1. INTRODUCTION
This document is prepared by FISU in order to provide guidelines for submitting candidature dossiers
to organise the Summer Universiade. It contains explanations about the candidature procedure until
the attribution, the official contract and financial obligations of an Organising Committee, instruction on
preparation of the candidature dossiers, as well as the candidature questionnaire.

Together with the FISU Regulations and the FISU Minimum Requirements, the document clearly sets
out the responsibilities of the Organising Committee.

The FISU Executive Committee and the FISU General Secretariat will be pleased to provide
any further information upon request.

Upon approval of the application by the FISU Executive Committee and once the
bidding fee has been received, the city is considered a candidate city. The can-

3. CANDIDATURE PROCEDURE
3.1. GENERAL OVERVIEW
• Launch of bidding process
• Submission of the Letter of Intention and payment of the Bidding Fee (EUR 10,000)
• Candidate cities workshop in Lausanne, Switzerland
• Observer Programme during the 2015 Summer Universiade
• Submission of the candidature dossiers
• Inspection visits by FISU
• Signing of the interim contract
•  Final presentation by the Bidding Committee to the FISU Executive Committee, followed by the
attribution of the 2021 Summer Universiade
• Signing of the attribution contract

3.2. SUBMISSION OF THE LETTER OF INTENTION


The Letter of Intention to host the 2021 Summer Universiade must be submitted by the relevant National
University Sports Federation to the FISU General Secretariat within the timeline set by FISU. The
payment of the bidding fee should accompany the Letter of Intention, or be transferred later but before
the deadline in order to confirm the intention.

3.3. SUBMISSION OF CANDIDATURE DOSSIERS

4. OFFICIAL CONTRACT AND .


FINANCIAL OBLIGATIONS
4.1. GENERAL TERMS
The National University Sports Federation and the Organising Committee must sign the official
contract attributing the event at the time of the attribution and countersign it within six months
after the official attribution, when the Organising Committee has become legally incorporated.

The FISU Regulations constitute the law governing legal relations between all parties. «Parties»
mean all persons by public, private, physical or moral right, participating in the organisation of
the Summer Universiade.

The organisers are obliged to provide the text of the FISU Regulations to all persons who are
apt to participate, from a sports or commercial standpoint, in the organisation of the Universiade.
Consequently, the organisers take the responsibility of imposing the application of these
regulations, without restriction, for all particular agreements.

4.2. MARKETING
Generally. The host city partners shall collaborate with FISU on the development of a marketing
programme. Pursuant to the attribution contract, FISU and the Organising Committee shall
execute a marketing plan agreement as prepared by FISU. The marketing plan agreement shall
address all elements of the marketing plan in relation to the Universiade, as developed by the
Organising Committee in consultation with FISU and as approved by FISU.

FISU Consent Required. Except as may be provided in the marketing plan agreement, neither
the Organising Committee nor any of the other host city partners will execute any contract or
enter into any agreement pursuant to which marketing, sponsorship or similar rights, or the right
to use any FISU brand are granted, without the prior written consent of FISU.

FISU Partner Programme. The host city partners acknowledge that FISU will initiate and
implement a sponsorship and supplier programme with FISU partners in the protected
categories, and agree not to authorise or permit the advertisement or promotion of goods or
services in the protected categories at or in connection with the Universiade. The Organising
Committee undertakes to fully participate in such FISU partner programme and to produce all
such rights, with a view to facilitating the sponsors and suppliers of the FISU partner programme
to achieve their goals and commercial objectives in the host country.

Ambush Activity. The host city partners acknowledge the importance of protecting the rights
granted to the Universiade and FISU sponsors and other commercial partners and, to this effect,
they agree to take all necessary steps, at their cost (including developing and implementing a ⊲⊲⊲

⊲⊲⊲ programme in relation to the prevention of ambush marketing activities and the taking of legal recourse, if
appropriate), to prevent and/or terminate any ambush marketing or any unauthorised use of Universiade
properties. The Organising Committee shall present FISU with a detailed ambush prevention plan in
accordance with the terms of the marketing plan agreement.

FISU Brand. The host city partners acknowledge, without limiting any provision of the FISU documents,
that FISU brands and assets are the exclusive property of FISU and that FISU owns all rights and
data relating to their organisation, exploitation, broadcasting, recording, representation, marketing,
reproduction, access and dissemination by any means or mechanism whatsoever, whether now existing
or developed in the future. All authorised uses of the FISU brands shall be made in strict conformity
with the FISU Graphics Manual. Additionally, it is acknowledged by the host city partners that the same
provision applies to Universiade brands and assets, which post-Universiade will be transferred by the
Organising Committee to FISU.

4.3. TELEVISION, RADIO AND OTHER BROADCASTING RIGHTS


The following rights are the exclusive property of FISU: the right to sell, to register, to transmit, to broadcast,
to distribute, or to reproduce all images and sounds during the Universiade, including all television and
broadcast rights by any means whatsoever including traditional land transmission techniques and by way
of telecommunications satellite, cable, mobile, asynchronous transfer mode (closed-circuit, internet or
any other transmission technique existing and in the future), video and film recording rights and any and
all rights to photograph and otherwise record the Universiade by any means whatsoever.

5. CANDIDATURE DOSSIERS
Candidate cities must present a written dossier in the two working languages of FISU (French and
English), and the official languages of their own countries.

This dossier must include the candidature files (answers to the candidature questionnaire), the guarantee
files, and the required documents, as described in the chapter hereafter.

5.1. CANDIDATURE FILES


The candidature files refer to complete answers to the questionnaire, together with photographs, maps,
diagrams, etc., as well as documentation on the homologation of the sports facilities (if any). Answers
should be precise and concrete, and should address the substance of the question put forward.

5.2. GUARANTEE FILES
