Mathematics as tool : APPORTIONMENT
APPORTIONMENT
- is a method of dividing a whole into various parts.
- process originated in 1790 in the US congress.
- reason : is to establish or select a fairly number of
Representatives of each state based on state population
In the US congressional seat.
- It means that the numbers of representative is proportion
To the population size being represented
_ sometimes called equal proportion
- in the modern world, it expanded to economics, acctg, law
* THE HAMILTON PLAN
- early apportionment method
- Standard divisor ( D ) – the number of voters represented by
each representative
- Standard quota( Q ) – the whole part of the quotient when
the population of the sub-group is divided by the std. divisor.
Formula : Standard Divisor (D) =
total population
number of representative
¿−group population
Standard Quota (Q) =
standard divisor
Note: 1. Std. quota ,Q must be an integer. In case of decimal
Just drop the decimal value.
2. IF total std quota is not equal to given no. apportion,
Place an additional representative to the next sub –
Group with highest decimal value until completed.

*THE JEFFERSON PLAN Hamilton and Jefferson Plan to justify the answer.
- method introduced by Thomas Jefferson
Show solution.
- the method uses a modified standard divisor that arrives at
the correct or exact number of representative
- the modified std divisor uses an assume value (trial & error )
always smaller than the std. divisor. Regional Bed capacity
