The graph (Figure 1, shown above) on the National Government Fiscal Position from
1984 to 2006 depicts the fiscal position under various presidencies preceding the Aquino
Administration. The deficit line (in blue) has been steady from 1984 to 1985 until in 1986
under the Aquino (Cory) administration when the deficit line starts fluctuating up to 1993. In
year 1994, the deficit line shifted upward to its peak resulting to the highest budget surplus.
Surplus was steady then but shifting downward until 1998 when the line dramatically
descended ensuing to a budget deficit again. In the succeeding years, the deficit line continued
to decline until in 2002, the budget deficit submerged to its lowest point. Years after that, the
deficit line continually swing an upward trend up to 2006.

In 1985, there was no change in the GDP rate. During 1986 there was dramatic
downward shift in the line due to the chaotic political condition of the government transition. In
1987, under the Aquino Administration, the GDP rate rise to 2.7%. In year 1988, the GDP rate
decrease to .5% due to the uprising mutiny. The GDP rate line in the rest of the Aquino regime
had been fluctuating despite the government’s efforts of economic stability. In the year 1994
under Ramos administration the line of GDP rate significantly shifted upward because of the
privatization of government assets. In the succeeding years the GDP rate continued to decline
until 2002 when it reached its lowest point. From years 2003 onwards the GDP rate has been
slowly increasing.

The figure above shows the revenue (in blue line) and disbursement (red line) from
year 1984-2006. Revenue line has been steadily increasing from 1984 onwards until 1998
when it shifted downward due to the liberal expenditure policy and declining credibility
ratings of the Estrada administration. In year 1999, the revenue line slightly shifted upward
due to increased efforts in tax collections. In the succeeding years the revenue line continually
shifted upward. In 2006 it reached its peak. The disbursement line shows a steady increase
from 1986 to 2006, because of the increasing expenditures and costs of services the
government renders to its people.
