PROSPECTUS FOR ADMISSION TO MEDICAL POST GRADUATE
DEGREE COURSES, 2020

1. Preface
The Director of Medical Education, Kerala State conducts Post Graduate Courses in
various disciplines. A total of 833 seats in P.G. Degree courses are available in the
Government Medical Colleges and 16 Seats for PG Degree at RCC, Trivandrum under
State Quota.
The National Board o f Examination, New Delhi has been notified as the authority to
conduct NEET PG-2020. The selection and allotment of candidates in the State Quota
of 427 seats (419 Seats-Government Medical College & 8 Seats-RCC, Trivandrum) in
P.G. Degree courses will be made from the Rank list prepared by the Commissioner
f o r Entrance Examinations, Kerala o n the basis o f t he NEET P G 2 0 2 0 Rank list
prepared by the National Board o f Examination, Government o f India, subject to
satisfying the eligibility condition as in Clause 4.
422 seats in P.G. Degree courses (414 Seats-Government Medical College & 8 Seats-
RCC, Trivandrum) are set apart for All India Quota. Selection and allotment to these
seats will b e conducted b y t he Director General o f Health Service, Government of
India, New Delhi. A l l conditions mentioned in the prospectus f o r t h e ye ar are
applicable to All India Quota candidates also.
In addition to the above, allotment to the entire seats in the Non-Governmental Medical
Colleges/Institutions including Minority Quota and NRI Quota seats will also be made
through common counselling conducted by Commissioner for Entrance Examinations,
Kerala from t he rank list prepared b y the Commissioner f o r Entrance Examination,
Kerala o n the basis o f t h e NEET PG-2020 conducted b y the National Board of
Examinations, New Delhi subject to the eligibility conditions in Clause 4. The
candidates are requested to visit the MCI website for information regarding the status
of seats (whether recognized or permitted) before taking admission.
The duration of the course including University Examination is 3 years in the case of
Degree Courses. There shall be an exemption of one year in the duration of PG degree
courses in respect of candidates who have done P.G. Diploma course of two years and
awarded Diploma in the same subject. The candidates mus t have acquired the P.G.
Diploma Pass Certificate on or before 30/04/2020 for being eligible for reduction in
the duration o f the course. N o other reduction in the duration o f the course shall be
granted.
The date of commencement of the Course and the last date of completion of admission
process will be as per the time schedule fixed b y t he Government o f India/Medical
Council of India/Hon’ble Supreme Court of India.

3-4. Tuition Fees will have to be remitted to the CEE Account in specified branches of
State Bank o f India notified by CEE using the e-chalan o r through online payment
facility provided in the candidate portal o f the official website o f the Commissioner
f o r Ent r anc e Examinations. O t h e r f e e s r e mi t t e d in one c o l l e ge w i l l be
refunded/transferred to the last station where the candidates fix their allotment through
higher options. The Fee for document verification will not be refunded / transferred.
Note:-
Income from Salary: In the case of candidates whose parents are employed, the Basic
Pay and Dearness Allowance of the employee(s) are to be taken into account for the
purpose o f calculating total annual family income. Inclusion o f interim relief in the
annual income will be as per the orders o f Revenue Department. HRA, Special Pay,
Deputation Pay, TA, PTA, honorarium etc. need not b e counted f o r calculating the
annual family income.
3.5.3: Claim f o r fee concession to the Children o f Fishermen: Candidates who are
children o f Registered Fishermen allotted against Merit seats o r against the seats
reserved for them are exempted from payment of fees to Professional Degree Courses
as per G. O. (Ms) No. 47/14/FPD dated: 09.06.2014, if they produce a Certificate
from concerned Fisheries Officer of Kerala Fishermen Welfare Fund Board during the
online application process.
3-5.4: Claim for fee concession to the inmates o f Sri Chitra Home, Nirbhaya Home,
Juvenile Home: Candidates who are inmates o f Sri Chitra Home, Nirbhaya Home,
Juvenile Homes and other institutions run by Government allotted against Merit seats
are exempted from payment o f fees t o Professional Degree Courses as per GO(Ms)
No. 130/90/H.Edn dated: 31.05.1990. A certificate in this regard from the authority
concerned is to be uploaded for availing the fee concession.
C. Medical Council.
4-2. Nativity: Applicants should have satisfied any of the following conditions.
4-2.2: Candidates who are sons/daughters of Non-Keralite parents, who have obtained
MBBS Degree from any of the Medical Colleges in the State of Kerala. But they will
not be eligible for Communal/Special/PD reservation benefits.
4-3: Age:
4-3.2: Under ordinary circumstance (i.e. for those Service candidates, whose
retirement age is 60 years) the upper age limit for getting admission will be 55 years as
on 01-01- 2020 for Service candidates in Health & Insurance Services and 57 years as
on 01-01-
2020 for candidates from Medical Education Service.
All candidates seeking admission to Post Graduate Medical Degree courses in the State
of Kerala for the academic year 2020-21 shall have to qualify the National Eligibility
Cum Entrance Test f o r Post-Graduate Courses (NEET P G- 2020) conducted b y the
National Board of Examination, New Delhi. In order to be eligible for admission in any
Post Graduate Medical course i n 2020-21, it shall b e necessary f o r a candidate to
obtain a minimum o f marks a t 50th percentile in the NEET P G 2020. However in
respect o f candidates belonging to Scheduled Caste (SC), Scheduled Tribes (ST),
Socially and Educationally Backward Classes (SEBC), SC-PH, ST-PH, SEBC- PH, the
minimum marks shall be at 40th percentile. In respect o f General-PH candidates, the
minimum marks shall be at 45th percentile. (Refer Clause 6).

