ORGANIZING THE SOCIAL AMELIORATION PROGRAM (SAP) BARANGAY

MONITORING TEAM

WHEREAS, the DILG-DBM-DOLE-DSWD-DA-DTI-DOF Joint Memorandum


Circular No. 1, Series of 2020, gives the guide to the provision of the Social
Amelioration Program to all affected residents of places that are under enhanced
community quarantine brought by the COVID19 pandemic;

WHEREAS, the DILG MC No. 2020-065, dated March 30, 2020, mandates the
provision of guidelines for LGUs for the implementation of the said Program;

WHEREAS, as per DILG Advisory, dated April 3, 2020, which provides for the
implementation of Social Amelioration Programs and other PPAs against
COVID19, mandates all barangays of the entire island of Luzon to organize
project monitoring teams to monitor the implementation of the said Program;

NOW, THEREFORE, I, __________________, Punong Barangay of


___________, Isabela, by virtue of the powers vested in me by the Local
Government Code of 1991 and other related laws, do hereby order the
CREATION AND ORGANIZATION OF THE SAP BARANGAY MONITORING TEAM in
our barangay:

SECTION 1. Organization

The SAP Barangay Monitoring (SAPBMT) shall compose of the


following:

Punong Barangay Chairman


SBM, Chairperson on Health Member
SBM, Chairperson on Social Member
Services
SK Chairperson Member
Barangay Secretary Member
Executive Officer/ Chief Member
Tanod
Barangay Health Worker Member
Day Care Worker Member
CSO (KALIPI) Member

SECTION 2. Functions and Responsibilities

1. Assist the LGU/ MSWDO in determining the target beneficiaries of the


said Program;
2. Coordinate with the PNP in providing security during the distribution of
financial assistance to the concerned households;
3. Issuance of a free barangay clearance to the concerned households who
need the same;
4. Establishment of Full Disclosure Policy in the release of the list of target
beneficiaries through the posting of the said list in three (3)
conspicuous places in the barangay; and
5. Perform such other actions and activities as the higher authorities may
direct.

SECTION 3. Funding

The funding for the operations of the SAPBMT shall be sourced out
from the barangay funds available for this Program.

SECTION 4. Effectivity

This Order shall take effect immediately.
