Request for restoration of recognition withdrawn from Teacher Education Institutions of
Odisha
Ref: Letter No.3230 dtd.27.04.2021 of Director, TE and SCERT, Odisha addressed to the
Chairman, ERC, NCTE
Sir,
With reference to the subject cited above, this is for your kind information that recognition
of 15 (fifteen) Teacher Education Institutions of Odisha was withdrawn during the academic
session 2020-21 on the ground of having less number of faculties than required. In the
meantime, w.e.f 01.06.2021, all the Teacher Education Institutions of Odisha have been
transferred to the administrative control of Higher Education Department from School and Mass
Education Department, Before such transfer, on 09.03.2021, the Higher Education Department
had submitted its requisition to Odisha Public Services Commission for recruitment of 385
numbers of Assistant Professors for TEls on emergency basis (Annexure-1). Though OPSC has
already taken up the recruitment process, itis getting delayed due to the pandemic.
Sir, as you must be aware, Odisha is the only state which has only the Government
Teacher Training Institutions to cater to the needs of trained teachers for elementary, secondary
and higher secondary stages. Private TEIs are not allowed in Odisha, Due to withdrawal of
recognition of these Government TEIs by the NCTE, it has become impossible to meet the
demand of the State for trained teachers.
In this context, therefore, NCTE is requested to kindly accord necessary approval on the
following:
1. The State Government of Odisha may be allowed to engage required number of Guest
Faculties, having essential qualification, in all these TEs till regular recruitment is made
session 2021-22,
by OPSC and start the courses from the current academ
2. Considering the shortfall in faculty positions, the 15 Teacher Education Institutions,
whose recognition has been withdrawn, may be allowed to run the normal courses with
reduced intake number of students vis-a-vis the sanctioned strength of faculties; as shown
in Annexure-II.NCTE is, therefore,
incerely requested to kindly revoke the withdrawal of recognition in
order to enable Government of Odisha start [Link], and [Link]. programmes in the TEls from the
current academic session i.e. 2021-22.
