Subiect: Non-Compliance with DGS Order 20 & 25 of 2020

The E-Governance cell of the Directorate has received request from few MTl,s to
re-issue digitally signed certificates because of reasons such as:poor quality of
photograph, wrong signature or name on the certificates etc.

The Directorate investigated the reasons for these errors and noted that such
errors crop up because of following reasons:

a. Batch details were submitted by the MTI even if the photographs were not visible.

b. Batch details were submitted by the MTI even if the signatures were not visible.

c. Batch details were submitted by the MTI even if the name of the candidate was not
correct.

Please note that the user manual for issuance of digitally signed certificate
attached to the DGS order 25 of 2020, the Directorate has given detailed procedure for
issuance of digitally signed certificates. page 8 of this user manual clearly states that
prior submission of batch details it is to be ensured that the photo and signature in
seafarer profile is clearly readable because only this photo & signature will be printed in
the system generated certificate.

You,are requested to ensure that the procedure laid down for exit examination
and issuance of digitally signed certificates issued by the Directorate is followed
scrupulously to avoid inconvenience to candidates and manual intervention in the
system.