5. Distribution of Seats:
The distribution of seats under State Quota for Medical PG Degree courses in various
Medical Colleges for 2020-21 Academic year is given in Annexure III. The distribution
o f seats under various categories f o r Medical PG-Degree courses, subject wise, in
each o f the Medical Colleges f o r 2020-21 is furnished in Annexure IV. The details
regarding recognized/permitted seats are available in the website o f MCI. Hence the
candidates are requested to visit the website for the same.
Note: Allotment of seats from the rank list for all courses in Self Financing Colleges
will be made in accordance with the orders o f the Hon’ble Supreme Court o f India/
Hon’ble High Court of Kerala or the orders of the Government of Kerala/Government
of India as per the law in existence at the time o f the Centralized Allotment Process
(CAP).
For identification of Open (Unreserved), EWS, SC, ST, SEBC (BH, BX, EZ, KU, LC,
M U ) a n d P e rso n wi t h disability seats in Open (Unreserved), S C a n d ST, SEBC
Categories in respect of Government Medicall Colleges:
BH 1%, LC 1%, B Xian 1%, Kudumbi 1%. Additionally, 31 seats are reserved for the
Economically weaker sections (EWS) among the candidates belonging to the General
Category, from the 58 seats newly added to the state quota, resulting from the
‘Diploma- to-Degree conversion and additional degree seats’ sanctioned by the MCI.
Person with disabilities category (PD) candidates in each of these categories are given
5% reservation. 1 seat each is earmarked for Ex- serviceman and dependent o f Jawan
Killed in action. In the absence of eligible candidates in ‘dependant of Jawan Killed in
action’ category, the seat reserved for that category will be available for dependent of
Ex-serviceman.

constituent groups at that level. The group in which the category is
having higher deficit will be pursued. This logic is applied through

point will g e t assigned to a s e a t in a particular speciality and
institution combination.
iv. The 31 seats allocated to the EWS category are confined t o the58
seats newly added to the state quota, resulting from the Diploma-
to-Degree conversion and additional degree seats sanctioned by
the MCI.
Out of the total number of seats available under State Quota the 5% seats will be
allotted for People with disabilities (PD), 8% seats for Scheduled Caste, 2% seats
for Scheduled Tribe, 9% to SEBC ( BH– 1% , BX – 1% , EZ-3% , KU- 1% , LC-1% ,

