Medical Treatment is free if an employee goes into a Civil Aviation Medical
Approved Panel then Their bills are adjusted against their Medical allowances in their monthly
salary package.
If any employee goes without slip initially, he/ she will have to pay for his medical treatment
him/herself then by providing approved medical bills he she can claim her medical treatment
amount from civil aviation. Amount adjusts against medical allowances.

Any amount exceeding employees’ medical allowances will totally be beard by Civil Aviation

i. Employee Medical Services


It deals with the medical services which are provided to CAA employees. It also looks
after the CAA Panel hospitals, consultants, laboratories, etc.

ii. Emergency Medical Services


It deals with the Emergency Assistance / First Aid Treatment which is provided to
passengers and other stake holders at M.I Room located at Airports.

iii. Operational Medical Services


It monitors the health conditions of confectionaries which are working at the airport a

HR General Working

HR general department working focuses on general matters of people outside organization


as well posting every personal record of employees of Civil Aviation Authority to Head Quarters
Karachi

General Matters Includes Internship matters etc. Diary Dispatch work in general focuses on
letters/applications of employees in out procedures

Organizational Structure:
After the formation of HR Directorate, the structure of HR has undergone improvements several
times with the aim of achieving performance excellence. The current set up of HR is as follows:-
ATC Department Working

The most exciting and wonderful experience I ever had was in ATC department of Civil
Aviation Authority of Pakistan. All the staff of ATC is fully competent punctual and friendly
also. They have the required necessary knowledge of performing their duties

Aeronautical Publications:

The aeronautical information consists of all the aeronautical information that is required for the
pilots and all the important respective persons. The information consists of aeronautical charts,
aeronautical information publications and preflight information bulletins etc.

Pre-Flight Information Unit (PFIU)

In Pre-Flight Information unit the Flight Information Officer is responsible for giving the
authorization permission to airlines, private flying clubs to fly. They Check every necessary
detail provided in the flight plan and then they give permission to them. More ever they also
responsible to provide all the necessary information to ATC Control Tower, Area Control
Centers regarding the upcoming flight.

Flight Plan

Flight Plan usually contains all the necessary details of a flight regarding its departure,
destination all the points that a flight has to follow on its way, what type of aircraft, what is the
alternative destination, what is the time a flight can fly regarding fuel. ICAO standard flight plan
is followed. It’s a Very good thing regarding flight procedures etc.

Necessary details that should be checked on an FPL is as follows:

 Aircraft Identification
 Flight Rules
 Type of Aircraft
 Departure Aerodrome and Time
 Speed, Flight level and Route
 Other Information
 Destination Aerodrome
 Endurance
 NOTAMs (Notice to Airmen):

There are three types of NOTAMs:

 NOTAM Alpha (A)


 NOTAM Bravo (B)
 NOTAM Charlie (C)
NOTAMs that need to be send to international are NOTAM alpha ,For Domestic NOTAM
Charlie is used and NOTAM Bravo is used for border countries like India and China

Knowledge gain through Civil Aviation Employees

The Knowledge gain through civil aviation competent employees was also outstanding. Apart
from the flight plan knowledge they provide every kind of aviation related information to us.
They also provide knowledge regarding job opportunities regarding ATC, selection criteria of
Civil Aviation Authority

Visit to ATC Control Tower, Area Control Center and Apron Area (Airfield)
ATC Control Tower

ATC control Tower is something very exciting. The Controllers in the Control tower provide us
a good decent knowledge regarding the procedures of air traffic controllers and duties. Basically,
Air Traffic Controller is responsible for the landings and takeoffs of a flight which is the most
crucial and sensitive part of a flight where the chances of accident incident are very high usually
Civil Aviation Authority trained its controllers in a way that they can handle every kind of
problem in a most efficient way keeping the safety a priority. This is the way to do it

Area Control Center

Basically, Pakistan Airspace is divided into three regions Lahore FIR, Karachi FIR,
Islamabad FIR. Area Control Center working is tough also. Employees are given
responsibility regarding their specific area check points; they have to see the traffic and manage
them accordingly in their respective area accordingly. More ever there is also a senior radar
officer regarding who has to see all the traffic in different respective control areas

Apron
A place where the aircrafts park. during our visit it was very interesting to see different airlines
aircraft were parked and ground handling agencies were performing their tasks in order to keep
the turnaround time as low as as possible for the airlines so their flights are ready to fly at the
normal expected time

Runways

Allama Iqbal International Airport has two runways. During our visit one was operational ATC
told us the about the runway markings also and about the aircraft against the wind procedures in
landings and takeoffs of aircrafts

So over all it was a very exciting kind of experience in The ATC department

Cargo Department Working

Cargo

Air cargo is any property carried or to be carried in an aircraft. This posess a high potential risk
for deviations in quality of handling. CAA actively drives the development of ground handling
operations standards, best-practice processes and procedures and promotes consistency and
harmonization within Pakistan.

