Reflection

NSTP or National Service Training Program is a program that aims to enhance the civic
consciousness and defense preparedness of the youth by developing the ethics of
service and patriotism while undergoing training in any of its three components. It was
implemented by the Commission on Higher Education in 2001 for the enactment of RA 9163
or the NSTP Act together with the Department of National Defense (DND) and Technical
Education Skills Development Authority (TESDA). It provides a policy framework that
underscore the harness and harmonize the efforts of volunteer sector in the country.
Through NSTP, volunteers are protected by the provided mechanisms that will help protect
their rights as a person and to recognize their roles and contributions in the society. It
has three major agencies namely the CHED, DND and TESDA which adopted and jointly
issued the IRR or the Implementing Rules and Regulations to achieve the NSTP goals.

As mention above there three NSTP components which is the ROTC or the Reserve Officers
Training Corps, CWTS or the Civic Welfare Training Service and LTS or the Literacy Training
Service. This three circulates on the main objective of the NSTP that focus on providing
activities that will enhance the youth’s active contribution to the general welfare. But
what is the main difference between the three components? First, CWTS, or the Civic
Welfare Training Service focuses on the activities that will contribute to the general
welfare. This is offered to recognize the youth’s vital role in nation-building since CWTS is
all about general welfare of the community. With that, CWTS will enhance the skills and
talents of the youth and teaches them to become a worthy individual. It is geared towards
activities that have social impact that could contribute to health, education, environment,
entrepreneurship, safety, recreation and morals of the citizen, thus the CWTS component
of the NSTP stressed the importance of youth involvement in broad programs or activities
that will benefit the people. Therefore, CWTS focused on programs to enhance the living
conditions of the people. ROTC or the Reserve Officers Training Corps purpose is to develop
selected college-educated men and women for positions of responsibility as officers in
the Active Army, Army Reserve and National Guard and has the objective preparing the
youth in national defense. ROTC, on the other hand mainly focus on the safeguard of
the community. Lastly, LTS or Literacy Training Service focus on the other segments of
the community that greatly need their service. It has a more limited yet equally useful
objective that specializes in the education of the people and strengthening the education
sector to empower the people through education.

Therefore, this module circulates on NSTP as a whole, including its components,


terminologies, laws anchored and lastly the organizational chart of each component.
NSTP is very essential especially for us students in order for us to enhance our skills
and capability in giving out or knowledge for the sake of the community. The program
advocacy of NSTP was mentioned in article 7 which states that “The CHED shall provide
information on these guidelines and procedures to the concerned public through different
modes of disseminating information. Copy of which shall be furnishes to all concerned,
local and national agencies.” Thus NSTP is not just a burden for us students, as others may
say but rather its our fulfillment as a Filipino citizen and future heroes of our country.