6-2. Reservation for Persons with Disabilities (PwD):
Leaving the seats s e t apart under Clauses Al l India quota, five percent o f the seats
available to the State for allotment from the State rank lists are reserved for candidates
with benchmark disabilities f o r al l courses i n Govt./Aided Colleges a s stipulated in
Section 32, Chapter VI of the Persons with Disabilities Act 2016. As per Clause 2 (r),
Chapter I of the Act, ‘Person with benchmark disability’ means a person with not less
than 40% o f a specified disability where specified disability has not been defined in
measurable terms and includes a person with disability where specified disability has
been defined in measurable terms, as certified by the certifying authority.
Generally, candidates who have a minimum of 40% disability alone will be eligible to
apply for this quota. Candidates seeking admission to Medical Courses will have to
satisfy the eligibility criteria prescribed by the Medical Council o f India for Persons
with Disabilities’ [See Annexure no.V appended.
For claiming reservation under PwD category, the certificate of disability from the
District Medical Board certifying the percentage o f degree o f disability has t o be
produced before the State Medical Board at the time of medical verification.
The certificate of disability from the District Medical Board must be produced at the
time o f medical verification. N o document/certificate is to be uploaded to the online
application.
A State Level Committee constituted by the Government under the Chairmanship of the
Commissioner for Entrance Examinations consisting o f the members in the Medical
Board (constituted under the Chairmanship of DME )will take a final decision on the
eligibility o f a candidate for PwD quota as per the criteria and the suitability o f the
candidate to study a particular course applied by him/her.
Only those candidates who are having a minimum 40% of any disability and are found
to be physically suitable by the Committee for the courses opted by the candidates will
b e chosen f o r a course a s only the physically f i t c a n undergo the rigours o f a
professional c o urse a n d wi l l be able to carry out Professional practise . The
recommendations of this State Level committee will be binding on the candidates. The
selection of candidates under this category will be based on the merit in the Entrance
Examination and physical suitability, and not o n the basis o f the degree o f disability.
The Commissioner f o r Entrance Examinations will prepare and publish the list of
candidates eligible under PwD quota based on the recommendations of the State Level
Committee.
One seat in Post Graduate Degree in any one particular subject as per the roster will be
reserved for Ex-Service candidates of Kerala Origin. They shall execute a bond to the
effect that they shall serve the Government of Kerala for a minimum period of 1 year
a s Senior Resident a s envisaged i n Clause 12-1. ( b) o f the prospectus. The y shall
upload t he certificate of discharge f r o m military service issued b y the competent
authority during the online application process without which such applications will not
be considered under this quota. If no qualified candidates are available, the seat will go
to General merit. Also, one seat is reserved for dependent of Jawan killed in action and
dependant of Ex-serviceman in that order of priority. The selection will be on the basis
o f merit in the NEET PG-2020. Certificate to these effects shall b e obtained not
earlier than six months from the last date of submission of printout of application from
the Zilla Sainik Welfare Officer concerned. I n c as e n o qualified candidates are
available, the seat will go to General Merit.
As per the G.O (P) No.1/2020/P& ARD dated 03.01.2020, Government have decided
to implement reservation f o r Economically Weaker Sections in general category
(EWS) to all Higher educational institutions other than minority institutions, where
reservation to other backward classes ar e provided. ( As pe r l etter No.MCI-23(1)
(EWS)/2019-Med./ 1 9 2 6 3 1 dat e d 20-02-2020 t h e B o a r d of Governors in
supersessi on o f t h e MEDICAL Counci l o f India advised t o implement the
reservation roster including 10% EWS quota up to maximum of 31, seats as per
S t a t e p o l i c y for available seats granted/recommended b y B o a r d of
Governors/MCI i n various P G courses i n Govt. Medi cal Colleges/Institutions
u/s 10 A and /after conversion of diploma seats to degree seats for the AY 2020-
21). In case of non-availability of sufficient candidates under EWS quota , the
remaining seats will be filled up from General quota.
3 1 seats are reserved f o r the Economically we ake r sections (EWS) amo ng the
candidates belonging to the General Category, from the 5 8 seats newly added to the
state quota, resulting from the Diploma-to-Degree conversion and additional degree
seats sanctioned by the MCI. The seats un-availed by the EWS category candidates will
be transferred to General Merit.
As indicated in 6.1, out of the total number of seats available in the State Quota as per
the percentage o f statutory reservations, the seats o f Scheduled Castes / Scheduled
Tribes shall be allotted on the roster.
6-5.1. Claim for Reservation under Scheduled Castes / Scheduled Tribes Quota:-
6-5.1(1):Candidates claiming reservation under Scheduled Castes/ Scheduled Tribes
Quota should obtain the Caste/Community Certificate from a Revenue Officer not
below the rank of Tahsildar and upload the same during online application process. The
Christian converts who have subsequently embraced Hinduis m s ho ul d upload
Caste/Community Certificate in the prescribed format. Th e following certificate
should also be got recorded by the Revenue Official below the Certificate issued :-“The
Certificate is issued after observing the guidelines issued in Government Circular No.
18421/E2/SCST DD dated 15-12-1987”.
“The names of castes and communities are given in Annexure VI&VII. Community
Certificate from "Tahsildar" is to be obtained in the prescribed format and
uploaded during the online application process.
6-5.1(3): The claim for reservation under Scheduled Caste/ Scheduled Tribes Quota
wi l l al s o b e subject to verification a n d clearance b y the Screening committee
constituted for the purpose by Government vide G. O .(P) No.19/2002/SCSTDD dated
20-04-2002 a n d a s authorized b y section 6 o f the Kerala (Scheduled Castes &
Scheduled Tribes) Regulation of issue of Community Certificates Act - 1996 (Act 11
of 1996).
6-5.1(4).The SC/ST claims in respect o f those who have migrated from one State to
another will be subject to the provisions of G. O. (Ms) No.10/1986/SCSTDD dated 12-
02-1986. Onl y the children o f tho se wh o h a d migrated to this State be fo re the
promulgation of the Constitution (Scheduled Castes) Order 1950 and the constitution
(Scheduled Tribes) Order 1950, and ordinarily reside in this State can claim SC/ST
benefits from the State of Kerala. They must be able to prove this if required.
6-5.1(6).WARNING:-
Those who produce false SC/ST certificate for claiming reservation under SC/ST quota
shall be liable for the penalties stipulated in section 15 of the act referred to in the
clause 6-4.1(3). Candidates and their guardians who make such applications are warned
that in addition to prosecution they will have t o suffer the following consequences in
case the SC/ST certificate produced is found to be false and t he candidate does not
belong to any SC/ST Communities under Section 16 of the Act: “Benefits secured on
the basis of false community certificates to be withdrawn.
6-5.1(6)(i) : Whoever not being a person belonging to any of the Scheduled Castes or
Scheduled Tribes secured admission in a n y educational institution against a seat
reserved f o r such castes o r tribes o r secures any appointment in the Government,
Government undertakings, Local Authority o r i n any other Company o r Corporation
owned or controlled b y t he Government o r i n any aided institutions against a post
reserved for such castes or tribes or enjoys any other benefits intended exclusively for
such castes or tribes by producing a false Community Certificate shall, on cancellation
of the false Community Certificate, be removed by cancelling the irregular admission
in the concerned educational institutions, or as the case may be removed from the said
service forthwith and any benefit enjoyed b y hi m a s aforesaid shall be withdrawn
forthwith.
6-5.1(6)(ii): Any amount paid to such person by Government o r any other agency by
way o f scholarship, grant, allowance, stipend o r any other financial benefit shall be
recovered as if it is an arrear of public revenue due on land.
The seats un-availed by the SC candidates will go to the ST candidates and vice versa.
The seats un-availed by both the SC and ST candidates will go to OEC categories (G. O
(MS)No.14/2017/SCSTDD dated, 02/08/2017)). OEC candidate should furnish Non-
Creamy layer certificate obtained from the Village officer concerned for the claim of
Un-availed seats of SC and ST candidates. The seats that still remain unavailed of, if any
will go to the General Merit Quota.

