MANAGEMENT OF DC SUPPLY SYSTEM FAILURE
1.0 INTRODUCTION
The DC supply system within a Power Station is of paramount importance and
its failure could lead to catastrophic consequences due to protection system
and vital control system being rendered inoperative.
The Station DC supply system is designed with the intention of minimising the
risk of such failure. The entire protection philosophy is based on the
assumption that DC failures, is an unlikely event.
However, despite care taken while engineering the DC system, Unit DC
failures have occurred on many occasions. In all these cases, the shutdown
procedures adopted and/or the corrective action taken after an incidental
Unit trip, were found to be inadequate to ensure safety of the plant, resulting
in considerable down time being experienced for inspections and/or
damage/repair.
2.0 SUPERSEDED DOCUMENTS

3.0 SCOPE
This directive is intended to highlight the possibility of DC supply failure and
it requires that stations should prepare action plans to deal with this
situation as it arises. Such action plans must safeguard personnel and
maintain the integrity of the plant.

5.0 DIRECTIVE
5.1 Each station shall identify all the possible situations which may lead to non-
availability of DC supply, including:
i) Emergency DC auxiliaries of the Unit.
ii) Control/Protection System of the Unit.
iii) Switchyard DC supply for Substation Automation System (SAS),
protection and control systems.
iv) DC supply system for Uninterrupted Power Supply (UPS).
v) Off-site installations' DC system.
vi) DC supply for Power Line Carrier Communication (PLCC).
vii) DC supply for DG set
viii) DC supply earth fault monitoring and rectification system.
5.2 Each station shall identify clearly the implications of the non-
availability/failure of the DC supplies, referred to in 5.1. The consequences
shall be critically examined in each of the above cases and formally
documented in a location Management Instruction.
5.3 The feasibility and methodology of re-establishing the DC supply in each of
the above cases under the existing schemes shall be clearly defined, with the
identification of conditions, if any, under which the reestablishment of the
DC supply is not feasible.
5.4 Where re-establishment of DC supply is not feasible, the method of ensuring
safe isolation and shut down of the plant shall be established.

5.5 Identify the means of providing suitable alternative DC supply from other
sources, these being directed to the critical items of the unit. The areas
where such additional facilities are required shall be identified and listed.
5.6 All stations shall produce Local Management Instruction (LMI) for the areas
covering all the above aspects.
6.0 IMPLEMENTATION
The Head of Station shall be responsible for compliance of the station
specific document thus prepared.
6.1 Formal training shall be given to relevant staff on regular basis and recorded.
The LMI shall identify individual responsibilities for effectiveness of training
and the maintenance of adequate records.
6.2 Emergency exercises will be carried out periodically and shall be supervised
by the Head of Operation. Such exercises shall be carried out at least once in
six months and record shall be maintained.
7.0 REVIEW
The Executive Director, Operation Services, will be responsible for reviewing
this Operation Directive every two years or as necessary.
