In Barangay Nato as well as Atulayan, the implementation of the program was

successful because there was a Non- Government Organization (NGO) who helped the
Barangay and the Department of Education. It was spearheaded by the Department of
Education with the cooperaton of Barangay Council, Sannguniang Kabataan (SK) in partner with
Ateneo de Naga University (ADNU) through the INTERED which is the NGO. All of them gave
their counterparts. The Barangay Council located P30, 000 for the honorarium of the
Instructional Manager (IM) and expenses for the A&E Test. The ADNU also gave an honorarium
to the IM, provided the learners supplies and materials and purchased the A&E module while
the SK provided fund for the learners participation to the OSY Regional Encampment held last
April 2010 at Tabaco National High School, Tabaco City. The District has two (2) IM’s who
helped in handling the A&E classes. The DALSC and the Mobile Teacher has also their own
organized class.

III. Technical Accomplishments

Through social mobilization and linkages done by the District ALS Coordinator
the program was funded by the Barangay. The Local Government Unit (LGU) of Sagñay
also allotted an amount of P11, 000 which was taken from the School Board Fund. Both
DALSC and Mobile Teacher attended Barangay Sessions, Liga ng mga Punong Barangay
Meetings and even Sannguniang Bayan Session for the purpose of fund sourcing and
selling the programs. The DALSC provided assistance to the Barangay Officials in
implementing the ALS Programs and Projects.

The graph indicated that at the start of the program many were enrolled. As month
goes by, we can notice the decrease in their attendance. This only shows that learners left the
learning sessions to seek employment somewhere else in Manila. Some were occupied by their
parents to help them earned a living for the family needs.
