Introduction
Planning and managing the resources in an organization is mandatory in this present-day
business environment. Different resources in the company must be identified and utilized by the
company management to enhance the visibility of different business outcomes. Managing mental
health supported housing project at Arden Healthcare is a new need, and being a senior manager
in the company, I have to come up with pertinent resources along with a comprehensive plan
[ CITATION Mom15 \l 1033 ].

Concepts of Resource Planning
The concept of resource planning is in the limelight in the modern business era. Resource
planning is a process of identifying, determining, and allocating pertinent resources to a
particular project or task to get expected outcomes several resources in the company are people,
material, and equipment’s. It seems imperative for the management of this healthcare company
to allocate the task to human or non-human resources to enhance the visibility of overall resource
efficiency[ CITATION Ale08 \l 1033 ]. The appropriate concept regarding resource planning is the
work break down structure, as it can helot the hospital management to break the Mental Health
Supported Housing project in several functions. It is a fact that the resource planning is
associated with several techniques or concepts. For Instance, by using pattern thinking, senior
managers, including me can use experience to refine or improve the process. On the hand, lateral
thinking is also visible as it drives creative and innovative thinking to drive project activities.
Another key concept is bottom-up estimating. People from the bottom-line of the company can
take part in the planning and decision-making process. Of course, based on the knowledge and
experience, a detailed or comprehensive schedule can be made. Resource planning is also linked
with cost management. Efficient resource planning can be justified in the healthcare institution
by increasing the time to be set on activities and reducing the cost[ CITATION Pie06 \l 1033 ].

Environment in which Health and Social Care Operate
Making resources available and free up for the new project is essential to get expected results. It
is possible by navigating the environment in which health and social care operate. For Instance,
it has been revealed that the healthcare environment has been changed due to technology
interventions, social awareness, and increasing healthcare issues. Thus, it seems vital to integrate
with modern technology as a key resource to improve the healthcare outcomes in the new
project. In the mental health supported housing project, the project management will be able to
provide accurate diagnoses and treatment to enhance outcomes for those who are struggling with
mental disease or illness. It justifies the outcome-based healthcare. As a consequence, people and
technology are two adequate resources, which are determined and available to move
forward[ CITATION Gar19 \l 1033 ].
Importance of Effective Planning
The importance of effective planning in resource management is visible. Being a senior manager,
I have to originate Mental Health Supported Housing, which includes mental health recovery,
maintenance of tendency, developing independent living skills, suitable accommodation,
bu8ldimng motivation, and enabling the full and active life in the local community. It can be
done by using adequate resources, as the hospital needs educated and well-trained staff and
physicians, medical technology, and incredible medicine inventory [ CITATION Gar19 \l 1033 ]. The
purpose of the project and resource planning is to improve the healthcare outcomes and
contribute to a healthy and sustainable society, especially for aging people. It can be done by
allocating resources and bringing efficiency, and being a senior manager at the healthcare
institution, I am quite up to it[ CITATION Nah01 \l 1033 ].
The systematic process of business planning
Allocating resources to meet service demand most appropriately is possible by driving the
systematic process of business planning. It can be said that an organization in the healthcare
industry have to evolve with the time to determine some key changes such as identification of
more finance, technology, people skills and many other. Thus, internally, the healthcare
organization has created a flexible structure, which helped to evolve with the time and manage

Along with the internal staff of employees of the company, community members will be playing
the role of volunteers. People will be giving donations and conducting country activities. The
role of the nonprofit sector is also visible, as it can help to generate funds.
Factors Affecting the Decision-Making, Resource Management & Budgeting Skills
Many factors may affect the decision-making process. For Instance, changing trends in the
healthcare environment government tax, patient awareness, financial, resources, technology
interventions, and increasing managerial cognitions. Several budgeting skills are to be mastered
by the management to drive financial resources effectively. Rethinking money, planning,
recording, and tracking transaction, and assessing spending are some key budgeting skills to
make the project successful.