6-6.4: Candidates claiming reservation under SEBC Quota should invariably upload
Non- Creamy layer Certificate f r o m t h e Village Officer concerned. T h e above
certificate should be ‘for Kerala State Education purpose.
6-6.7: Candidates who are children o f Inter-Caste married couple o f who m one is
SC/ST, will be eligible for educational and monetary benefits admissible to SC/ST as
per para 2 (ii) of GO (Ms) No.25/2005/SCSTDD dated 20.6.2005, and if eligible for
reservation under SEBC, will b e granted the same, based o n the Non-Creamy layer
certificate obtained from Village Officer in Annexure IX and the inter-caste marriage
certificate in Annexure X of the Prospectus issued by Tahsildar and to be
uploaded. 6-6.8: Un-availed seats of SEBC category:
The seats un-availed by the SEBC category candidates will be transferred to General
Merit.
6-6.9: The reservation benefits under SEBC are given to the castes and communities
listed in Annexure VIII. Any candidate whose community is not included in any o f the
categories belonging to SEBC list will not be considered for reservation benefits.
6-6.10: Those candidates claiming reservation under SEBC Quota the certificates in
proof of the same shall be uploaded during the online application process.
6.6.11(a): Rural /Difficult & Remote Service: In determining the merit in the Entrance
test for PG admission, weightage in the marks will be given as an incentive at the rate
of 10% of marks obtained for each year in service in Difficult & Remote area up to a
maximum of 30% of the marks obtained and at the rate of 5% of marks obtained for
each year in service in rural area up to a maximum of 30% of the marks obtained.
The service candidates should apply as stipulated in Clause 8 o f this Prospectus. The
DHS will furnish the service in the Rural/Difficult Remote areas rendered b y the
candidates who have applied f o r t he P G course to the C EE in order to award due
weightage marks as stipulated in clause 6.6.11 to the candidates who have qualified the
Entrance examination to prepare the final rank list of Health Service candidates.

fraudulent means and liquidated damages will have to be paid to the sum of
Rs.50/- lakhs.
7. How to apply:
A qualified candidate in NEET PG-2020 seeking admission to the courses should apply
online through the website www.cee.kerala.gov.in of the Commissioner for Entrance
Examinations.
Application fee for General candidates is Rs.1000/-(Rupees Thousand only) and in the
c as e o f SC/ST candidates and those eligible f o r SC/ST benefits a s pe r G . O (Ms)
No.25/2005/SCSTDD dated 20.06.2005 is Rs.500/-(Rupees Five Hundred only). The
hard copy o f application form and prospectus will not be available from the Medical
Colleges or from the office of the Commissioner for Entrance Examinations.
2. : Step wise procedure for applying online:
There are 5 steps f o r the online submission o f application a n d all the steps are
mandatory. Candidates should complete all steps and the candidates are advised to keep
the printout of Confirmation Page for future reference. For the online submission of
application, candidate has to visit the website www.cee.kerala.gov.in where he/she can
find the link “PG Medical 2020 -Online Application.
1. : Step 1: Registration:-
This is a one-time process. Candidate should provide NEET application No. and Date of
birth for entering into the registration page. Date of birth must be same as that of NEET
registration page. Candidates will be prompted to enter mobile number and create a
password a n d a s outcome o f t h e registration process a system generated unique
Application Number will be displayed which the candidate has to note down and use for
t he r e s t o f the application submission process a s we l l a s the allotment process.
Candidates ar e advised t o create a strong, unique password. The requirements o f a
strong password are:
All the basic information required for processing your application are to be filled in at
this stage.
After completing each section of filled Application, candidates are required to press
‘Save & Next’ for entering into the next section of this step.
The data provided here will be used for processing the application. Any mistake in
filling this page or providing false/incomplete/wrong information will affect the
candidate’s eligibility for admission. It is obligatory that the candidate should fill all
the mandatory items in the application form.
If the candidate is sure that the information provided i n step 2 (Fill Application) are
correct, click the menu ‘Save & Finalize’ to submit the filled data finally. No
modification will be permitted after this.
Two payment methods are available for remitting the application fee.
Online Payment
e-Challan
Online Payment:
When the mode of payment is e -Challan, the applicant needs to take printout o f e –
Challan by clicking the link ‘Print e -Challan’. Payment can be made in cash at any of
the Head and Sub Post Offices in Kerala. The e-Challan should be handed over to post
office counter along with the required cash.
The post office’s official will make necessary entries both in their online portal and e-
Challan form. The counter foil of the e-Challan must be collected back from the post
office official. It must b e ensured that t he official has recorded t he Transaction ID
pertaining to the payment on the counter foil of the e-Challan and put the office stamp
and his/her initials at the designated places on the counterfoil.
If the payment was successful, the ‘Pay Application Fee’ tab in the candidate’s home
page turns green.
Candidates are advised to login to the website and examine the ‘Pay Application Fee’
tab to make sure that the fee status has been updated by the post office official. If the
payment t a b h a s not turned green, the candidate should immediately contact the
concerned post office and get the payment status updated. The list of Post Offices for
collecting application fee is published in the web site.

Dimensions of the image of signature must be 150 pixels width and 100 pixels

File size should be below 30 KB.
Upload Documents/Certificates
The Originals of the uploaded documents should be furnished before the admitting
authority as and when required.
The uploaded documents will be verified with the original documents by the
admitting authority and the documents will be accepted only after this verification.

