INTRODUCTION
Site visit is when an external evaluation team goes to an institution to
evaluate verbal, written and visual evidence.
The purpose of the site visit evaluation is to obtain in-depth information
concerning all administrative and educational aspects of the program. In addition,
the site visit permits a team of Commission-appointed peers to assess a
program's compliance with the Accreditation Standards and with its own stated
goals and objectives. The site visit verifies and supplements the information
contained in the comprehensive self-study document completed by the
institution. Information provided in the self-study is confirmed, documentation is
reviewed, interviews are conducted and the program is observed by the visiting
committee. Information related to the site visit is viewed as confidential
The focus of the site visit is to identify potential environmental and social
issues that may represent a risk to the client’s/investee’s business activities if left
unmitigated and to review a client’s/investee’s compliance with the financial
institution’s environmental and social requirements. If a transaction involves an
industry sector with complex environmental and social issues, financial institution
staff should solicit the opinion of a social or environmental expert.
Prior to a site visit, financial institution staff should be familiar with the
environmental and social information provided by the client/investee or identified

during a previous site visit as well as have a general understanding of the
environmental and social issues that are typically associated with a
particular industry sector. Financial institution staff can then asks more targeted
questions, request any necessary documents and focus their observations on
particular areas of a facility during their site visit. This helps reduce the amount of
time needed to conduct the site visit, which can range from less than 1 hour to a
full day or more depending on the size and complexity of the facility.
Financial institution staff should meet with site managers including health
and safety officers and human resources officers as well as technical staff who
are well-informed of the environmental and social implications of processes
associated with the client’s/investee’s operations.
During our site visit at SOEMCO we learned the importance of being
efficient in doing things.

COMPANY PROFILE
History of SOEMCO
Skeptics were saying more than a decade ago that cooperatives cannot
thrive in Socorro, Surigao del Norte. Nevertheless, the SOEMCO members knew
that Dr. Jose P. Rizal had exactly the same apprehension more than a century
ago when he bought out to his friends and associates in the Propaganda
Movement the idea of organizing cooperatives in the Philippines, hoping to
replicate in his beloved homeland the ideology of cooperativism espoused by
Robert Owen and Dr. William King and put into practice by the Rochdale
Pioneers which served as a catalyst in transforming European countries into
economic titans.
SOEMCO was organized on May 27, 1996 by 51 Socorro municipal
government officials and employees who pooled their resources to put up an
initial capital of PhP 33,500 and operate a consumers store and later on, a credit

and savings operation. Since then, and with the opening membership to the
community in July 1 8,2004, SOEMCO rose as one of the most viable
cooperatives in Caraga Region, with its influence reaching far and wide both in
the domestic and international arenas.
Its performance had soared to tremendous heights with a membership of
7,072 served by 7 branches; Share Capital of PhP 65.4 Million, Deposits of PhP
43.3 Million; Net Surplus of PhP 13.8 Million, and Assets of PhP 347.1 Million as
of 2011.
SOEMCO opened branches in Dapa, Siargao Island last day July 2, 2009
in Surigao City on September 19,2009; in Alegria, Surigao del Norte on
September 20, 2011 as well as in Claver, Surigao del Norte last May 28, 2011. In
January 2010, we had establishe a head office at Navarro, Socorro, Surigao del
Norte of the Socorro Branch.
In the field of allied Services, the co-op had strengthened and expanded
the SOEMCO Consumers Store; implemented the Barangay Food Terminal
(Barangay Bagsakan Center) Program and Farm Tractor and Corn Mill Projects
in partnership with the Department of Agriculture and the Socorro Integrated
Coconut Processing Facility under the Strengthening the Agro Industrial Sectors
in Bicol and Caraga (SAIS-BC) Project funded by the Agencia Espanola de
Cooperacion Internacionale para el Desarollo (AECID)