Three different sources of funding
To run this project, there is a need for an adequate financial resource. Being a senior manager at
the healthcare institution, I have to come up with different funding resources. Being a prominent
stakeholder of the company, I must have to come up with some adequate sources, which can help
to generate enough capital. Three adequate funding sources are bootstrapping equity funding and
debt funding. For Instance, in bootstrapping, the owner of Arden Healthcare Ltd can use personal
savings or loans from banks to start this project. The initial cost of the mental health supported
project is moderate, as the management can start with limited services. Consequently, borrowing
from someone or using personal savings is a good idea to take this initiative [ CITATION Bor16 \l
1033 ]. The second type of funding source is equity funding. Trading the stake in the company is
a good idea to enhance capital infusion. Using current financial resources of Arden Healthcare
Ltd is the best option to reduce the startup risks. Third, the appropriate funding source for Arden
Healthcare Ltd is the debt funding. It is to mention that debt funding is not always a good idea
for a new project, as in case of failure, it can turn out as a big disaster. However, in case of a
quick startup of the project, the healthcare company can have loans from the bank and many
other financial institutions[ CITATION Ars16 \l 1033 ].

Two resource planning strategy for the new project
Equity funding and debt funding are two appropriate methods, which are to be adopted by the
company to initiate this particular project. It is all about taking responsibility and putting it on all
key stakeholders. The adequate resource planning strategy is to allocate well with great
efficiency. Consequently, these two methods or types support the resource planning strategy, as
equity funding can help to use current cost and budgeting measures in the resource planning
strategy for the new mental health supported housing project [ CITATION deH12 \l 1033 ]. Apart
from it, the benefits of debt funding are that it can be accessed quickly. This company contains a
good reputation in the market due to good financial resources. Therefore, it got the capability to
return the money to the lender after meeting objectives and enabling returns.
In a mental health supported housing project, equity funding will help to support the current
resource funding strategy. For Instance, equity funding is an appropriate type of source funding,
which deals with selling to the firm's stock and giving a portion from the ownership of the
company. Thus, the healthcare institution will sell some of its shares and generate funds to start
this remarkable project. Interestingly, the management of the project can manage it actively or
passively [ CITATION Ars16 \l 1033 ] . This project seems a part of the company, and the same
efficiency measures can be used in the budget allocation to start the project at the lowest possible
a cost. On the other hand, when it comes to debt funding, the project owner or manager may
have a limited liability. It is a temporary relationship, which ends up repaying the money. It
supports the resource planning strategy because the lender does not have to depict any
intervention. In short, the company may allocate loans or funding at its own.
The debt financing can be for short, medium and long run. Thus, it seems imperative for senior
managers at thus hospitals to improvise with the time and allocate accordingly. In short, if the
company aims to invest in the short run and allocate money for a single-phase only, it can have
short or medium-term loans. Conversely, for mega investment especially after conducting the
feasible, the company a may have a long-term loan. Thus, in different ways, the resource
planning strategy in this new project is well supported.
Being a senior manager in Arden Healthcare Ltd, I must have to anticipate the need for mental
health supported project. Adequate planning is a key to increase the predictive validity. The
financial sourcing must be triggered by some key goals and objectives as well. Interestingly,

first, managers have to identify the need for multiple funding sources and choose the best one to

Effective resource planning can create a positive impact on the performance of staff, the care
team and the whole organization. When it comes to resource planning, the management of the
company has to consider it broadly. People are one of the most prominent resources of the
company, especially for the new project. Managing resources (people) refers to recruitment,
training, developing, motivating and retaining people to enhance their performance and career
growth and development [ CITATION Mom15 \l 1033 ]. The company must have to know how much
staff it requires the new project. By shaping a pertinent or appealing working environment,
which can be a resource planning strategy the performance of the staff can be improved. It is all
about motivating employees and provides them a motive to work for the company. Similarly,
regarding the new care team in the new project, the performance can be increased. For Instance,
a care team is a group of employees, which are specialists in healthcare provision, which requires
or demands a suitable working environment in which they can practice. The care team is also a
prominent resource of the company, and planning an adequate working environment for them

Resource planning is a real performance booster. However, with time, some evolvement in the
health industry may also cause some key shifts, and untimely, these shifts can create an impact
on the performance of the care team. In a consequence, the senior management team can predict
or anticipate the need of care team or specialists in healthcare provision to accelerate
performance and meet objectives in this new project. The whole organization can be benefited
due to effective resource planning. In the healthcare industry, the company has to create some
space for all key stakeholders, including a care team and associated staff to improve the

company can anticipate the need for technology, people, skills, and materials. Of course, the
right resource allocation at the right time can reduce the business cost. Therefore, it can be said

