I.

Introduction

It's known that the Philippines has plenty of natural and human resources that offer great potential for economic growth and reduction of
the poverty rate. Construction results have, however, fallen short of potential over the past decades. The poor performance of public
institutions in providing people with services causes the imbalance, leading to a downward cycle of weak general services, a loss of
government confidence, and the citizen's reluctance to supply the government with sufficient resources. Hence, the main development
challenge is to reverse the trend to one of virtuous growth where increased government revenue translates into better quality service
and greater public confidence in the government. It only shows that infrastructure shares a big part in its buildout. Weak infrastructure
has been a large determinant of economic progress and to eradicating poverty in our country.

Our country still struggled to keep up with rapid population growth and urbanization despite having ease in access to water, sanitation,
electricity, and service levels. An appalling market environment; shortcomings in planning, coordination, and finances; and a decline in
the participation of the private sector in the provision of infrastructure are those factors that hinder the growth of infrastructure in the
country. It goes to show that the Philippines must achieve a steady rise in infrastructure investment and an increase in spending
efficiency to ease infrastructure constraints.

Besides, the path forward for sustainable infrastructure development also needs a comprehensive fiscal reform program, based on the
suggestions. Those are the pursuit of ongoing reforms in major sectors, especially electricity, roads, and water, to improve cost
recovery, competitiveness, institutional credibility, to reduce corruption sharply, and to improve the central planning oversight and
coordination. And also, through public-private partnerships, make a few targeted investments to resolve key bottlenecks and accomplish
fast gains in service delivery.

After President Rodrigo Roa Duterte had his oathtaking as the 16th President of the Republic of the Philippines on June 30, 2016, he
proposed his plans for the country, and one of those is the goal to usher the Golden Age of Infrastructure happen in his term. Lack of
infrastructure has been cited for a long time as the Philippine government's Achilles Hill, which is the issue expected to be resolved by
the Build, Build, Build Program, the centerpiece program of the Duterte administration.
