(EXTRA), JUN. 18, 2014 (JYST.28, 1936 SAKA) i947 HARYANA GOVERNMENT GENERAL ADMINISTRATION DEPARTMENT (GENERAL SERVICES-)) Notification ‘The 18th June, 2014 No. 6/7/2024-1G.S.1.—in exercise of the powers confested by the proviso to article 309 of the Constitution of India read with the proviso to clause 6 of the Haryana Government, General Administration Department (General Services). Notification No. 323-3GS-70/2068, dated 28th January, 1970, the Governor of Haryana hereby specifies such Group-C posts. as have been held for a minimum period of three years as on 28th May, 2014, by Group-C employees! workers cm Contract basis is to be taken out of the purview of the Heryana Staff Selection Commission and Group D posts fiom the purview of competent authority ‘The services of Group C and Group D employees/workers engaged on contract basis engeged by Government’ approved agency of the State Government be regularized if they fulfil the following conditions, namely:— That the employee/worker should have worked for not less than 3 (three) years as on 28th May. 2014 and is still in service. (i) That the employee/worker possessed the prescribed qualitications forthe post on the date of appointment? engagement. Gil) That the post against which the regularization is to be done should be & sactioned vacant post atthe time Of initial sppoinumentfengagement ara aiso at the time of reguiztization, iv) The reservation policy issued from time to time may also be kept in view a ‘case the roster meant for recerved category és consumed By General or other caiegory, the next vacancy should be filed up from the said reservec! category or vice versa. (v) That the work and conduct of such employee/worker should have been satisfactory. (vi) The contributory pension scheme would b: applicable after segularization of the service. (vii) A medical fitness certificate and docamentary proof of Date of Birth as per the instructions shalt be ‘obtained fiom the empluyce/worker concerned. (vill) Hisyher antecedents sicouid be got verified by the Police Department as per the Government instructions it it was not done earlier. Gx} No relaxstion jo the criteria as liad down above shall be allowed. 2. Such posts are hereby taken out of the purview of the Haryana Staff Seleciton Commission or competent authority, as the case may be. 3. The seniority of the employees so regularized shall be fixed trom the date of their rsgutarization and they shall be placed! below in the seniority to the employees last appointed on tie reguiar basis before the date uf regularization of these employees. However, the inter-se-seniority of such exeployees shall be determined in accordance with the date of their joining the post on contract basis. Ifthe dite of joining the past or contract basis of such emplayersis the same, then the vlder employee shall sank senior to che employee younger in age. 4. Since this poticy isa ‘one time measure” ox hurnanitarian ground, no persch shall be entled to cla «a matter of right, if found unsuitabie due to non fulfilment of the conditions mentioned in these insiructions. 5. In future, no iliega¥irregular appointmentiemployment on adhoc/cuntract basis shall be made against the sanctioned posts. 6. Further, itis also clarified thatthe departments might have sent their requisitions to fill up the vacant posts by taking into account the anticipated vacancy and advertisements may have aiso been issued by the Haryana Staff Selection Commission/Generai Administration Department and as a result of regularization of such employees, the ‘number of available vacancies in the departments may ciiange and affect the requisitions already sent to Haryana Staff Selection Commission/General Administration Department. ‘Therefore, all the Departments are requested to ascertain that by reyalarizing the scrivces of thei- employees, whether the number of vacancies requisitioned t0 HSSC/GAD have ‘changed. (EXTRA), JUN. 18, 2014 (JYST.28, 1936 SAKA) 1949 HARYANA GOVERNMENT GENERAL ADMINISTRATION DEPARTMENT (GENERAL SERVICES-D) Notification ‘The 18th June, 2014 No, 677/2014-1G.8.1.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of read with the proviso to clause 6 of the Haryana Government, General Administration Department (General Services), the Governor of Haryana hereby makes the following amendment in Haryana Government, General Administration Department (Genersl Services-1), Notification No. G.S.R. 13/Const /Art, 309/2007, dated 13th April, 2007, namely — AMENDMENT {In the Haryana Government, Genesal Administration Department (General Services-t), Notifiestion No. GSR, 13/Const/Art. 309/2007, dated 13th Apri, 2007 the following proviso shall be added at the end, natnely :— “Provided that the left over Group “C” and “D” wages/work-charged basis, who could not be regularized under the regulatization policy issued vide smployees working on adhoc/eontractédaily notifications mentioned at serial No. 1 to 4 above due to administrative reasons but wer otherwise ciigible, shall be regulatized with effect from the dste(s) they were eligible for regularization.” S.C.