For non-keralite applicants who have undergone MBBS course in the Medical Colleges
in Kerala, a certificate (format is available for download in the website) into that effect
obtained from the Principal of the Medical College, where he/she has studied, shall be
uploaded. But they will not be eligible for communal/ reservation benefits.
SC/ST candidates: Original Community Certificate obtained from Revenue officer not
below the rank of Tahsildar.
SEBC/OEC candidates: Original Non Creamy layer Certificate obtained f r o m the
Village Officer concerned in the proforma available.
Candidates who are children of Inter-Caste married couple of whom one is SC/ST, will
be eligible for educational and monetary benefits admissible to SC/ST as per Para 2 (ii)
of GO (MS) No.25/2005/SCSTDD dated 20.06.2005, based on the original Inter-Caste
marriage Certificate issued by Tahsildar to be uploaded (Annexure X.
Candidates who are children o f Inter-Caste married couple with either the father or
mother belonging to a community included in SEBC list: Original Non-Creamy Layer
certificate specifying the community of the candidate from the Village Officer in the
proforma to be uploaded.
6. Certificate for claiming EWS quota .To claim the EWS quota (See Clause

In the case of candidates who are undergoing internship in the Medical colleges of
the state, Certificate from the concerned Principal to the effect that He/she will
complete internship by 31-03-2020 should be produced.

Service Quota.