The resource management can be linked to short, medium, and long-run goals and objectives of
Arden Healthcare Ltd. The management of the company intends to expand the business and a
new project is a glimpse of it. The resource management is aligned with short term objectives
because the management can have care team members for a short period in the project. With the
limited budget and other resources of the company, the company has to create the short team
goals and objectives when starting the new project [ CITATION Man152 \l 1033 ]. Resource
management is also linked with long term goals and objectives because it helps to mitigate risk,
especially in the project management process. It has been revealed that the project, especially in
the healthcare, is always triggered by some risks such as outdated financial, resources and ever-
changing health trends and conditions. So, resource management in Arden Healthcare Ltd can
predict these risks and put the project team at the right medium and long term path. In short,
meeting short, medium, and long term goals through resource management is one of the major

Meet demands for individuals
It is a fact that resources are central to the management process. The senior management, when
starting the new project, has to predict the need for people who are mentally ill and cannot

people, the management conducts an effective resource planning such as required funding,
allocation of tasks and responsibilities, and driving the technology interventions. In the resource
planning, the most important thing for the management is to make some goals, which can be

Broad issues in the business expansion are in the limelight as well. The project has justified the
business expansion, and it seems a new dimension of the healthcare business. However, in
business expansion, one of the most prominent and broad issues is the evolvement of the
healthcare industry. In a developed economy, the healthcare industry is evolving with the new

If the company aims to launch the new project, it may have to contain some changes to be

situation is always a broad issue. In the current economic condition, it has been seen that
healthcare cost increased. With the increasing cost of healthcare, it looks tough for people to
acquire this service, and it also tough for people who contain the mental illness. Therefore, there
is a need to conduct an economic analysis as well before initiating the new project, and it is also

Relationship between planning and management and the performance
The relationship between planning management of resources and the performance of staff is
visible. Some key insights regarding the impact on staff, a care team and whole organization are
elaborated. However, broadly, it can create a long term impact on performance. Human
resources is a key function of any business, and this healthcare company has to revisit its human
resource strategy for this new project. The relationship seems strong because the company aims
to plan a better work environment for the staff and care team to perform according to
expectations [ CITATION Joy15 \l 1033 ]. In the contemporary era, the workplace is also associated
with some new trends. In the resource management and planning process, the management can
integrate with these new trends to enhance the satisfaction. For example, in the resource
planning, especially for people or staff, the company can manage work-life balance activities. It
is a modern trend in the industry, which may facilitate the care team and medical staff to improve
theory performance with great motivation and satisfaction[ CITATION Jac10 \l 1033 ].
Accountability and responsibility concerning the appropriate use of resources
The healthcare organization will use technology and people force to meet the needs of patients.
However, every individual, who is contributing to the healthcare service, must be accountable.
For instance, if the company is using electronic medical records, related staff must be
accountable for its transparency. The staff must have to create some key measures to make the
patient's data safe and secure [ CITATION Osb17 \l 1033 ]. When managing and planning human
resource in the company, a it is important to make everyone responsible. Despite containing the
team-building culture, the company must have to make individual goals and objectives, as far as

Budgetary restrictions in the current fiscal climate
In the current fiscal climate, it is tough for the healthcare company to make an effective budge. It
is due to the visibility of different budgetary restrictions. The key budgetary limitation is a
possible inaccuracy. Of course, the company can anticipate wrong in this project which may
restrain it from allocating the budget or money in different tasks. Another restriction or barrier
in the buffeting process is limited financial resources [ CITATION Osb17 \l 1033 ]. The financial
resource may restrict the company in the budget allocation, as still. Many tasks or activities in
the new mental health supported program are pending.

In the end, it is to conclude that healthcare company depends on its senior managers, as they got

regarding senior managers in making the resource planning strategy is streamlined. The big
recommendation for the company for this new project is that it must contain some changes with
the time to be relevant and lucrative. Positive change in resources may result in positive
