ORGANIZING THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM (BHERT)

WHEREAS, DILG MC No. 2003 -95 enjoins the creation of BHERT in all
barangays nationwide mandating that there shall be a BHERT for every 5,000
population in the barangay;

WHEREAS, the Barangay Health Emergency Response Team (BHERT) is created


to conduct visits in home of every person arriving from Severe Acute Respiratory
Syndrome (SARS) – affected countries;

NOW, THEREFORE, I , Punong Barangay of Barangay

, by virtue of the powers vested in me by law do hereby organize the Barangay
Health Emergency Response Team (BHERT) as follows:

Section 1. Composition. The Barangay Health Emergency Response Team


(BHERT) is hereby organized to be constituted as follows:

Head :
Executive Officer, Tanod
(Appointed by the Punong Barangay)

Members :
Tanod Member :
Two (2) Barangay Health Workers:
(One of whom is preferably a midwife or nurse)

Section 2. Functions. The Barangay Health Emergency Response Team


(BHERT) shall exercise the following functions:

1. Conduct visits in home of every person arriving from Severe Acute


Respiratory Syndrome (SARS) – affected countries;
2. Immediately list down the person(s) the arriving person came in contact
with prior to his arrival in his residence;
3. Take daily temperature of the arriving person and observe any other signs
of SARS like cough, difficulty in breathing or shortness of breath;
4. Provide protective gadgets to the SARS case, including the members of
the household;
5. Immediately isolate;
6. Monitor SARS case; and
7. Report to the Punong Barangay on measures or action taken per arrival

Section 3. Funding Support. Funding support for the Barangay Health


Emergency Response Team (BHERT) shall be charged against the fund of the
Barangay Government subject to availability of funds and to the usual accounting and
auditing rules and regulations.

Let copies hereof be furnished to all concerned for information, reference, and
guidance.