The selection under general merit quota, EWS, SC/ST/SEBC/PD/Ex-Service quota will
be purely on the basis of the rank list and category list prepared by the Commissioner
for Entrance Examinations, Kerala.
Medical Officers who work in difficult and remote area will receive an incentive of
10% marks obtained for each year o f service in remote and difficult area and 5% of
marks obtained f o r e ac h ye ar o f service in Medical Education, Insurance Medical
Service and Health Services departments in rural area (not classified as difficult area)
subject to a maximum o f 3 0 % . A l l institutions outside jurisdictional area of
Municipalities and Corporations will be included in the category o f rural area (G.O.
(Rt) no.1218/2018/H&FWD dated 12.04.2018-Annexure no.XII).
Options:-
10-1.1: The allotment to all the courses f o r al l categories will b e made through a
Centralized Allotment Process which is a Single Window System (SWS) of Allotment
t o give allotments to the P G Medical seats in the Medical Colleges based o n the
options submitted online by the candidates who have been included in the Rank list
prepared by
the CEE based o n t he NEET PG-2020 examination. The Centralized Allotment is a
simple and transparent process of allotment to the courses and i t gives the candidate
opportunity to exercise his/her options for colleges of his/her choice conveniently in
the order of his/her preference considering all those available to be chosen from. The
allotments will b e strictly based o n the options exercised, t h e r ank obtained and
eligible reservations of the candidate. Candidates should register options only to those
courses and colleges which they are sure to join on allotment. If the candidate fails to
remit fee/join the college, he/she will not be eligible for any further allotment to any
course/college.
10-1.2: The Single Window System (SWS) of Admission for the state quota seats of
PG Medical Courses 2020-21 will be done by the Commissioner for Entrance
Examination (CEE), Kerala, with the technical support of the National Informatics
Centre (NIC).
10-1.3: The Courses and the Seats in the Medical Colleges to be allotted b y the
Commissioner for Entrance Examinations will be included in the SWS and will be done
as per the provisions of allotment.
10-1.4: Candidate t o register options: Options can be registered only through the
website - www.cee.kerala.gov.in. Candidates included in the Rank list of NEET PG-
2020 will have to register their options in the ‘Home Page ‘of the candidate through
the website within the stipulated time. Candidates can access this website and follow
the instructions give n therein t o register their options f o r courses a n d colleges.
Options submitted to the CEE by Fax, email, Post, Hand delivery etc., will no t be
processed or considered on any account for allotment of seats.
10-1.5: Time schedule for registering options: The facility for registering o f options
will be available only during the period specified in the notifications to be issued by the
CEE. Wide publicity will b e given through electronic and print media regarding the
schedule and related matters. The facility will be withdrawn once the time period is
over and candidate will no t have access to this facility after the specified time. A
candidate, not registering his/her options as per the time schedule announced, will not
be considered for allotments against any of the seats available then, even if his/her is
included in the Rank List. No extension of time for Registering Options will be granted
under any circumstances.
10-1.6: Eligibility for registering options: Only those candidates included in the Rank
list of NEET PG-2020 are eligible to register their options online. Moreover, the
candidates registering their options should satisfy all the eligibility conditions as per
Clause 4 of the Prospectus for Admission to Medical Post-Graduate Degree/Diploma
Courses-2020. Principal/Head of the Institution will be personally responsible for
verification of eligibility conditions as prescribed in the Prospectus, when the
candidate reports for admission. Only those candidates who are found to be qualified as
prescribed shall be admitted to the college/institution irrespective of the fact that
he/she has an allotment through the SWS.
10-1.9 Logging on to the Candidate's Home page: The candidate can log on to his/her
home page by entering the details (i.e. Application Number and Password) correctly.
Application number of the candidate is a seven-digit number assigned to the applicant
while he/she submits the online application to CEE for the PG Medical Courses 2020-
20. If the system finds that the one who has requested f o r ‘login’ is genuine, the
10-1.10 Courses and Colleges available for registering options: The list of Courses and
Colleges for allotments through the SWS will be available in the Home page of the
candidate. The ‘College List’ link when clicked will show all the Colleges and their
three-letter codes. A candidate may examine this list further to see the courses and the
number of seats for each category in these colleges by clicking on the College Code.
An overall idea of the Colleges and their Codes will help the candidate to register
his/her options without any difficulty.
10-1.11 How to register options in his/her Home Page: By entering the option number
for a course-college combination the candidate can fix his/her preference numbers for
the course-college combinations displayed in the Home Page. Here all the eligible
options of the candidate will be displayed course-wise and the candidate is expected to
enter his/her preference number for a particular combination.
10-1.13 Necessity of saving the selected options: For saving the work, the Save menu
item is to be clicked. It’s important to save the work frequently. The last saved data only
will be available in subsequent sessions. All unsaved data will be lost on exit, by logging
o ut o r other means. So, please make s ur e t hat t h e selected course-college-quota
combinations are saved before exit. CEE will not be responsible for the loss of unsaved
data due to not saving the data before exit.
Don’t press refresh or back button: Don’t refresh the page by any means other than by
clicking the given buttons or tabs. Also, no attempt should be made to open the option
registration page in multiple tabs or windows. If for any reason you exit the system by
logging out or otherwise, you can start all over again from the home page after logging
in.
10-1.14 Printing of the Option List based o n the options registered: After saving the
selected options (after necessary additions, deletions and re-arrangements), a printout
o f the final list of selected course-college combinations may be taken and kept a s a
record for your own reference.
10-1.15 Logging off from the Home page: Once the candidate i s satisfied with the
options registered, he/she should ‘Log off ’ the system b y clicking o n "logout" link.
Don’t exit the system without logging out. The process of ‘Registration of Options’ is
complete when the candidate logs off. This action is compulsory f o r preventing the
misuse of his/her Home Page by others.
10-1.16 (1): Allotment Schedule and Allotment Memo: After the period earmarked for
registering options, the options will be processed and the allotment for all courses will
be published o n the website, www.cee.kerala.gov.in, o n the date notified by the CEE.
The printout of the allotment memo can be taken from the website. The details o f the
course and college to which the candidate is allotted and the fees to be remitted for the
course allotted will be shown in the allotment memo. The schedule of allotment will be
notified separately. Necessary notification will be issued by the CEE.
10-1.16 (2) : Remittance of Fee: The prescribed tuition fee for the course will have to
be remitted by the candidate by online payment o r to the CEE Account i n specified
Post Offices in Kerala to be notified by the CEE, as per the time schedule prescribed.
After the candidate remits the fee in the First allotment, a fee receipt will be issued by
the bank as token o f allotment and remittance o f fee. Those candidates who d o not
remit the fee on or before the date prescribed for the same will lose their allotment as
we ll a s the eligibility f o r further online allotments. The second allotment will be
published on the date specified. Candidates who have not received any allotment in the
first allotment and who have received an allotment in the second allotment will have to
remit the prescribed fee for the course allotted. If a candidate has a different allotment
than the one received in the first allotment, the f e e f o r which i s higher than that
remitted as per the first allotment, he/she will have to remit the difference in fee. The
amount t o b e remitted in this manner will be shown in the allotment memo o f the
candidate. If the fee for the course allotted in the second allotment is less than or same
as the fee remitted as per the first allotment, no further remittance is to be made by the
candidate. The same process will be repeated in the subsequent allotments.
10-1.16(3): Admission to all courses: Candidates allotted t o courses, and who remit
the fee as prescribed, should take admission in the college allotted as per the schedule
prescribed by the CEE. Candidates who do not take admission will lose their allotment
as well as the claims for further allotments. No extension of time for reporting to the
college will b e granted under any circumstances. The candidates are liable to pay
admission fee as prescribed by the University concerned at the time of admission.
10-1.16 (5): After each allotment, the options below the ‘allotted one’ of the candidate
will automatically be removed from the option list of the candidate. For example, if a
candidate had registered10 options in all, and if he/she is allotted his/her 5th option, all
options from 6 to 10 will be removed from the option list. Since the 5th option is the
allotted one, it will not be seen in the option list. Options from 1 to 4 only will remain
valid and will be considered for future allotments.
10-1.16 (6) : I f a candidate i s satisfied with a n allotment and does not want t o be
considered against his/her remaining options, he/she will have the facility to cancel all
the remaining options. He/she may also cancel specific options among the remaining
options a s per his/her desire. The candidate will als o have t he facility to alter the
priority o f the remaining options. But the candidate will not be permitted to register
any fresh options to the existing ones.
10-1.18: Mop-Up Round: “Candidates already holding a PG seat can participate in the
Mop-up counselling only after surrender of the seat held by them on or before the date
prescribed b y a notification t o be issued b y t he DME/Government o f Kerala/CEE,
Kerala. They will have to produce all documents including the transfer certificate in
original for taking admission during the mop up round. NOCs, Possession certificates,
photocopies of certificates and print outs/emails will not be accepted. Course once
allotted in the Mop-up counselling shall be final. Mere surrender/Exchange o f seat in
the Mop-up counselling will not be allowed. Surrender o f seats after allotment in the
Mop-up counselling will also NOT be permitted. Hence, the candidates have to execute

