INTRODUCTION

Education is the most essential thing in one’s life. It is more than just learning from books. Acquiring

education forms strength, knowledge and character of the ICT students. Traditional way of learning is

attending school with other learners but ever since the global pandemic arise, our method began to

change. We adapt a new learning system because we must prevent virus from spreading. But this

pandemic should not hinder us from gaining knowledge. Because of this new normal including those

people that doesn’t have gadgets, and in the locations that has a weak signal, Philippines has a poor

internet connectivity that can cause interruption or can’t attend in the class. Even if it is difficult to study

by yourself , if you want to learn , you will make a way like what Thomas Jefferson said “ I find that the

harder I work, the more luck I seem to have”

Based on www.frontiersin.org COVID-19 has become a global health crisis. The government was

intended to deploy quarantine protocols and temporarily shut down some educational institutions. In the

Philippines more than a thousands of learners have been affected so they have to stay at home and need to

follow with the Philippine government’s quarantine measures. These policies include modified forms of

online learning that aim to facilitate student learning activities. Online learning might be in terms of

synchronous, real-time lectures and time-based outcomes assessments, or asynchronous delayed-time

activities, like pre-recorded video lectures and time-independent assessments.

As the Philippine’s Department of Education (DepEd) Secretary, Leonor Briones said that “Education

must continue even in times of crisis whether it may be a calamity, disaster, emergency, quarantine, or

even war” DepEd says to push through with August 24 2020 class opening

Through online petition based on the students said “access to the interrnet connection and learning

devices continued to be a privilege up to this day, placing those with poor internet access at a

disadvantage when it comes to online classes” 45% of the Filipino citizens and 74% of public schools do

not have the access to the internet (Jones, 2019)

The operation of the private basic education institutions in the country and around the world was severely
affected by the COVID-19 pandemic which began in December 2019. It became a worldwide health

crisis where everyone was literally affected regardless of social status. The world stopped and economy

collapsed as all businesses shutdown operations. For instance, most countries closed the schools, colleges

and universities to contain the spread of the virus. The crisis became a dilemma not only to the health

sectors but also to the education sectors. When the Philippine government ordered closures of all

educational institutions, the disruptions were sudden since classes were still running. At the height of

the pandemic, educational institutions came out with remote learning as an alternative solution. The

immediate action and strategy aims to mitigate the closure while continuously delivering quality

education.

The current educational situation in the Philippines seems depressing. From the latest data release by the

Department of Education as of July 2020, the initial enrolment is just a little over half of the 2019’s 27.7

million students. The decline in the number of enrolees is mainly attributed to financial factors and access

to internet. While the public school system struggles for the resources in the remote learning, the private

educational institutions face bigger threats of closure. In the DepEd data, only 866,935 registered in the

private schools, a decline from 4 million in 2019.

ICT students do assembling and disassembling computers step by step you can’t do it by just watching

your teacher or watching some youtube tutorials because it needs to do in personal. ICT students needs a

computer because some of the computer applications can’t be done using a phone. You can’t do

disassembling unless you have a computer and the parts of the phone is different to the computer. This

new way of learning has many outcomes, it may good or bad. This paper will analyzed the different

aspects in learning of the grade 11 ICT students under the new normal setting