In order to improve the security of the supply chain, an increasing number of countries are
shaping legislation to require advance electronic submission of data on goods passing their
borders.

PIA Cargo:

For one week, we were deployed to PIA Cargo agency to further learn
the Cargo operations. PIA Cargo is an air freight division of Pakistan
International Airlines which commenced its freighter operations in
1974, with initial flights to the USA, Europe, and Hong Kong. Within a
short time-span.

Domestic (Incoming/Outgoing):

In domestic incoming or out going there is no need of clearance of custom. The Shipment needs
to be handed over to PIA Cargo Domestic Booking Office directly.. An Airway bill is of two
types according to the weight of the cargo. Domestic Airway Bill which applies after 5 kg and
Air Express which is applied for minimum weight i.e. from 1 kg to 5 kg. The rate of cargo is set
by PIA cargo rate standards and it is applied according to Dimension and the actual weight of the
cargo. The Dimension is found by following formula:

Dimension = Length * Width * Height


If the Dimension is larger than the actual weight, then the rate is applied according to whole
dimension and if actual weight is large but dimension is small, then weight will be considered.
There is an Airway bill and GST tax charges also applied along with the bill. The airway bill
contains 200 rs charges but except Newspaper i.e. Newspaper is exempted from taxes and airway
bill charges.

PIA will deliver it at the destination to the consignee designated by the shipper in the Airway
Bill. However, goods that are prohibited due to the regulations of the country will be declined
acceptance.

Exports Int’l (Dispatch):

The shipper uses IATA certified cargo agents or they bring cargo themselves with the fulfillment
of the rules given by airline. Cargo agents brings the cargo with GD (Goods Declaration) and all
packing and labelling according to standards and the airline agents checks its relevant documents
and airway bill for clearance then send it to customs for further vetting and clearance.

In security check, the cargo go through the scanner where security staff observe carefully for
strictly prohibited items. After the scanning done successfully, the cargo is then go to further
process

Imports:

Imports1 are foreign goods and services that residents of a country buy. Residents include
businesses and the government. Imports are those good which comes in the country. Different
agencies such as Gerry ,Royal Airports Services and Shaheen Airport services performs different
activities of imports

Dangerous Good

Those goods that cause threat to life property and equipment are dangerous [Link] are
assigned to one of the following 9 classes according to the most predominant hazards they
pose in transport. Explosives, Gases, Flammable Liquids, Flammable solids; substances liable to
spontaneous combustion; substances which, in contact with water, emit flammable gases
Oxidizing substances and organic peroxides, Toxic and Infectious substances Radioactive
material Corrosive substances Miscellaneous dangerous substances and articles, including
environmentally hazardous substances

In warehouse there is separate compartment for the dangerous goods and its necessary the person
who handles DGs must complete the course of DGs and it has validity.

SQMS Department Working

The SQMS department performs all the safety and risk management activities for the aviation
industry of Pakistan In the first phase CAA intends to subscribe four major international
management system standards. The SQMS department currently working in Civil Aviation make
sure that all the activities in Pakistan take place safely.

Roles of SQMS

SQMS primarily focuses on sustainable development, continual improvement of Integrated


Management System (IMS) of the organization which includes ICAO’s Aviation SMS (Safety
Management System), Security Management system, QMS (Quality Management System – ISO
9001:2008), EMS (Environmental Management System – ISO 14001:2004), OHSMS
(Occupational Health & Safety Management System) and Information Technology Security
Management System 27001:2005. The compliance with ICAO SMS requirements and
acquisition of international standards are planned with the philosophy of integrating.

 Disaster Risk Reduction (DRR) implementation Committee on behalf of CAA


 ECO (Energy Conservation Organization) : Alternate Energy & Energy Conservation
 To oversee Employee Suggestions System and Voluntary Hazard Reporting System
 CAA Business Plan
 Clean Drinking water facility
 Waste Management System
 Celebrating Earth Day, Earth Hour, World Environment Day, World Quality Day
 Conducting Safety / HSE Workshops
 Disability friendly initiatives
 IMS portal management

Other Necessary Information

Departure Procedures

All International departing passengers are required to check the validity of passport and ticket
information prior to the departure. Also passengers are required to check the information on
security, immigration and customs from the airport website prior to the departure.