A candidate getting fresh allotment in the private self-financing medical colleges for
Degree/Diploma( if any ) courses shall have t o remit Rs.5,00,000/- b y way o f DD
dr awn i n f avo ur o f the Commissioner f o r Entrance Examinations, payabl e at
Thiruvananthapuram. Remaining fees shall have to be remitted in the allotted colleges.
A candidate who figures in the rank list /category lists prepared as per clause 9 o f the
prospectus for the admission to the PG Medical degree 2020-21 but not joined in the
All India quota/ state quota seats alone is entitled to attend the Mop up round process.
10-1.19: Allotment of seats to Service candidates: All the conditions mentioned in the
clause 10 -1 are also applicable to Service candidates.
Any vacancy that may arise after the cut-off date for admissions prescribed by the
Government of India/Supreme Court will be considered as lapsed and no
allotment/transfer will be made to these seats under any circumstances.
Changes, if any effected by the Hon’ble Supreme Court of India/DGHS, New Delhi,
in the time schedule for admission process will b e applicable f o r the State Self
Financing Colleges also.
10. Relieving order in the case of service candidate from the institution last
worked
Note: “Originals of all the uploaded documents will have to be produced before
theadmitting and/or allotment authority as and when demanded”
Distribution of un-availed seats under All India Quota:-
11. Distribution of un-availed seats under All India Quota:-
The distribution of seats that are reverted back from the All India Quota Round 2, if any
will be done as per the state allotment policy. It will be ensured that the Round 2 of the
State is conducted only after the Round 2 o f t he Al l India Quota is over within the
stipulated overall time schedule prescribed by Hon Supreme Court. Provided the Round
2 of all India Quota is conducted in time.
If there is any time delay of Round 2 of All India quota distribution, the corresponding
delay for the Round 2 of the State quota shall be worked out under intimation to Hon
Supreme Court. The final decision in this regard shall be taken as per the Hon Supreme
Court instructions.
If the instructions from hon'ble Supreme Court are not reaching before the final date of
Round 2 completion already pronounced by Hon Supreme Court, the Round 2 o f the
State will be completed as per the final dates already mentioned by Hon Supreme Court
in the judgment dated 3.05.2018 in WP(c) No.357/2018.
The course wise distribution is already mentioned in the principles. Any additional
seats shall be added in the roster at the end of the roster already prepared and
accordingly the seats shall be distributed.
“A candidate who has taken admission under All India Quota will not be considered
for admission to State Quota after the last date for surrender of AIQ seat t o State
Quota announced by DGHS”
12-1. (a) : He / she shall not discontinue the P.G course that has been allotted to
him/her after the allotment Process is completed.
The other senior residents shall be relieved only after 1 year and such service should be
done without any break immediately after the course. The Principals o f the Colleges
where they complete the courses shall retain the certificates till such time as proof of
t he satisfactory completion o f t he courses given b y the competent authorities i.e.
DMO/Principal o f the college where bond posting is given as the case may be . The
original certificates can be sent through an official special messenger for verification
b y Kerala Public Service Commission o r other such official bodies, upo n written
request from the students, the expenses o f which are to b e borne b y t he candidate
himself. I n case the Senior Resident avail maternity benefits during t he period of
Senior Residency the stipendiary period will be limited to 18 months which is inclusive
of the maternity leave period of 6 months.
12-2: Conditions:-
12-2.1: If a Post Graduate student including service candidates discontinues the P.G
course after the “SECOND” Centralised Allotment Process he/she shall have t o pay a
s u m o f Rs.50,00,000/-(Rupees Fifty l akhs o nl y) a s Liquidated Damages to the
Government of Kerala and also refund the stipend/ Salary already received.
12-2.2: A candidate leaving one course to join another, before or during the
“SECOND” Centralized Allotment Process shall not be liable to pay the Liquidated
Damages.
12-2.3: The Liquidated Damages will not be recovered from students coming from All
India Quota to State quota and vice versa, provided the admission relates to the same
year and before the last date of joining o f FIRST round o f Centralized Allotment and
date prescribed for state allotment by Govt./CEE as per rules.

Council. A sum o f Rs.50,00,000/- (Rupees Fifty Lakhs o nly) ( i n addition to the

liquidated damages from those who fail to do the Government service as stipulated.
The PG students will also not be eligible for stipend/salary until the fees are paid for
each year of course within one week of commencement of their II and III year of study.
12-2.7: The certificates which are to be submitted in the colleges a t the time of
admission will be released only after the completion of compulsory bonded service or
in the case of bond violation, the liquidated damages are paid.
In the case of Service Candidates, he / she shall serve the Government for a period of
1 0 years o r u p to superannuation out o f which 2 years should be in Difficult and
Remote/rural area as defined by the State Government to be served immediately after
t he completion o f t he course. The DMO o f t he district i n which t he candidates is
posted will retain the Original Certificates of all the service candidates till completion
o f t h e bo nd I f a Service candidate discontinues the P. G c o urse O R violate the
conditions in the bond of service after the final Centralised Allotment Process he/she
shall have t o pay a sum o f Rs.50,00,000/- (Rupees Fifty lakhs only) a s Liquidated
Damages to the Government o f Kerala and also refund the stipend/ Salary already

