2. Main Purpose of the Job


The position holder assists in the effective management of grants to ensure development of grant
management systems, contract management, budgeting processes, mentoring & monitoring of
grantees, compliance and reporting. The position holder will ensure effective management of the
project grants by enhancing Sub Recipients (SRs) compliance with contractual stipulations and enforcing
procedures that assure transparency in the grants processes.

3. Principal Responsibilities
• Support management of the resources for grant component and ensure equitable distribution and
sub recipient compliance as per set guidelines;
• Receive and review monthly grant reports to assess compliance with relevant guidelines and
recommend any measures that may be appropriate for the success of the project;
• Assist in the preparation of contracts/agreements for the sub recipients and the follow up on
compliance.
• Assist in reviewing and finalizing budgets with the Sub recipients.
• In liaison with the Grants Officer, IT Manager and PIT, maintain and ensure appropriate updates to
the GMIS including data analysis, accuracy, periodic back up in liaison with Grants Officer and IT.
• Provide feedback to all the sub recipients and handle correspondences and matters in regard to
grant review in consultation with the Grants Officer and Project Manager.
• Provide frequent and regular updates on the grant scheme including a list of sub recipients who
meet basic criteria for disbursement, and fund status to Grants Officer / PIT to aid in decision making.
• Assist in the preparation and follow up on timely release of the grants funds for approved grants
including quarterly disbursement.
• Participate in assessing financial management capacities of the sub recipients
• Provide technical advice and capacity development to Sub recipients to plan, implement, monitor
and report on grants awarded in a manner consistent with assessed needs above.
• Track progress of individual sub recipient in collaboration with Grants Officer and PIT members
through onsite data verification visits (OSDV) and compile grants supervision reports.
• Assist in Coordinating internal and external audit and act on audit issues in collaboration with Grants
Officer, PIT and finance department.
• Support grants related operations research processes undertaken by the project.
• Handle correspondences and matters in regard to VAT exemption application in consultation with
the Grants Officer, administrative assistant and the Project Manager.
• Participate actively in PITs and GF Malaria Quarterly Review Meetings.
• Compile monthly and annual grant reports and maintain records;.
• Assist in preparation of bi-annual donor report.
• Participate in program and grant makers’ stakeholders’ forums.

4. Required Qualifications, skills and experience


a. Education and knowledge:
• Bachelor’s Degree in commerce or related field

• CPA (K) Finalist or equivalent.

b. Experience:
• At least Three (3) years relevant NGO experience in CSOs grant management.
• Understanding of community development issues;
• Experience in pre- funding assessment, contract design, compliance management, data
analysis, budget and report review for CSOs.
• Proven capacity building and mentoring for grass root Sub recipients.

c. Skills & Competences


• Proven skills in project management, documentation, monitoring and evaluation and
budget management.
• Excellent networking and relationship building to effectively collaborate with NGOs, GOK,
Sub recipients;
• Excellent computer skills including data base management.
• Good communicator with strong organizational, time management and analytical skills.
• Excellent inter-personal, cultural and diplomatic skills.
• Flexibility to adapt to changing requirements.
• Ability to juggle competing priorities, meet demanding deadlines and work under
pressure;
• Proactive
• High level of integrity and honesty
• Detailed oriented
• Team player
