Guidelines for Circulation of Information through Science and Technology
Management Information System (STMIS)
1. Introduction
Serving its purpose to act as a network among the scientific community in Sri Lanka, STMIS facilitates the
circulation of important updates, such as scientific courses and events, grant calls and other career
opportunities, for the benefit of the registrants. In addition, STMIS provides a channel to the interested
parties, such as organizers of scientific events and academic course coordinators, to reach out to a group
of individuals who could be highly interested in the content disseminated through this system.
2. Types of information that can be circulated through STMIS
NSF shall be considering circulation of third party requests received under following categories,
• Grant calls from local and international bodies
• Career opportunities (scholarships, fellowship and vacancies)- local and foreign
• Free local scientific events
• Fee-levying local scientific events
• Overseas scientific events
• Fee-levying courses (Certificate, Diploma, Post-Graduate)
• Commercial promotions exclusively for STMIS registrants
3. Circulation types
Type of circulations which shall be considered according to the following guideline:
A. Free of charge circulations
Any event or information that does not provide any direct financial benefit (i.e. free-of-charge) to the
third party involved shall be circulated without any charge, through the STMIS to the registrants who
have opted in for such content

B. Circulations with a nominal fee
i. Any short period event (Workshops, Seminars, Conferences and Short Courses) or
information which have a direct financial benefit to the third party involved (i.e. having a
registration fee) shall be circulated through the STMIS with a nominal charge of Rs. 3000.00.
ii. Any long term course (Certificate, Diploma and Post Graduate Courses) which have a direct
financial benefit to the third party involved (i.e. having a course fee) shall be circulated
through the STMIS with a nominal charge of Rs. 5000.00.
4. Circulation Procedure
• The message should be limited to few sentences. A web link should be included in the message
which will direct the reader to the relevant web page for more information.
• The institution who wishes to circulate content through the STMIS should forward a formal request
through email, along with the content of the message to be circulated with all the relevant links,
attachments and contact details for follow-up activities, to the Director General, National Science
Foundation ([email protected]) with a copy to [email protected] at least 5 working days prior to the
expected date of circulation.
• Once the approval is received from the Director General of NSF for the content to be circulated, it
will be conveyed to the requested party. Then, it is expected to produce a proof of payment
(Cheque/receipt of payment) prior to the circulation.
5. Disclaimer
• Circulations will be done strictly based on the consent provided by each registrant for the categories
of information they would like to receive, based on their personal preference.
• The message is delivered to the e mail address specified by the STMIS registrant as their preferred e
mail.
• NSF or STMIS shall not hold the responsibility for the validity of the third-party content circulated.
• NSF holds the absolute authority to decide whether the requested information could be circulated
through the STMIS by evaluating potential relevance and benefit to the STMIS registrants and may
also request for amendments where necessary.
• Under no circumstance, NSF will disclose the contact details of the registrants to any third-party
commercial marketing entities.

6. Method of payment
The nominal charge specified above is payable by a cheque drawn in favour of National Science
Foundation or by paying in cash directly to the NSF.
