Introduction to Central Public works
There are mainly two set of Codes
1. Central Public Works Department Code.
2. Central Public Works Account Code and book of forms.
This code is intended to define the scope of the functions of:
• Minor local governments in respect of central works
• Officers of the Public Works Departments
• All original works and special repairs, relating to Central Civil buildings and
communications shall be executed through the Agency of the Public Works Department.
• The public works department shall be responsible for maintenance, including special
repairs, and original works, irrespective of their cost.
Establishments and Miscellaneous
(a)-General
• Posts under minor local Governments designed to be held by members of the Central
Service of Engineers or of the Provincial Engineering Service are ordinarily be filled by
the appointment of Officers obtained from the Provincial Governments.
• He draws the pay of the post to which he is appointed
• Otherwise he draws the pay admissible to him upon the time scale of the service to
which he belongs.
• (b) Annual and Other Reports on Engineering Subordinates
• Personal registers or annual reports, showing a continuous record of service, should be
maintained for all engineering subordinates, commendations as well as censures being
entered therein.
• (c)Employment On Local Fund Works
• Superintending Engineer may be required to exercise, in addition to his ordinary duties
• Supervision over Local Fund expenditure in communication with the civil officers, under
rules and orders of such local government.
• Similarly, members of the engineering and subordinate establishment of the
department may be employed in addition to their regular duties
• (d)Temporary and work-charged Establishment
• Includes all such non-permanent establishment, no matter under what titles employed,
as is entertained for the general purposes of a division or sub-division
• Work-charged establishment includes such establishment as is employed upon the
actual execution, as distinct from the general supervision, of a specific work or of sub-
work of a specific project
• (e) Police and other Guards
• (f) Medical Establishment
• (g) Cashiers
• (h) Forms and Records
• (i) Transfers of Divisional and sub-Divisional Charges
DUTIES OF OFFICERS OF THE PUBLIC WORKS DEPARTMENT
A-Chief Engineer
• Responsible to the minor local government for efficient administration and general
professional control of public works within its jurisdiction
• Is chief professional adviser in all matters connected with them
• Recommends transfer and postings of Superintending Engineers, divisional Officers and
establishment are within his competence
• Exercise a concurrent control, with the audit Officer, over the duties of the officers of
the department in connection with the maintenance of the accounts
• Will have no authority over the audit Officer in regard to audit matters, but have claim
on him for assistance and advice in matters relating to accounts and finance.
• He prepares annually budget estimates relating to work under his control, administer
the grant, keep close watch on expenditure, make sure the proprietary and prevent last
month expenditure during financial year.
• The administrative unit of the department is circle and he is in charge of such circle
• Areas where chief Engineers is not available he exercises the power of the chief
engineer
• Subject to any orders of the minor local Government, the transfers and postings within
his circle of establishment, other than of Divisional Officers and accountants may be
made by S.E
• Examines the books of Divisional Officers and their subordinates
• Its his duty to inspect the various works in progress within his circle, and to satisfy
himself and to make sure the system is working efficiently.
• He will inspect the divisional offices at least once a year and record the result.
• The executive unit of the department is the division, in charge of a divisional Officer
• He is responsible to the Superintending Engineer for the execution and management of
all works within his division
• Subject to the orders of the S.E, Divisional Officer may transfer establishment (other
than SDO) one station to another within his division
Responsibilities:
• Necessary steps to obtain cash for works under his control
• Keep accounts, and submit them to Audit punctually
• Divisional accountant will assist him for accuracy of accounts of receipts and
expenditure
• He will, before submitting the monthly accounts, carefully examine the books, returns
and papers from which the same are compiled
• Divisional officer is required to inspect, at least once a year
• Immediately a work is finished, it is his duty to close accounts and to prepare the
Completion Report.
• He is required to report immediately to S.E for any accident or unusual occurrence
connected with his division
• He will administer grant made for public works, keep close watch on expenditure, and
do not allow any excess
• Make arrangements for additional funds if required
Sub-Divisional Officer
The division is divided into sub-divisions, in charge of sub-divisional Officer, who are
responsible to the Divisional Officer for the management and execution of works within
their sub-divisions.
CLASSIFICATION OF OPERATIONS OF THE PUBLIC WORKS DEPARTMENTS
The operations of the department are divided primarily into two categories:
New works:
Include alterations, additions and purchases
Repairs:
Include repairs and maintenance
BASIC RULES APPLICABLE TO ALL CENTRAL WORKS EXECUTED BY THE PUBLIC WORKS
DEPARTMENT
There are mainly four stages for project for a central work
1.Administrative Approval
2.Expenditure Sanction
3.Technical Sanction
4.Appropriation and re-appropriation of funds
Administrative Approval:
For every work (excluding petty works and repairs) it is necessary to obtain, in the first
instance, the concurrence of the competent authority of the administrative department
requiring the work. The formal acceptance of the proposal by the authority is termed
“administrative approval” of the work, and it is the duty of the local officer of the
department requiring the work to obtain the requisite approval to it.
Technical Sanction
The order of competent authority sanctioning a properly detailed estimate of the cost of
work of construction or repair proposed to be carried out in the Public Works
Department. Ordinarily such sanction can only be accorded by Government, Ministry of
Health and Works or by such Authorities of the Ministry to whom the power has been
delegated by Government.
Excesses over technical sanction
A revised estimate must be prepared when the sanctioned estimate is likely to be
exceeded by more than 5 per cent., except in the cases provided for in Note I to
paragraph 71 and in paragraph 72.
EXPENDITURE SANCTION
Expenditure sanction means the concurrence of the Government of Pakistan in the
expenditure proposed, in cases where this is necessary. (Ministry of Finance of the

Appropriation and re-appropriation
Appropriation or re-appropriation represents the allotment of a particular sum of
money to meet expenditure on a specified object; it is operative only for the official year
for which it is made.
