STANDARD PROCESS OF SELECTION FOR NATIONAL MEDIA CONVENTION DELEGATES

This Policy was formulated by SocComm Nova so that those who will be joining the future National Media
Conventions are truly deserving and also prepared for the tasks ahead. This is also to avoid any
controversies surrounding the selection of delegates in the diocesan and parish levels.

A BRIEF HISTORY OF THE NATIONAL MEDIA CONVENTION

What is National Media Convention (NMC)?


NMC is a gathering of Media Practitioners and Social Media Communicators from different parishes
all over the country and giving them opportunities to bring themselves up to speed in the field of Social
Communications and to build synergy among the difference Dioceses. It is one of the many responses of
the Philippine Church to improve and fine tune the Church Media; to better cater to the spiritual needs of
the flock. 1
Nominated Delegates from the Diocese of Novaliches will be chosen using the procedures stated in
this policy. Traditionally, the Diocese sends 3 delegates.

I. TYPES OF DELEGATES
A. Chosen
B. Parish
C. Organization/Transparochial

II. SELECTION PROCESS FOR CHOSEN DELEGATES


There are 2 ways for a member of the SocComm Nova to be a “Chosen Delegate” for the
NMC.
A. Merit System – the highest number of points earned for the year
1. He/she should be an active member of their Parish Social Communications and
Media Ministry
2. Beginning on the Media Camp of the current year, active members of the ministry
will be given 1 point for the following:
2a. Attendance to CGTS as scheduled (SCT, NFP, PPS, etc)
2b. Every time they are able to cover AND deliver during Diocesan Events as an
Official SocComm Nova Coverage Team (ex. Chrism Mass, BEC Big Day, Ordinations,
Press Conferences, etc.)
2c. Every time they are able to perform an OJT for HF911 program aired on
Radyo Veritas 846 (applicable to Media Camp Year 2 graduates)
3. Active members of the ministry will be given 2 points for the following:
3a. Every time they are able to cover AND OR deliver during and for DioNova’s
Special Project/s (C5-NLEX Updates, as talent for Radyo Veritas Radio Drama
Lenten Special)
3b. Every time they are able to attend special events outside the Diocese as an
Official SocComm Nova Coverage Team (ex. PressCon for the Cause for
Beatification and Canonization of Darwin Ramos in the Diocese of Cubao)

Those who have earned the highest points will nominate them to be Chosen
Delegates. For them to increase their ranking, additional coverages will also be
credited . The accumulated points is 50% of the selection process for the Top 3.

B. Screening Committees
The period from June to July will be the Panel Interview & Community Survey of the
nominated Chosen Delegates. There will be a set of panel of judges taken from among
those who previously attended the NMC and members of the SocComm Nova Core
Group.

1. Special Committee - composed of former NMC Delegates (should have been able to
attend at least 2 conventions); however, this does not automatically make them
members of this committee, they will receive an invitation to be part of this
particular committee by the SocComm Nova Lay Coordinator and if they accept the
invitation. The special committee will be in charge of the following:
2. Panel Interview – a schedule will be set for one with the Chosen Delegates. However,
if there is conflict in terms of schedules, the panel can schedule an interview which
will be recorded so that members of the panel who cannot make it personally to the
interview can watch the video instead.
3. Writtem Exam – this follows after the Panel Interview
4. They will also distribute a Parish Survey. 2 copies of these will be distributed: one to
the Parish Priest in the parish where the Chosen Delegates is currently active, and
another one to the Chosen Delegates’ co-minister. This is for the panel to know more
about the Chosen Delegate through the point of view of their parish priest and fellow
SocCom ministers. It also serves as a background check for the Chosen Delegate.
5. The average score will be the basis on deciding who will be the Top 3 Chosen
Delegates.
6. The remaining 50% will come from the results of the screening process.

C. Chosen Delegates
After undergoing the selection process, those who rank highest will now be called
the Top 3 “Chosen Delegates” representing the Diocese of Novaliches/SocComm Nova in

the National Media Convention. They will be officially called and declared as such after:
c1. Garnering the highest score (combined points from the Merit System and
from the Special Screening Committee)
c2. Congratulatory/Official Letters will be sent to their respective parish priests
and/or PPC.

