The Barangay shall ensure and support, among other things, the preservation and
enrichment of culture, promote health and safety, enhance the right of the people to
a balanced ecology, encourage and support the development of appropriate and
self-reliant scientific and technological capabilities, improve public morals, enhance
economic prosperity and social justice, promote full employment among their
residents, maintain peace and order, and preserve the comfort and convenience of
their inhabitants.

Barangay Clearance is issued by the barangay to requesting client as a requirement
before the Municipality issues any license or permit for any business or activity. The
barangay clearance is obtained from the barangay where the intended business or
activity is located or conducted.

Health services is among the responsibilities devolved by the national government to

9. Katarungang Pambarangay

The Katarungang Pambarangay is a community-based dispute settlement mechanism


that is administered by the basic political unit of the country, the barangay. It covers
disputes between members of the same community, generally same municipality, and
involves the Punong Barangay and other respected members of the communities (the
Lupon members) as intermediaries – mediators, conciliators and sometimes arbitrators.

Simply put, the Katarungang Pambarangay provides a friendly, inexpensive and speedy
forum for the settlement of disputes where the parties can freely explore options for
amicably resolving their disputes without resorting to the courts.

9.2. Issuance of Certificate to File Action (CFA)

A. CFA is issued by the Punong Barangay upon request by the complainant and


respondent: a) when there has been a personal confrontation between the
parties before the Punong Barangay but mediation failed and b) when
confrontation between the parties before the Pangkat ng Tagapagkasundo
but did not result into a settlement, and therefore, corresponding complaint for
the dispute may now be filed in court.

B. CFA is issued by the Punong Barangay upon request by the complainant,


when there has been a personal confrontation between the parties before the
Punong Barangay for mediation, but failed, as the respondent willfully failed
to appear without justifiable reason at the conciliation proceedings before the
Pangkat, and therefore, corresponding complaint for the dispute may now be
filed in court.

CBA is issued in the event that the case was dismissed due to the willful failure

CBC is issued in the event that prior notice and hearing, the respondents have
been found to have willfully failed or refused to appear without justifiable reasons

respondent is barred from filing their counter-claim, (if any), arising from the
complaint in court/government agency.

10. Issuance of Barangay Protection Order (BPO)

The BPO refers to the protection order issued by the Punong Barangay or if PB is
unavailable, by Sangguniang Barangay Member (Barangay Kagawad), ordering the
offender to desist from committing or threatening physical harm to the victim.  It is
effective for 15 days and is not extendible.

where the incident occurred and who have personal knowledge of the