(Rupees Fifty lakhs only) from PG Degree specialty candidates ( i n addition to the
stipend/salary dr awn during t h e pe rio d o f t h e c o urse a n d t h e amo unt s pe nt by
Government for their studies with interest as fixed by Government) will be levied as
liquidated damages from those who fail to do the Government service as stipulated. The
Service Quota candidates will not be eligible for Leave With-out Allowance for taking
employment/Training Programmes (Non-Governmental) elsewhere during t he period
of bonded obligation. No Admission shall be valid without getting the bond as detailed
above executed at the time of joining or within 7 days from the date of admission at the
discretion of the Principal. Any lapse in this regard will be treated as the liability of the
Principal concerned. After 7 days the admission is liable to be cancelled. Candidates
getting admission in the final allotment will have to execute the bond within 7 days.
Otherwise their admission shall be cancelled and they are bound t o pay the liquidated
damages as mentioned in Clause 12-2.9.The original certificates after due verification
will b e kept in the safe custody o f the Principal/DMO/DHS/Director o f Insurance
Medical Service ( DIMS) concerned. T h e candidates will n o t b e e ligible for
stipend/salary until the execution of bonds. There shall be two separate Bonds–one for
the Service Candidates and another f o r non-service Quota candidates including AIQ
candidates. Format of Bond available in the office of Principal of the Medical College
concerned only will be accepted. The Principal should ensure that the conditions of the
bond are the same as stipulated in the prospectus including the period of bond and the
amount of liquidated damages.
The Service candidates under IMS Quota shall also serve the Insurance Medical
Services Department itself for a period of 10 years or up to superannuation whichever
is earlier after successful completion of the course.
The validity of the rank list will be up to 31/05/2020 or the final date of admission
announced by the NBE/Hon’ble Apex Court/Government of India, whichever is later.
Weeding out rule: The records of the PG Entrance Examinations will be preserved only
till 31/12/2020 or till the day after the final date o f admission as announced b y the
NBE/Apex court/Government of India whichever is later.

The duration of the Post -Graduate Degree courses including University Examination is
three years and two years for those entitled for reduction as per rules. For the purpose
of reckoning the duration of the course, any candidate will be deemed to have joined
t he course o n t he date o n which t he first candidate actually joined the academic
programme as certified by the Principal concerned. This date should be given as the
date of joining in the Post Graduate register maintained by the University.
Residents shall acquire a minimum of 80% attendance each year for promotion to next
year. A candidate acquiring 80% attendance separately f o r each year ( no cumulative
effect) only will be eligible for appearing for the University examination. Extension of
leave taken over and above the eligible leave shall be done in the respective year itself.
He/she will have to complete the total duration o f the course before being given the
course certificate.
Residency Programme has been introduced in the five Government Medical Colleges
in the State a s per G.O.(Ms)No.20/09/H&FWD dated, 13.01.2009 and Government
Medical College, Ernakulam & Govt. Medical College, Kannur under which all the
Postgraduate Students including Service candidates have been designated a s Junior
Residents.

According to the Kerala prohibition of Ragging Act 1998, ragging means doing of any
act by disorderly conduct to a student of an educational institution, which causes or is
likely to cause physical o r psychological harm o r raising apprehension o r shame or
embarrassment to /that student and includes teasing o r abusing o r playing practical
jokes or causing hurt to such students or asking a student to do any act o r t o perform
something which such student will not in the ordinary course b e willing to do. All
institutions will have to abide by the directives of the Hon’ble Supreme Court of India,

institutions.
In case, the applicant for admission is found to have indulged in ragging in the past or if
it is noticed later that he/she indulged in ragging, admission may be refused o r he/she
shall be expelled from the educational institution. It shall be collective responsibility
of the authority of the institution to see to it that effective steps for preventing ragging
are taken. Anti-ragging committees and anti-ragging squads will have t o be formed to
take effective measures against ragging and they should adhere to the stipulations and
effectively monitor a n d comply wi t h the directives. Eac h o f the students o f the
institution a n d his/her parents, o r guardian are required to submit a combined
undertaking a t the time o f registration/admission in prescribed format available in
Annexure –XVII which is mandatory for the registration/admission.
19.General
Not with standing anything contained in the Prospectus, the Government may at any
time, on their own volition or otherwise after calling the records of the case, revise any
order passed by a subordinate authority. This Prospectus is subject to
Modification/Addition/Deletion as may be considered necessary by the Government
and issued as executive orders/notification.

5 .The allotment for the academic year 2018-19 will be recast to consider the
process of admission as envisaged in the gazette. But those who have already taken
admission during the 1 allotment will be protected. As per para 11 of the
notification those candidates who have joined PG course both in All India as
well as state quota on exit, after being allotted to the seats in the 21round will
have to forfeit 10% of the annual fee if they have not joined the course ie, the
exit shall be allowed only on forfeiture of 10% of the total annual fee during
the 2" round and if they have joined the course they will not be eligible for
further counselling.
6 .In case the applicant retains the seat in the ? allotment and he/she is
not allotted any seat in the second allotment then this allotted seat in the l
allotment will be considered is equivalent to the seat allotted in 2°" round and
he will have to forfeit 10% of the annual fee if he decides to quit before the last
date of surrender of seat alreLdy allotted. Applications that need to considered
for service quota under rural service, both for reservation under service quota
as well as to receive mark incentive, should be submitted to the CEE by 13th
evening of April 2018 through proper channel.

their specialities are to exercise the same within a period of one month froth
the date of issue of this Government Order; failing which their period of
deputation will not be edunted for service and pensionry benefits.

The salary / stipend 'drawn during the course along with interest © 8 % will
also be recovered towards liquidated damages. In order to arrive at the tirture
salary, a hike of 25% on the existing salary will be effected in quinquennial
pay revision taking place during the obligatory period. In the event of
violation of this clause, the fact will be repOrted to 'the Medical Council for
necessarS' action and his / her service will be terminated by following the
procedure under the Kcrala Civil Services (Classification Control and Appeal)
Rules.
IS. If these Officers leave Government Service during the obligatory service,
period without remitting the liquidated, dathages and the District Medical
'Officers fail to report such cases to the Director of Health Services in timeS
