Assessment of Existing Public Transport Operations
4.1 Public Transport Performance
(Cite Coverage of PT Services; public transport operational characteristics such as travel time by
route frequency of service, operating hours)
Kindly use the table below for each mode of transportation:
1. Tricycle
Route Name Route Length No. of Actual No. of Ave. No. of
(km) Authorized Units Round Trips
Units per Day
1.
2.
3.
4.
5.
*NOTE: Discuss other components that are indicated in the evaluation sheet bu not presented on
the table above.
4.2 Passenger Demand Estimates
(Show public transport vehicle flows, passenger load profiles from past surveys/transport
studies)
Show passenger volume per route section per mode type, (in passengers/ day per direction).
Data source shall be mentioned, i.e. Boarding and Alighting Survey, License Plate
Survey etc.
Example (show sketch per route per mode)
Route Name: Brgy. A to Brgy. B:
Mode: Tricycle
Passenger Volume/Day (pax/day)
Note: For tricycles/habalhabal, data source shall be the tricycle/habalhabal operations survey
*Note: Include route maps in this chapter.
4.3 Traffic Impact Analysis in Critical Road Sections
a) Identify Critical Road Sections in your area and compute VCR per direction, as
shown below.
b) For each critical road section, show the following data:
Name of Road Section: _____________________________________________
Traffic Volume Count: Morning or Afternoon Peak
Hour (whichever is higher)
Directi Peak Hour Volume
on
Priva Jeepney/ UV Bu Deli Hea Motor Tric Ot To
te Filcab s/ very vy Cycle ycle her tal
Car Mi Van Truc
5
nib k
us
1
2
Convert Volume to pcu, using pcu factors:
Private Car: 1.0 Delivery Van: 2.0
Jeepney: 1.5 Heavy Truck: 3.0
UV: 1.5 Motorcycle: 0.5
Bus/Minibus: 2.5 Tricycle: 0.75
Find total volume in pcu per direction
Estimate road capacity per direction:
Undivided road (no median): Cap = 720 pcu/lane/hr
Divided road (with median): Cap = 900 pcu/lane/hr
Compute VCR per direction:
Volume∈ pcu/hr
VCR=
Capacity∈ pcu /hr
If VCR ≥ 0.85, road section is congested;
said road section needs capacity improvement
such as traffic management measures

Chapter 8
Proposed Routes and Specifications
8.1 Planning Considerations for Updated Route Structure
(Highlight the planning guidelines, standards and practices adopted for the route evaluation)
8.2 Demand Forecasts
(Present the demand forecasting approach, methodology and passenger demand estimates by
forecast years)
Example:
A. Normal Growth: Target Year: 2025 (n=5)
For each existing route by mode type: use the existing pax volume (see 4.2) per
section as the base year volume.
Forecast pax volume per section per directions using the average population
growth rate of the LGU, i.e.
Future Volume=Present∗(1+ r /100)n
Where r = average annual growth rate in %.
B. Generated Traffic for Target Year 2025
If there are new land uses to be fully operational during the target year, estimate
the volume of generated traffic (refer to training modules). This generated traffic
volume shall be assigned to the route sections adjacent to the location of the new
land use.
7
If the new land use development has a new location which is not covered by an
existing route, propose a new route linking the development to the nearest
existing route section. The estimated pax volume shall be considered as the pax
volume to be assigned to this new (or developmental route).
C. Total Pax Volume shall be estimated for all route sections per route per mode by
adding the normal growth of demand and the generated traffic (if there is any).
8.3 Required Number of Units per Route
(Present the methodology and results of calculating the required PT vehicle units by route and
type of service)
This actually refers to the proposed routes for the LGUs LPTRP. This consists of two sets of
route plans, to wit:
A. Route Plan to Address Current Route Deficiencies
1. Identify the routes based on the existing routes and make modifications as
needed, to address:
current pax demand (represented by the pax volume estimates shown in
4.2)
to conform to the functions of the roads which the route will be passing
through, i.e. for national roads, only jeepneys, UVs, buses shall be allowed
to operate. Where tricycles or habalhabals are currently operating, and the
demand calls for a higher capacity mode such as jeepney, such higher
capacity mode shall be recommended to replace the tricycles or habal-
habals. Tricycles shall be relegated to secondary roads as feeders.
2. A route shall consist of route ends (municipalities or cities) connected by a
series of road sections.
3. Based on the pax volumes for all route sections, determine the average one-
way daily passenger volume. Choose the design passenger volume from
among the section volumes taking into consideration 70% of the highest
section volume. This is PV in the estimate of the number of units.
These shall be determined for each mode type, i.e. bus, UV, jeepney, filcab,
4. The standard formula in computing the required number of units per route is:
Passenger Volume
Number of Units=
VLF∗ASC∗NRT
Where PV is design pax volume as explained above
VLF = 0.70 (assumed)
ASC (depends on the mode type)
Tricycle = 3
NRT should be computed as follows:
NOH
Number of Round Trips=
TAT
8
Where NOH = no. of hours in operation per day (say 15 to 17 hrs)
2( RL)
TAT =2 (TWT ) +
ATS
Where TWT is average terminal waiting time say,
1 hour for buses
0.5 hour for UV
0.33 hour for jeepney/filcab
RL is route length in kms.
ATS is 40 to 50 kph for buses
20 to 25 kph for jeepneys and filcabs
The recommended fleet size (FS) for franchising shall be:
NU
FS=
UR
Assume UR = 0.80 to 0.85
B. To Address Future Scenario
Same theory is applied. However, the PV to be used shall be the total forecast
(normal & generated traffic)
C. For Both Scenarios A & B:
Summarize the recommended routes, as follows:
a) List of Routes per mode type and corresponding FS per route per mode type
b) Plot the recommended routes on the road map of the LGU
