2. 2019 was the year when it seemed that all the


efforts were coming to fruition, with a
renewed purpose, strengthened partnerships,
a healthy harvest, but it was also a year of a
sudden farewell to a well-respected leader….

4. Seal of Good Local Governance
(SGLG)
5. Twenty-one (21) LGUs of Region 8 were (grfx in PPT + Pics: SGLG)
conferred with the 2019 Seal of Good Local
Governance, a 200 percent increase from the 2019 SGLG Winners from Region 8

7. With the latest FDP version 2, it is expected (grfx in PPT + Pics: FDP)
that accountability and transparency in LGU
operations is further strengthened with
validation, confirmation and approval of
uploaded documents being done at different
levels aiding the accuracy of posted
documents.
8. Newly-Elected Officials Program
(NEO)
Program
9. In line with the implementation of the (Pics: NEO)
Program for Newly-Elected Officials (NEO),
the DILG Regional Office VIII conducted the
Orientation for Re-Elected Mayors –
Reinvigorating for the Next Challenge in Cebu
City. The orientation aimed to enhance the
competencies of newly-elected officials in
leading and managing the local governments
in promoting peace, resilience, and inclusive
communities. Meanwhile, newly-minted
officials participated in a program
spearheaded by the Local Government
Academy.
The program for NEO does not only
give priority to the local chief executives but
also recognizes the critical role of the
Sanggunian in local governance. Orientation
Courses for Local Legislators were likewise
conducted by DILG provincial offices.
10. Lupong Tagapamayapa
Incentives Awards (LTIA)
11. This year, ten lupons in the Region vied for (grfx in PPT + Pics: LTIA
the top spot of the Lupong Tagapamayapa
Incentives Awards.
The Regional Finalists were visited by
members of the Regional Assessment Team
(RAC) to verify documents, interview lupons
and gather special practices of the lupons
that can be replicated by other lupons in the
Region.
After a thorough review and conduct of onsite
validation, the following lupons were
submitted to the National Awards Committee
as National Finalists:

12. SEAL OF GOOD LOCAL
GOVERNANCE FOR THE
BARANGAY (SGLGB)
13. The SGLGB is an award and incentive (grfx in PPT + Pics: SGLGB)
program for performing barangay
governments in the areas of Peace and Order,
Financial Administration, Disaster
Preparedness, Social Protection, Business-
Friendliness and Competitiveness and
Environmental Management.
As of November 22, 2019, fifty-one (58)
barangays in Region 8 passed the initial
assessment of the Regional Assessment Team.

SUPPORT TO LOCAL
GOVERNANCE PROGRAM (SLGP)

Most interventions provided in


relation to SLGP was on strengthening of CSO
engagement in LGUs. The Technical Extension Pics: SLGP
Services Program (TEX) provided technical
assistance to the LGUs at all levels of the
Region in ensuring the participation of the
Civil Society Organizations (CSOs) in the Local
Special Bodies (LSBs) reiterating LDC
Functionality wherein the Region was also
recognized for its performance during the
Visayas and Mindanao Cluster - DevLIVE Post
Assessment workshop in Cebu City for having
the most improved LDC Functionality and
Data Banking re CSO Profiling.

Provinces, cities and municipalities


held CSO Conferences, CSO accreditation and Local Special Bodies
reorganization of Local Special Bodies (LSBs).
The CSOs representation in Local Special
Bodies will enable them to be actively
involved in the local development planning
echoing their various issues and endeavors.

