A. Description:
ESSENTIAL INFORMATION ABOUT PHIL-IRI
The Philippine Informal Reading Inventory (PHIL-IRI) was created to provide
classroom teachers a tool for measuring and describing reading performance. It is
an assessment tool composed of graded passages designed to determine a
student’s reading level. It is important to note the PHIL-IRI only provides an
approximation of the learner’s abilities and may be used in combination with
other reliable tools of assessment.

F. RATIONALE:
The development of PHIL-IRI is one of the initiatives put in place in support of
the Every Child a Reader Program (ECARP). Before teachers can design and
provide and provide appropriate reading instruction to their student’s current
reading levels and abilities. This diagnostic tool determines how children read
and embrace inclusionary principles that specify the need for education that is
learner-oriented, responsive and culturally sensitive. The Phil-IRI is one of the
diagnostic tools that teachers can use to determines students’ abilities and
needs in reading.
G. OBJECTIVES
The Re-orientation of Phil-IRI and EGRA tools aim to:
a. Upgrade teacher’s knowledge/strategies in conducting/determining the reading
levels of the pupils
b. Help teachers find specific intervention to improve the reading level of the
learners
c. Identify particular pupils who may need more assistance in performing reading
tasks.
H. EXPECTED OUTPUT
At the end of this re-orientation of Phil-IRI and EGRA tools, the participants are
able to:
1. Familiarize the different tools to be used in conducting the Phil-IRI and EGRA
2. Conduct Group Screening Test (GST) to determine whether the students are
reading at, above, or below their grade levels
3. Administer the Phil-IRI and EGRA pretest within the first month of the school
year while the post test is to be conducted by January within the current year.