III. SELECTION PROCESS FOR PARISH DELEGATES


Parish Delegates are those selected by the Parish Priest among the Parish SocComm
Members; there is no minimum or maximum number of Parish delegates to be sent to the
NMC. Although they are Parish Delegates, they should also coordinate with the
SocCommNova Lay Coordinator.
A. Qualifications: they should have served at least 6 months as a Parish SocComm OR
has served more than 3 occassions on Diocesan Events
B. Should have attended the Media Camp
C. Parish Delegates are required to submit the following: a letter of endorsement by the

parish priest, and an appointment letter signed by the Parish Priest if he/she is a
Parish SocComm Head
D. It should be made clear that Parish Delegates are to be subsidized by the parish.

IV. SELECTION PROCESS FOR DELEGATES COMING FROM MANDATED GROUPS AND
TRANSPAROCHIAL ORGANIZATIONS
Delegates sent by a Mandated Organization or Transparochial Group (Fondacio, SFC, YFC,

and the like) are those selected by the heads/leaders of the organization or group
A. They are also required to submit the following: names of attendees and a letter of
endorsement by the head/president/coordinator and a certificate of Good Moral
Standing
B. It should be made clear that Organization Delegates are to be subsidized by the
group that wants them to attend NMC

V. DUTIES AND RESPONSIBILITIES OF A CHOSEN DELEGATE


A. To attend meetings and/or formations specifically for the Chosen Delegates to be
announced by the SocComm Nova Lay Coordinator
B. To continue their active service in their parishes and the Diocese
C. To prepare themselves not only with their skills and talents but to also prepare
themselves spiritually for the NMC.
D. After the NMC, they are required to attend a special meeting and report to the Lay
Coordinator on how they can specifically share their learnings to their Parishes
through their fellow media ministers and also how they can specifically “Give Back”
to the Diocese. These should be in writing.
E. Delegates are not to attend the NMC simply as attendees who want to learn, they
are also there to perform specific duties and deliver what is expected of them. They
will also serve as the “Coverage Team” of the diocese composed of the following:
Photographer/s, Social Media Specialists for FB, Pinterest, Twitter, YouTube and IG
accounts of the diocese, Videographer/s, Writer/s. This is the reason behind the
Merit System so that local coverages can also be used as a training ground for those
attending the NMC.

VI. DUTIES AND RESPONSIBILITIES OF A PARISH DELEGATE


A. To be able to cascade & apply the learnings from the NMC to their respective Parish
SocComMins
B. To answer an evaluation form after the NMC to be given by the SocComm Nova Lay
Coordinator and to attend meeting/s regarding this matter
VII. DUTIES AND RESPONSIBILITIES OF AN ORGANIZATION DELEGATE
A. To be able to cascade & apply the learnings from the NMC NMC to their respective
groups/organizations
B. To be able to help SocComm Nova whenever manpower is needed to cover events
within and/or outside the diocese
C. To answer an evaluation form after the NMC to be given by the SocComm Nova Lay
Coordinator and to attend meeting/s regarding this matter
VIII. REVOCATION OF A NMC DELEGATE
As members of a Church Ministry, they should be the example for all aspiring
nominees and also for their fellow media ministers in the parish. They should not only skilled
ministers but also show proper conduct while living out the teachings of Christ.

A. Chosen, Parish & Organization Delegates can be recalled from joining the NMC for the
following reasons:
1. When he/she himself/herself declares his/her withdrawal
2. When he/she fails to attend ___ required meetings (applicable to Parish &
Organization Delegates only)
2a. Exceptions: when the delegate is severely ill, or if he/she has a family
emergency
3. When he/she fails to attend ___ meetings/formations/seminars (applicable to the
Chosen Delegates only)
3a. Exceptions: when the delegate is severely ill, or if he/she has a family
emergency
4. When he/she is found and proven to have shown hostility and disobedience to
Priest/s, the Bishop, SocComm Nova Lay Coordinator, fellow ministers and to the
teachings of the Church. This could be:
4a. online - sharing of fake news, obscenities, liking and sharing links that support
teachings against the Church, bullying, swearing or giving out derogatory
remarks through their personal social media accounts, personal involvement
in any well-publicized scandals
4b. offline – face to face bullying, personally swearing or giving out derogatory
remarks to anyone, getting involved in groups that support teachings against
the Church or exercising beliefs of moral turpitude
5. However the NMC Delegate was pulled out from the list, a written report will be
given to his/her parish priest, organization president or transparochial head with a
personal visit from the SocComm Nova Lay Coordinator, if necessary