An opportunity was given for regular Dagyaw


citizens to clarify issues and raise concerns
through direct interfacing with senior
government officials from different national
government agencies during the roll-out of
the Dagyaw: Open Government and
Participatory Governance Regional Town Hall
Meeting. Nineteen (19) agencies set up their
booths outside the venue for the “one-stop-
shop” event showcasing their projects and
programs to the participants.
23. Citizen Satisfaction Index
System (CSIS)
24. The Region hosted the Training of Local Pics: CSIS
Resource Institutes on the 2019 Citizen
Satisfaction Index System (CSIS)
Mainstreaming- Visayas Cluster. The 2-day
training provided the key LRI personnel to:
a) be capacitated on fieldwork procedures,
data processing and project management of
the CSIS;
b) dry run the CSIS protocols;
c) establish specific timelines of the projects
and other arrangements as their guide for
implementation; and
d) address specific concerns that may be
anticipated in fieldwork.

In terms of accomplishment, all target LGUs


(Leyte2x, Jaro, St. Bernard, Liloan and Sulat)
were able to conduct the CSIS survey, come-
up with the CSIS Report and have conducted
the CSIS Utilization Conference
25. Local Legislative Award

26. DILG Regional Office 08 in partnership with Pics: LLA


the Philippine Councilors’ League-Eastern
Visayas C33ouncil (PCL-EVC) and in GRFX:
coordination with the Department of
Agriculture (DA), Department of Budget and
Management (DBM), and Leyte Chamber of LLA Regional Awardees:
Commerce and Industry (LCCI) successfully HUC Category: Tacloban City
concluded the 2018 LLA through a Regional ICC Category: Ormoc City
Awards Ceremony. The award recognizes the Component Cities Category:
exemplary performance of municipalities and Baybay City
cities for legislating measures that help build 1st to 3rd Class Municipalities
the foundation of meaningful local legislation Category: Basey, Samar
and development 4th to 6th Class Municipalities

Samar
27. Comprehensive Development
Plan Formulation
28. The office sustained its efforts to continue its (grfx in PPT + Pics: CDP)
advocacy in the crafting of Comprehensive
Development Plans in accordance with the
different policies issued.

Onsite technical assistance was also


provided to different target localities which
has resulted to the increase of LGUs with CDP.
Hereunder is the latest status report on CDP
Formulation (as of 3rd QTR):

To check whether the CDP formulated is


in accordance with the parameters set as
specified DILG MC 2018-172, the Provincial
Governments in coordination with our field
operating units have reviewed the CDPs of
their covered LGUs. One hundred fifteen
(115) CDPs were reviewed and feedbacks
were provided to the concerned LGUs.

29. Communication efforts seek to change Federalism and Constitutional


behaviour, thus the office conducted Reform
orientations and linked up with advocacy
groups to help increase understanding of
federalism among the media, the youth and
the academe, among all sectors.

Midway through 2019 the office shifted to


introducing constitutional reform while the
Bayanihan Draft is still under review.

Thus it doubled up its efforts to hold


Provincial Roadshows on CORE, starting with
the Showcase Roadshow in Ormoc City on
November 4-6.

Each Provincial Roadshow attended by


thousands consisted of the Town Hall Meeting
and Media Briefing, CORE Talk with Students,
and the Convention Rally. This served as an
avenue for Mayor Richard Gomez of Ormoc
City to answer the call to become one of the
Champions for the new advocacy of Disiplina
Muna, or pushing for change within oneself
while advocating for changes in our system,
all for the betterment of our country.

Region 8 was among the few regions to


conduct the Citizens Awareness Assessment
Tool. It likewise held the CSO Coalition
Building and Speakers’ Bureau Training to
broaden its scope of partners for the advocacy
campaign.

To follow within this month is the conduct of


the Advocacy Campaign Orientation for the SK
Federation and Liga ng mga Barangay
Officials and the Regional Youth Congress, all
with the goal of orienting and involving the
youth in relevant current events and the state
of our nation, coupling it with friendly
contests like essay writing, extemporaneous,
poster-making, and short-film making.

