Assessment of Existing Public Transport Operations

Example:

A. Normal Growth: Target Year: 2025 (n=5)

For each existing route by mode type: use the existing pax volume (see 4.2) per
section as the base year volume.

Forecast pax volume per section per directions using the average population
growth rate of the LGU, i.e.

Future Volume=Present∗(1+ r /100)n

Where r = average annual growth rate in %.

B. Generated Traffic for Target Year 2025

If there are new land uses to be fully operational during the target year, estimate
the volume of generated traffic (refer to training modules). This generated traffic
volume shall be assigned to the route sections adjacent to the location of the new
land use.

If the new land use development has a new location which is not covered by an
existing route, propose a new route linking the development to the nearest
existing route section. The estimated pax volume shall be considered as the pax
volume to be assigned to this new (or developmental route).

C. Total Pax Volume shall be estimated for all route sections per route per mode by
adding the normal growth of demand and the generated traffic (if there is any).

8.3 Required Number of Units per Route

(Present the methodology and results of calculating the required PT vehicle units by route and
type of service)
This actually refers to the proposed routes for the LGUs LPTRP. This consists of two sets of
route plans, to wit:

A. Route Plan to Address Current Route Deficiencies

1. Identify the routes based on the existing routes and make modifications as
needed, to address:

 current pax demand (represented by the pax volume estimates shown in


4.2)

 to conform to the functions of the roads which the route will be passing
through, i.e. for national roads, only jeepneys, UVs, buses shall be allowed
to operate. Where tricycles or habalhabals are currently operating, and the
demand calls for a higher capacity mode such as jeepney, such higher
capacity mode shall be recommended to replace the tricycles or habal-
habals. Tricycles shall be relegated to secondary roads as feeders.

2. A route shall consist of route ends (municipalities or cities) connected by a


series of road sections.
3. Based on the pax volumes for all route sections, determine the average one-
way daily passenger volume. Choose the design passenger volume from
among the section volumes taking into consideration 70% of the highest
section volume. This is PV in the estimate of the number of units.

These shall be determined for each mode type, i.e. bus, UV, jeepney, filcab,