PEACEFUL, ORDERLY AND SAFE LGUs

Peace and Order Council (POC)
and ELCAC
32. Pics: POC
LGUs conducted periodic quarterly
meetings with DILG field officers providing -POC
secretariat services to these meetings. -BRGY SUMMIT
During her last RPOC Meeting, former
RPOC Chairperson and Governor of the
Province of Sharee Ann T. Tan acknowledged
the invaluable support of the Council in
promoting peace and order and public safety
in the region
The Peace and Order Council also
conducted the POC Audit. The Regional Peace
and Order Council 0f Eastern Visayas
garnered a score of 64.60%, highest score for
the Visayas Island, fifth in the whole country
in the RPOC level. All local POCs in the Region
were subjected to the POC Audit except for
the Municipality of San Jose de Buan.
Barangay officials from the different
municipalities in the provinces of Biliran,
Leyte, Southern Leyte and Samar were
gathered in a Barangay Summit on Peace
and Order. They
were informed of the programs and projects
and activities of the government, focusing on
the priorities of the present administration
and the various advocacy campaigns. They
were also made aware of their roles of
barangays on prevention of illegal drugs,
campaign against criminality, campaign
against corruption, and prevention of violent
extremism. Further, the fundamental of
federalism; duties and functions of barangay
officials and understanding the CPP, NPA, and
NDF were also discussed during the summit

33. END LOCAL COMMUNIST


ARMED CONFLICT
34. Series of planning workshops were Pics: ELCAC
conducted as part of the efforts to
institutionalize a whole-of-nation approach
for the attainment of inclusive and
sustainable peace.
In a Provincial Action Planning
Workshop on Building Sustainable Peace
Towards a Peaceful, Inclusive, Just and
Equitable Development, each province was
made to review their provincial peace and
prosperity roadmap and the strategies to end
insurgency. Other major activities on ELCAC
are:
 Creation of the Regional Task Force-
ELCAC
 Planning Workshop on Mainstreaming
ELCAC in the Updated Regional
Development Plan 2017-2022
 Training on Retooled Community
Support Program (RCSP)
 Formulation of a Regional Plan

35. Anti-Drug Abuse Councils


(ADACs)
36. In Region 8, a total of 44 LGUs were Pics: ADACs
declared to have High Functionality ADACs, a
1000% increase from last year’s 4 LGUs. A
total of 17 LGUs were declared to have Low
Functionality ADACs, a 75% decrease from
last year’s 68 LGUs. These results highlight
the positive effect of the audit to the
functionality of the LGUs and consequently, to
the drug-affectation of the region.
The Roll-out of ADAC Functionality
Monitoring System (FMS) capacitated the
LGUs by providing a systematic and paper-
less records-keeping and data-management.
In contrast to previous years, the audit
process, has become easier in terms of
transfer of data and accessibility, as the LGUs
don’t need to send the hard copies of their
documents to DILG.
37. People’s Law enforement Board
(PLEB)
38. To strengthen the implementation of the Pics: PLEB
PLEB Program, DILG Regional Office 8
conducted the Regional Skills Enhancement
for PLEBs: Appreciation of Evidence and
Decision & Resolution Writing. The purpose
of the training was to provide advance and
additional knowledge to PLEB members in
handling cases, crafting decisions and
resolutions and to orient, capacitate and
increase the level of technical know-how of
People’s Law Enforcement Board members in
rendering Resolutions and Decisions.
Onsite Assessment and Evaluation on
PLEBs Online Database System (PODS) was
conducted by the PLEB Program Management
Office (PMO) Region VIII in selected
municipalities to gather feedbacks concerning
the PLEBs firsthand experience in PODS
website navigation and its process. The
generated inputs will be used in enhancing
the online database system as well as
strengthen the existing implementation
policies and protocols.

39. Enhanced Comprehensive Local


Integration Program (E-CLIP)
40. As of November 8, 2019, 18 former rebels (grfx in PPT)
(FRs) in the region were provided financial
assistance amounting to Php 1,288,500.00

41. SOCIALLY-PROTECTIVE LGUs

42. Infrastructure Projects

43. The Department of the Interior and Local (grfx in PPT + Pics: Infrastructure)
Government (DILG), in its duty to further
strengthen the capability of local government
units, has been implementing Locally Funded
Projects (LFPs) all over the country. These
efforts lead the way for better delivery of
basic services to foster the growth of small
communities, municipalities, cities, provinces
and the nation, in a larger scale.

LFPs vary in types which include provision of


basic services, accessibility, and disaster
response – all aimed for the overall welfare of
the communities. Among the projects are
Assistance to Municipalities (AM), Bottom-Up
Budgeting (BuB), Conditional Matching Grant
Program (CMGP), Payapa at Masaganang
Pamayanan (PAMANA), Sagana at Ligtas na
Tubig sa Lahat (SALINTUBIG) and
Performance Challenge Fund (PCF). Over the
years, these developments have served
Filipinos all over the country.

For 2019, 439 projects were completed or


3,611 of the 3,816 active subprojects.

Assistance to Municipalities has the most


number of accomplished projects with 117
followed by Assistance to Disadvantaged
Municipalities (ADM) finishing 74 projects,
Salintubig with 68, Bottom-Up-Budgeting, 65,
and Recovery Assistance on Yolanda (RAY)
completing 57 projects, among others.

The increase in physical and financial


accomplishment can be attributed to the
consistent monitoring, project-site inspection,
punch listing, validation activity, consultative
meetings and constant follow-up to Municipal
Local Government Operations Officers
(MLGOOs) and other LGU counterparts by
PDMU Engineers and staff.

44. BUSINESS-FRIENDLY AND


COMPETITIVE LGUs
45. For year 2019, the Regional Office 08 have (Pics: Business-Friendly)
succeeded in capacitating LGUs to enhance
their systems and procedures to conform
with Republic Act No. 11032 otherwise
known as the Ease of Doing Business and
Efficient Government Service Delivery Act of
2018.
Hereunder are the list of trainings
spearheaded by this level, viz:

Clearance in LGU Permitting Processes
 Training-workshop on Rationalization
of Fees and Charges
As an offshoot of the eBPLS training, a
launching activity will take place this
December 13 in the municipality of Javier.
The municipality of Burauen has
oriented all LGU officials on Regulatory
Simplification for Local Governments just two
weeks after the conduct of the RS4LG activity
(November 6-8, 2019).
Moreover, the aforementioned
activities together with the assistance of other
National Government Agencies have
contributed to the improvement of the results
of the 2019 Cities and Municipalities
Competitiveness Index Survey of the different
LGUs in the region.
46. ENVIRONMENT-PROTECTIVE, CLIMATE CHANGE ADAPTIVE AND
DISASTER RESILIENT LGUs

47. A Provincial Roll-out of the Enhanced Pics: DRR


Listo Manual was conducted in all provinces.
It is expected that the Local Chief Executives
(LCE) will be more guided in handling
different situations during typhoons.

Communities also engaged in disaster


drills to improve disaster response.

Families were given orientation on


disaster preparedness and Listong Pamilya
with the assistance of the LDRRMOs, BFP
Personnel and in coordination with the
DSWD.

49. About 1,300 seedlings were planted by an estimated


600 volunteers led by the Kapisanan ng mga
Brodkaster ng Pilipinas (KBP) and the Department of
the Interior and Local Government (DILG) in the
2019 Oplan BroadcasTreeing Project held on
September 28, 2019 in Barangay 98, Camansihay,
Tacloban City.
The level and quality of involvement of participants
was an improvement from the previous years,
remarked Forester Jennifer Lamoste of the
Community Environment and Natural Resources
Office (CENRO) in Palo, Leyte.

“The activity this year was participated by more
sectors and many closely followed the instructions
on how to plant the seedlings properly.

The seedlings consisted of 1,000 Yakal, Bayok and


Bunglas varieties from DENR Regional Office, 200
similar hardwood seedlings from CENRO Palo and
100 Pili seedlings from Department of Agriculture
Regional Office.

A similar Oplan Broadcastreeing activity was


held in Southern Leyte on the same date
which was led by KBP, DILG, DENR, media,
schools, and other agencies.

STRENGTHENED INTERNAL ORGANIZATIONAL CAPACITY
51. DILG personnel across the region have Pics: Internal Organization +
participated in various capability building (grfx in PPT)
activities to enhance their skills and
competencies, thus improving the service
delivery to the clientele.
Regional/City/Provincial Offices convened
through periodic team conferences to provide
updates and discuss on strategies relative to
the successful implementation of program
and projects. Planning Conferences were
likewise conducted at the regional down to
the provincial and city offices to align the
regional deliverables and targets with that of
the national level.

Promotional appointments of various


positions were made during the year.

53. INNOVATIONS
CIVIL SOCIETY AND MEDIA
DILG-8 Regional Director Artemio B Caneja TOUR
tapped the CSO and Media Tour to advocate
with the media to push for good governance.

In joining the CSO and Media Tour in


Northern Samar in August, RD Caneja called
on the media and civil society to act as
watchdogs for transparency and
accountability in government finances.

Meanwhile Mayor Timoteo Capoquian whose


town of Gamay was one of 3 LGUs in Northern
Samar to earn SGLG, was on hand to support
RD Caneja on the efficacy of SGLG as a
standard for good governance. Gamay was
among the LGUs visited by RD Caneja.

In 2019 DILG visited all 6 provinces as part of


its CSO and media tour of locally funded
projects which started in 2017.

The tours seek to promote transparency and


accountability in LGUs as well as to bring
greater awareness and appreciation of DILG
projects among media, civil society and
residents.

Since then, the tours themselves and


DILG projects have been the subject of
positive radio, TV, print and web stories.
Participants were able to witness LGU
officials profusely thank DILG for its help,
with some LGU officials relaying their
preference that other slow-moving projects
be turned over to the Department.

“The evacuation center is a big help as


it also serves as a training center and earns
income for the municipality as an auditorium
and venue for social functions,” said Silago
Mayor Pacita Almine. Silago has the biggest
evacuation center in Southern Leyte, able to
house 1,150 persons. It has toilets, PWD,
breastfeeding room, clinic and washing area,
and able to withstand a Magnitude 8
earthquake or 250 kilometer per hour strong
winds.
54. While the office was poised to close a ARD Bajet
successful year, it received a sad news in the
demise of its revered OIC Assistant Regional
Director, Valente “Nonoi” Bajet on October 24,
2019. Known for being humble and low key
despite his teeming talent and brilliant ideas,
ARD Nonoi will be terribly missed not just in
Eastern Visayas but throughout the
organization.

After entering DILG in 1988 and topping the


34th Batch LGOO II Induction Training, ARD
Bajet rose through the ranks, becoming an
MLGOO, CLGOO of Calbayog, Provincial
Director of Northern Samar, attaining Career
Service Eligibility, and in 2018, becoming the
OIC Assistant Regional Director.

His contributions in enhancing convergence


through the ELCAC and the MSAC among
others, as well as the good example he set
forth among those he met, will be fondly
remembered.
(PAUSE A WHILE)
55. The year 2019 was a successful but
bittersweet one for DILG Region 8. It initiated
buy-in among stakeholders on Executive
Order 70, increased the number of passers of
SGLG, maintained its winning streak in the
LTIA, recognized the best Sanggunians, raised
LGU capacity on disaster management,
business friendliness, peace and order, and
equitability in services, among others.

It looks up to the year 2020 with hope of


building upon its gains, learning and applying
its lessons, and harnessing the help of its
partners to elicit positive change among the
LGUs of Region 8.

As always, it will depend on its highly trained,


credible, and competent technical staff in the
regional, provincial and field offices to serve
as the catalyst for excellence on local
governance, in order to improve the quality of
life of residents in the communities, wherever
they may be.
